What is the Girls Literacy Promotion Scheme for Class 11?

Girls Literacy Promotion Scheme for Class 11th is a one-time cash incentive of Rs 3,000 paid by the Government of Madhya Pradesh to a girl from the state's de-notified, nomadic and semi-nomadic communities when she takes admission in Class 11 for the first time. In departmental Hindi papers these communities are written as vimukt, ghumakkad and ardh-ghumakkad jatiyan, and the scheme itself is described as a kanya saksharta protsahan measure, a girls' literacy encouragement payment.

According to the compilation of Madhya Pradesh state schemes published by the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities (DWBDNC) under the union Ministry of Social Justice and Empowerment, the incentive is set at Rs 3,000, is paid on first-time admission to Class 11, and requires only an attested caste certificate photocopy and a self-declaration of the parent's income. Distribution is routed through the Directorate of Public Instruction's consolidated stipend arrangement, which is why the school, rather than a separate department office, is usually where the process starts.

Within Madhya Pradesh, policy and budget for these communities sit with the Backward Classes and Minorities Welfare Department, whose portal is bcwelfare.mp.nic.in and whose field arms are the district Backward Classes and Minorities Welfare offices.

Why does this incentive exist at Class 11 specifically?

The transition from Class 10 to Class 11 is where girls from de-notified and nomadic communities drop out in the largest numbers. Class 10 is often the last grade available in a village school; Class 11 usually means a higher secondary school in a bigger village or town, with new admission fees, new books, a uniform, and a daily bus fare. For a household that moves seasonally for work, that combination of cost and distance is frequently the point at which a daughter's schooling ends.

De-notified communities are the groups listed under the colonial Criminal Tribes Act of 1871 and de-notified in 1952. Nomadic and semi-nomadic communities are groups whose traditional livelihoods involved seasonal or continuous movement. Both carry a documented history of exclusion from land records, permanent addresses and school rolls, which is exactly why this scheme deliberately does not demand a tehsil income certificate, accepting a parent's self-declaration instead. That single design choice removes the document that most often blocks these families.

Madhya Pradesh runs the Class 11 incentive alongside a wider package for the same communities: primary and middle-school scholarships from Class 1 upwards, free hostels, post-matric scholarship, examination fee reimbursement, self-employment margin money, basti development and settlement electrification.

Who is eligible for the Class 11 girls literacy incentive?

A girl student qualifies when all of the following hold:

  • She belongs to a de-notified, nomadic or semi-nomadic community notified in Madhya Pradesh, evidenced by a caste certificate.
  • She is an original resident of Madhya Pradesh.
  • She has passed Class 10 and taken admission in Class 11.
  • The Class 11 admission is her first admission to that class.
  • Her education has been continuous. The DWBDNC entry describes the incentive as being for girls continuing their education into Class 11.
  • She has a bank account in her own name that can receive direct benefit transfer.

The following are not eligible:

  • Boys. The incentive is limited to girl students by design.
  • Girls of other categories, Scheduled Caste, Scheduled Tribe, OBC and general-category girls are outside this particular scheme. Scheduled Tribe girls have a parallel Rs 3,000 incentive under the Tribal Affairs Department's Kanya Saksharta Protsahan Yojana, applied for on MPTAAS.
  • Girls who are not original residents of Madhya Pradesh, even if they study in the state.
  • Girls repeating Class 11, or taking admission in Class 11 for a second time, because the payment is made only on first admission.
  • Girls who have not passed Class 10.

There is no published income ceiling for this incentive. What the scheme asks for is a self-declaration of the parent's income, not a formal income test.

How much is paid, and when?

The incentive is Rs 3,000, paid once. It is not a monthly stipend and is not repeated in Class 12.

Payment follows the admission season rather than a fixed calendar date. The school forwards the verified list, the district office sanctions it, and the money is credited by direct benefit transfer to the girl's Aadhaar-seeded account. A gap of some weeks between admission and credit is normal; a gap of several months usually means the case is stuck at verification rather than rejected.

A girl who wants continuing support through Classes 11 and 12 should separately claim the post-matric scholarship for de-notified, nomadic and semi-nomadic students, which covers tuition, examination and compulsory fees and carries full residence allowance for families with income below Rs 2.50 lakh a year.

What documents are required?

Document Mandatory Notes
Caste certificate Yes Attested photocopy for a notified de-notified, nomadic or semi-nomadic community
Self-declaration of parent's income Yes A written declaration; no tehsil income certificate is demanded
Class 10 marksheet Yes Proof of passing the qualifying class
Class 11 admission proof Yes Bonafide certificate or admission receipt

Aadhaar card Yes For e-KYC and account seeding
Bank passbook in the girl's name Yes Account must be Aadhaar-seeded for DBT

How to apply for the Class 11 girls literacy incentive

  1. Complete the Class 11 admission first. The incentive is triggered by admission, so nothing can be processed until the girl is on the higher secondary school's roll and a bonafide certificate or admission receipt exists.
  2. Open a bank account in the girl's own name and seed it with her Aadhaar. Payment fails at the last step if the account is in a parent's name or is not Aadhaar-seeded, and this is the single most common cause of delay.
  3. Collect the caste certificate and write the income self-declaration. Take an attested photocopy of the caste certificate showing a notified de-notified, nomadic or semi-nomadic community, and a plain self-declaration of the parent's annual income.
  4. Submit the papers to the Principal of the higher secondary school, asking specifically for the girls' literacy promotion incentive for Class 11 for students of vimukt, ghumakkad and ardh-ghumakkad communities. The school verifies admission and forwards the case.
  5. Follow the case to the district office. The school's list goes to the district Backward Classes and Minorities Welfare office for sanction; the payment is released from there through the consolidated stipend arrangement.
  6. Keep the acknowledgement. Ask the school for a receipt or entry number so the case can be traced later, and check the state scholarship portal (scholarshipportal.mp.nic.in) for the student's payment record.

How to check the status of the payment

  1. Ask the school clerk or Principal whether the case has been entered and forwarded β€” most stalled cases never leave the school.
  2. Check the student's record on scholarshipportal.mp.nic.in, the state scholarship portal on which Madhya Pradesh's scholarship and stipend payments for students are recorded.
  3. If the record shows the amount as sanctioned or paid but no money has arrived, check the Aadhaar seeding of the bank account with the bank branch. A dormant or unseeded account is the usual cause.
  4. If the case has not moved for over a month, approach the district Backward Classes and Minorities Welfare office with the acknowledgement.

Why applications get rejected or stuck

  • Caste certificate does not name a notified community, or the community is recorded under a different spelling than in the state's notified list.
  • Bank account in a parent's name, which the DBT system will not accept.
  • Account not Aadhaar-seeded, so the transfer bounces back.
  • Name or date-of-birth mismatch between the Samagra record, Aadhaar and the Class 10 marksheet.
  • Admission not regular: private or open-schooling candidature does not count as admission to Class 11 for this purpose.
  • Second-time admission to Class 11, which falls outside the "first admission" condition.
  • School never forwarded the case, the commonest cause of all and one that can only be fixed at the school.

What is not published about this scheme

Stating the gaps honestly is more useful than filling them with guesses. The following are not available on the department's public pages:

  • A fixed last date or annual application window.
  • A dedicated helpline for this incentive specifically.
  • A published district-wise beneficiary count or annual budget.

Anyone applying should ask the school or the district Backward Classes and Minorities Welfare office for the current session's circular rather than rely on secondary websites, several of which reproduce the same one-line description.

Where to get help

  • Backward Classes and Minorities Welfare Department: bcwelfare.mp.nic.in, scheme lists, forms and district office contacts.
  • District Backward Classes and Minorities Welfare office: the working point of contact for the current circular, sanction and payment.
  • State Scholarship Portal: scholarshipportal.mp.nic.in, student payment records for Madhya Pradesh scholarship and stipend schemes.
  • CM Helpline 181: Madhya Pradesh's general grievance line. A complaint filed here gets a tracking number and is routed to the department.
  • DWBDNC, Ministry of Social Justice and Empowerment: dwbdnc.dosje.gov.in publishes the consolidated list of Madhya Pradesh schemes for de-notified, nomadic and semi-nomadic communities, useful for checking what else the family can claim.

No fee is payable at any stage. Any person asking for money to get the Rs 3,000 sanctioned is not acting for the department.

Frequently asked questions

How much does a de-notified community girl get for joining Class 11 in Madhya Pradesh?

A girl from a de-notified, nomadic or semi-nomadic community receives a one-time incentive of Rs 3,000 on taking admission in Class 11 for the first time. The amount is paid once, not every year, and is credited to the girl's own bank account.

Is an income certificate needed for this incentive?

No. The scheme as recorded by the Development and Welfare Board for De-notified, Nomadic and Semi-Nomadic Communities accepts a self-declaration of the parent's income. A tehsil-issued income certificate is not a listed requirement, which matters for families without settled documentation.

Who cannot get this Class 11 incentive?

Boys are not eligible, girls outside the notified de-notified, nomadic and semi-nomadic communities are not eligible, and a girl repeating Class 11 or taking admission a second time is not eligible because the incentive is paid only on first admission.

Is the money paid every year until Class 12?

No. The Rs 3,000 is a one-time entry incentive at Class 11 only. Continuing support for Classes 11 and 12 comes from the separate post-matric scholarship for de-notified, nomadic and semi-nomadic students, which is income-tested and renewed annually.

Can the money be paid into the father's or mother's account?

No. The incentive is credited by direct benefit transfer to a bank account in the girl student's own name. Families whose daughter has no account should open a basic savings account in her name before the school forwards the case.

Which department runs this scheme?

The Backward Classes and Minorities Welfare Department, Government of Madhya Pradesh administers welfare schemes for de-notified, nomadic and semi-nomadic communities. Distribution of this particular incentive runs through the Directorate of Public Instruction's consolidated stipend arrangement in schools.

Is there a separate scheme for Scheduled Tribe girls entering Class 11?

Yes. Scheduled Tribe girls are covered by Kanya Saksharta Protsahan Yojana of the Tribal Affairs Department, which also pays Rs 3,000 on entry to Class 11 but is applied for on the MPTAAS portal. A girl claims under one scheme, not both.

Is there any fee to apply?

No. Applying is free. No school, agent or cyber cafe operator is authorised to charge for sanctioning the incentive, though an MPOnline kiosk may charge its notified assistance charge for typing a form.
