What is Financial Assistance for Self-Employment to Trained Disabled Persons?

Financial Assistance for Self-Employment to Trained Disabled Persons is a small state-funded grant scheme of the Government of Maharashtra for persons with disabilities who have finished a vocational training course and now need tools to start working for themselves. The scheme pays a one-time grant of Rs 1,000 for the purchase of a tool kit or equipment.

According to the department's own scheme page, the objective is to provide "financial assistance to facilitate purchase of equipment for those disabled persons who are completing vocational training from government institutions or a recognized institution to start their own business". That sentence contains the whole design of the scheme. The state has already paid for the training; this grant closes the last, small gap between a trained tailor, cobbler, electrician or repair technician and the kit they need on day one.

The scheme is now administered by Maharashtra's Department of Empowerment of Persons with Disabilities, known in Marathi as the Divyang Kalyan Vibhag, which was created in 2023 when the disability portfolio was moved out of the Social Justice and Special Assistance Department. Delivery did not change with the department. The sanctioning office remains the District Social Welfare Office, Zilla Parishad, and in Mumbai City and Mumbai Suburban the Assistant Commissioner, Social Welfare. Be clear about the size of this benefit before you spend a day collecting papers. Rs 1,000 is the whole scheme. It is worth claiming if you have just finished training and the certificates are already in hand, and it is not worth planning a business around.

How is this different from the other disability self-employment scheme?

Maharashtra runs two schemes with confusingly similar names, and applicants routinely file at the wrong counter.

The practical rule: if you have a vocational training certificate and want a tool kit, this Rs 1,000 scheme is yours. If you want to set up a shop, a workshop or an agro-based venture and can service a loan, go for the Rs 1,50,000 scheme instead. The two are not alternatives to each other in scale, and nothing stops you from asking your district office about both in the same visit.

Who is eligible for this scheme?

You can get the grant if all of the following are true:

• You have a minimum 40 per cent disability certified by the competent medical authority, or hold a UDID card showing it.
• You have completed vocational training at a government institution or a government-recognised institution, and hold the completion certificate.
• You are a domicile of Maharashtra.
• You intend to use the money to buy tools or equipment to start working for yourself.

Under the Social Justice Department's Government Decision dated 13 September 2022, persons with disabilities across all 21 categories listed in the Rights of Persons with Disabilities Act, 2016 are covered by the state's disability welfare schemes. Older circulars named only four categories, blind and low vision, hearing impaired, orthopaedically handicapped and intellectually disabled, and some district offices still work from those lists. If you hold a certificate in one of the newer categories and are turned away, cite the 13 September 2022 decision.

You cannot apply or are not eligible if:

• Your certified disability is below 40 per cent.
• You have not completed vocational training, or your training was at a private coaching centre that is not government-recognised. This is the condition that defines the scheme and there is no way around it.
• You are not a domicile of Maharashtra, even if you work in the state.
• You cannot produce a disability certificate or UDID card. No substitute document is accepted.

Two conditions that people expect and that the department has not published for this scheme are an age band and an income ceiling. The larger self-employment scheme restricts applicants to 18 to 50 years with family income below Rs 1,00,000; this scheme's page states neither. This guide deliberately does not state figures the department has not published. Ask your District Social Welfare Office what it is currently applying, and ask for any refusal in writing.

What documents are required?

The training certificate is the document to guard. If your course was run by an NGO-managed vocational training centre for persons with disabilities, ask the centre for written confirmation that it is a government-aided or government-recognised institution and attach that letter to your file. District offices ask for exactly this when the institution's name is unfamiliar.

Domicile and, where required, income certificates are issued by the Tehsildar or Sub-Divisional Officer and applied for through a Setu or Aaple Sarkar service centre. Both take time, so start them before your training ends rather than after.

How to apply for financial assistance for a tool kit

The scheme is applied for offline, on a prescribed form, at the district office. There is no online portal published for it.

1. Complete your vocational training at a government or government-recognised institution and collect the completion certificate with the institution's seal and the course dates on it.
2. Get or renew your disability certificate showing at least 40 per cent disability from the district civil surgeon or the notified medical board, or carry your UDID card.
3. Obtain the Maharashtra domicile certificate from the Tehsildar's office or an Aaple Sarkar centre.
4. Collect the prescribed application form from the District Social Welfare Office, Zilla Parishad. In Mumbai City and Mumbai Suburban the office is the Assistant Commissioner, Social Welfare.
5. Fill the form completely, affix your photograph, attach the training certificate, disability certificate, domicile certificate, Aadhaar and bank passbook copy, and self-attest every copy. Add a simple list or quotation of the tools you plan to buy. It is not published as compulsory but it removes the most common query at the counter.
6. Submit the file at the same office and take a dated acknowledgement with an inward number. Keep it, because this is what you quote on every follow-up.
7. Answer the district scrutiny promptly. The office verifies the disability percentage, the training certificate and the domicile before sanctioning.
8. Check your bank account once the sanction is released, and buy the tools. Keep the purchase bills — some districts ask to see them as utilisation proof.

How to check the status of your application

There is no online tracking screen for this scheme. Check status in this order:

1. The District Social Welfare Office, Zilla Parishad, quoting your inward number and date. Ask specifically whether the file is pending on scrutiny, on sanction, or on the district's annual target.
2. The Assistant Commissioner, Social Welfare for the district, if the file is stuck at the first level.
3. The Persons with Disabilities Welfare Department in Mumbai on 022-40145176, or the Maharashtra Citizen Contact Centre on 1800 120 8040, if the district gives no answer at all.

Why applications get rejected, and how to fix each one

• Disability certified below 40 per cent. Re-assessment by the district medical board is the only route.
• No vocational training certificate, or training at an institution that is not government-recognised. Ask the institution for proof of its recognition; if it has none, this scheme is closed to you.
• Training certificate too old to be tied to a current self-employment plan. Some districts read the objective, assistance for those "completing" training: narrowly. Apply as soon as the course ends.
• Domicile certificate missing or in another state's name.
• Bank account not in the applicant's own name, or not Aadhaar-seeded, so the direct transfer fails.
• District target exhausted. Physical and financial targets are allotted per district each year, so a file submitted late in the financial year may be carried into the next one. This is a delay, not a rejection.
• Documents not self-attested or the form incomplete. Resubmit and take a fresh acknowledgement.

No fee is charged for the application form or for processing. The grant is credited only to the beneficiary's own bank account, and no agent can secure a sanction for a fee.
