What is Masala Kshetra Vistar Yojana?

Masala Kshetra Vistar Yojana. The Spice Area Expansion Scheme: is a state scheme of the Horticulture and Food Processing Department, Government of Madhya Pradesh. The scheme pays part of the cost of planting improved or hybrid spice crops on land that is being brought under spices, with the twin aim of enlarging the state's spice area and raising output per hectare through better planting material.

Madhya Pradesh is one of India's largest producers of garlic, coriander and chilli, and the department's approach here is deliberately simple. Rather than subsidising machinery or infrastructure, the scheme meets 50 per cent of the notified unit cost of the planting operation, which in practice is the cost of certified seed or of seed rhizome and bulbs. That is the input a small grower most often cannot fund at sowing time.

Key features

  • 100 per cent state-funded component run by the Horticulture and Food Processing Department.
  • Subsidy fixed at 50 per cent of unit cost, subject to per-hectare ceilings.
  • Two benefit bands: Rs 10,000 per hectare for seed spices and Rs 50,000 per hectare for root, tuber and rhizome spices.
  • Eligible area runs from 0.25 hectare to 2.00 hectares per farmer.
  • Identical rate for all categories of farmers; there is no separate SC, ST or BPL rate under this component.
  • Delivered through MPFSTS, the department's Farmers Subsidy Tracking System.

How much subsidy does Masala Kshetra Vistar Yojana pay?

Crop group Examples Subsidy Ceiling
Seed spices Coriander, cumin, fennel, fenugreek, chilli 50% of unit cost Rs 10,000 per hectare
Root, tuber and rhizome spices Turmeric, ginger, garlic 50% of unit cost Rs 50,000 per hectare

The gap between the two bands is not arbitrary. Seed spices are sown from a few kilograms of seed per hectare, while a hectare of garlic or ginger needs several quintals of expensive planting material, so the ceiling for the second group is five times higher.

Worked through: a farmer planting 1 hectare of garlic whose seed bulb cost comes to Rs 1.20 lakh receives 50 per cent of that, but the payment stops at the Rs 50,000 ceiling. A farmer planting 0.5 hectare of coriander at a seed cost of Rs 9,000 receives 50 per cent, that is Rs 4,500, since it is well within the proportionate ceiling. The subsidy is a one-time benefit per farmer under this component, so it is worth using it on the largest area you can genuinely manage, up to the 2-hectare limit.

Who is eligible for the spice area expansion subsidy?

You can be considered if:

  • You are a farmer resident in Madhya Pradesh, and the land is recorded in your name in the khasra or B-1.
  • You are bringing an area of 0.25 to 2.00 hectares under an improved or hybrid spice crop.
  • You hold a forest rights certificate for the land — the department accepts the forest lease in place of a revenue record.
  • You belong to any category. General, Scheduled Caste, Scheduled Tribe, below poverty line and senior-citizen applicants all receive the same rate.
  • You have irrigation adequate for the crop you propose, since spice crops such as garlic and turmeric are not rainfed crops in most of Madhya Pradesh.
  • You are registered on MPFSTS.

You cannot apply, or your file will not be sanctioned, if:

  • The land is not in your name and you hold no forest lease for it. A tenant cultivating someone else's khasra cannot claim on that land.
  • Your proposed area is below 0.25 hectare or above 2.00 hectares. The smaller area falls under the floor and the excess above two hectares is simply not counted.
  • You have already drawn the spice area expansion subsidy once. It is a one-time benefit per farmer.
  • Your district or block has no target left for the year, or the crop you propose is not in the district plan for that season.
  • You buy planting material before the application is sanctioned and expect the bill to be reimbursed anyway.

What documents are required?

Document Mandatory Notes
Aadhaar card Yes Registration and DBT payment
Khasra nakal / B-1 Yes Ownership and area; forest lease accepted as an alternative
Bank passbook Yes Must be Aadhaar-seeded for DBT
Passport photograph Yes Uploaded at registration
Seed / planting material bill Yes Supports the claim at verification
Caste certificate No Only for category-wise target reporting

How to apply for Masala Kshetra Vistar Yojana

  1. Complete free MPFSTS registration. Go to mpfsts.mp.gov.in/mphd/ and select "Naveen Panjiyan (nishulk)". You can do this yourself, or take your Aadhaar, khasra nakal, bank passbook and photograph to any MP Online kiosk or Common Service Centre and have the operator register you.
  2. Open the scheme list on the portal and select the state scheme Masala Kshetra Vistar for the current financial year. The portal will only accept the application if your district still has target available.
  3. Enter the plot and crop details, khasra number, village, the exact area in hectares between 0.25 and 2.00, and the spice crop you intend to plant. Upload the land record, bank passbook, Aadhaar and photograph.
  4. Submit and save the application number shown on screen. This is what you will use for every status check afterwards.
  5. Wait for sanction from the district horticulture office before buying seed or planting material, then plant the sanctioned area with certified improved or hybrid material and keep the purchase bill.
  6. Allow field verification. The Senior Horticulture Development Officer or a rural horticulture extension officer inspects the standing crop, confirms the area and records the verification.
  7. Receive the subsidy by Direct Benefit Transfer into your Aadhaar-seeded bank account after the verification report is uploaded.

How to apply offline in the district

  1. Visit the Assistant Director of Horticulture at the district collectorate, or the Senior Horticulture Development Officer at your block.
  2. Ask for the current-year guidelines and the district target position for the spice component. The guidelines are also downloadable as PDFs from MPFSTS.
  3. Hand in a written application with copies of your Aadhaar, khasra nakal and bank passbook. The office converts it into an MPFSTS entry, because the portal is the record of sanction.
  4. Take an acknowledgement carrying the application number.

How do I check my application status and the beneficiary list?

MPFSTS carries both an application status lookup and published beneficiary lists (hitgrahi suchi). Use the application number or your registered mobile number for the first, and the district-scheme-year filter for the second. Being visible in the beneficiary list is stronger confirmation than a "submitted" status, because it means your name has been taken against the district target and not merely accepted into the queue.

Why spice subsidy applications get rejected

  • Area below 0.25 hectare or a claim entered for more than 2.00 hectares.
  • Land record mismatch, the khasra on the form is not the plot that was planted, or the record is in a parent's or brother's name.
  • Repeat claim. The system flags a farmer who has already drawn this component once.
  • No certified planting material bill, so the unit cost cannot be established at verification.
  • Crop not found at inspection, usually because sowing failed or the farmer changed crop after sanction without informing the office.
  • Target exhausted in the district for that financial year, in which case the application must be filed afresh in the next year.
  • Bank account not Aadhaar-seeded, so the DBT transfer bounces.

Where do I complain?

The grievance route runs through the horticulture hierarchy: the Senior Horticulture Development Officer at the block, then the Assistant Director of Horticulture in the district, then the divisional Deputy Director or Joint Director of Horticulture, and finally the Directorate of Horticulture and Food Processing at Bhopal. Portal and payment problems can be raised with the MPFSTS helpdesk email published on the portal, mpfsts.helpdesk@mp.gov.in.

MPFSTS registration itself is free. A kiosk may collect only the notified data-entry charge. No official or agent is authorised to take money for "approving" a spice subsidy file, and no departmental officer will ask for your Aadhaar OTP.
