Financial Assistance for Normal Delivery and Surgical Delivery is a maternity benefit of the Maharashtra Building and Other Construction Workers Welfare Board, the statutory board run by the Labour Department, Government of Maharashtra under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. Pregnancy and delivery take her off wages for weeks with no paid leave and no employer obligation, and the household loses income at exactly the moment its costs rise. The board is funded by a cess on construction cost under the Building and Other Construction Workers Welfare Cess Act, 1996, and this benefit is paid from that pool.

You can claim if:

  • You hold a live registration with the Maharashtra Building and Other Construction Workers Welfare Board, renewed and valid on the date of delivery.
  • You satisfied the board's registration conditions, aged 18 to 60, with at least 90 days of construction work in the 12 months preceding registration.
  • The delivery is of your first or second live child.
  • The delivery took place in a hospital or health facility that can issue a delivery certificate stating the mode of delivery.
  • The child's birth has been registered and a birth certificate issued.
  • Your bank account is active and in the registered worker's own name.

You are not eligible if:

  • You are not registered with the board, or your card lapsed before the delivery and was not renewed.
  • You are a contractor, supervisor, site engineer or employer rather than a manual construction worker covered by the Act.
  • The delivery is of your third or later child. The two-child ceiling applies regardless of the medical circumstances.
  • The birth certificate is not available, or the birth was never registered.
  • The mode of delivery cannot be established from the hospital papers, in which case the file cannot be slotted into either the Rs 15,000 or the Rs 20,000 slab.
  • You are registered with a different Maharashtra welfare board, such as a Mathadi board, which runs its own maternity benefits separately.

A stillbirth is not covered by the board's wording of "first two live children". Families in that situation should ask the Worker Facilitation Centre which of the board's other health or death-related benefits applies instead.

The document that most often decides the outcome is the delivery certificate. Ask the hospital to write "normal delivery" or "lower segment caesarean section" explicitly on it before you leave. A certificate that merely says "delivered" will be sent back for clarification, and getting it re-issued weeks later with a newborn at home is far harder than getting it right at discharge.

How to apply for delivery assistance in Maharashtra

  1. Confirm the worker's registration is live on mahabocw.in through the worker login. If it has lapsed, complete the online renewal, pay the fee and finish verification at the Worker Facilitation Centre.
  2. Register the birth with your municipal corporation, municipal council or gram panchayat and obtain the birth certificate.
  3. Collect the hospital delivery certificate or discharge summary stating clearly whether the delivery was normal or by caesarean section.
  4. Download the health welfare claim form for delivery assistance from the welfare schemes section of mahabocw.in, or collect a printed copy from the district Worker Facilitation Centre.
  5. Fill in the registration number, Aadhaar number, mode of delivery, birth order of the child and your bank account details exactly as printed on the passbook.
  6. Attach all mandatory documents, submit at the Worker Facilitation Centre or to the Government Labour Officer of the district, and collect a dated acknowledgement.
  7. Follow up on the acknowledgement number at the same centre, or on the board's helpdesk 1800-8892-816 between 10 a.m. and 6 p.m.

How to register with the board first

  1. Open mahabocw.in, choose the Workers menu and then Worker Registration.
  2. Enter district, Aadhaar number and mobile number, and verify by OTP.
  3. Complete Form V with personal, family and employment details.
  4. Upload age proof, residence proof, identity proof, three passport photographs and a 90-day work certificate from the employer, contractor, site engineer or the local authority.
  5. Complete verification at the Worker Facilitation Centre and collect the registration card.

Registration is renewed annually against a nominal online fee, and the renewal status tab on the portal shows whether the card is currently active. Expectant families should check that tab early in the pregnancy, not after the delivery.

How to check the status of a delivery claim

  1. Sign in to the worker profile login on mahabocw.in.
  2. Open the application or claim status section and enter your registration number or application number.
  3. Check the renewal status tab separately. An expired card stalls pending claims without any separate notice.
  4. If nothing shows online, return to the Worker Facilitation Centre with the acknowledgement receipt.

Why delivery claims get rejected, and how to fix them

  • Registration lapsed before the delivery date. Renew annually and check status early in the pregnancy.
  • Mode of delivery not stated on the hospital certificate. Ask the hospital for a corrected certificate naming normal or caesarean delivery.
  • Birth not registered, so no birth certificate. Register the birth with the local body first; delayed registration has its own procedure and takes longer.
  • Third or later child claimed. The two-child ceiling is applied on birth order recorded against the worker.
  • Name mismatch between Aadhaar, the labour card, the birth certificate and the bank passbook. Correct the weakest document before filing.
  • Bank account not in the registered worker's name. DBT will fail against a relative's or a joint account.
  • Relationship not established where a male worker claims for his wife. Attach the marriage certificate or a ration card naming both.
