What is Magel Tyala Vihir Yojana?

Magel Tyala Vihir Yojana; literally "a well for whoever asks for one": is Maharashtra's programme for funding new irrigation wells on farmers' own land under the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). It is run by the Rural Development Department along with the Department of Agriculture, and executed at village level through the gram panchayat.

The scheme rests on a simple legal fact: Schedule 1 of the Mahatma Gandhi National Rural Employment Guarantee Act permits individual beneficiary works on the land of specified priority households, and an irrigation well is one of those permitted works. That is why a private well on a private farm can be built with 100 per cent public money and no beneficiary contribution, the farmer is not receiving a cash subsidy so much as having a durable asset created on his land through a guaranteed-employment work.

A Government Resolution dated 4 November 2022 consolidated the well provisions and made the "magel tyala vihir" approach the operating rule, and the admissible cost per new well was subsequently raised to Rs 4 lakh from the earlier ceiling of Rs 2.5 lakh. The higher limit reflects the real cost of blasting, excavation and lining in Maharashtra's basalt terrain, where the earlier ceiling routinely left farmers to fund the gap themselves.

What the scheme changes for a farmer

  • The well is built at no cost to the farmer: there is no beneficiary share.
  • Unskilled work on the well is paid as MGNREGS wages to job-card holders in the village, so the money circulates locally.
  • The asset, a functional irrigation well: stays with the landholder permanently.
  • Related components such as well repair, borewells, electric and solar pump sets, drip and sprinkler sets are funded under linked schemes rather than out of the same Rs 4 lakh.

Who is eligible for the well subsidy?

You can be sanctioned a well if:

  • You hold at least 0.40 hectare of contiguous land recorded in your own name on the 7/12 extract.
  • Your household holds, or is willing to take, an MGNREGS job card.
  • Your total holding is within 6 hectares. Below poverty line farmers are exempt from this upper limit.
  • Your Aadhaar is linked to a bank account, since MGNREGS payments are made through DBT.
  • You belong to one of the priority household categories set out in Schedule 1 of the MGNREG Act; Scheduled Castes, Scheduled Tribes, nomadic tribes, denotified tribes, below poverty line families, women-headed households, physically-disabled-headed households, beneficiaries of land reform, and small and marginal farmers as defined under the Act.
  • The proposed site clears the ground water and inter-well distance check done by the technical staff.

Farmers holding less than 0.40 hectare, especially in difficult hilly terrain, are permitted to apply jointly for a shared community well, provided the combined contiguous area of the participating farmers exceeds 0.40 hectare and each of them produces the supporting land documents and a written consent.

You cannot apply, or the proposal will not be sanctioned, if:

  • The land is not recorded in your name and no valid consent from the recorded owner is produced.
  • Your household has no MGNREGS job card and does not obtain one.
  • The site fails the ground water availability test or lies too close to an existing well, since spacing rules are applied to stop mutual interference.
  • The holding already has a functional irrigation well adequate for it.
  • You have already started digging before sanction; unsanctioned work cannot be measured and paid.

How much does the scheme pay?

Component Admissible amount
New irrigation well Up to Rs 4 lakh
Well repair or deepening Up to Rs 1 lakh
Beneficiary contribution Nil

The Rs 4 lakh is a sanctioned work cost, not a bank transfer. It is spent as the unskilled labour component paid as MGNREGS wages into the job-card holders' Aadhaar-seeded accounts, and as the material component — blasting, lining, cement rings, transport, released by the block office against measurement book entries certified by the technical assistant. The proportion between labour and material is governed by the MGNREGS 60:40 norm applied at the district level.

What documents are required?

Document Mandatory Notes
MGNREGS job card Yes The household must be registered for guaranteed employment
7/12 extract Yes Must be in your name and show the survey number of the proposed well
8-A extract Yes Establishes total household holding against the 0.40 and 6 hectare limits
Aadhaar linked to bank account Yes For DBT of wages and material payments
Caste certificate For priority categories SC, ST, nomadic and denotified tribe applicants
Consent or NOC from co-owners If jointly held Also needed for a shared community well
Prescribed application form Yes Submitted to the gram panchayat

How to apply for Magel Tyala Vihir Yojana

  1. Confirm your household holds an MGNREGS job card. If not, apply for one at the gram panchayat first, it is issued free and is the entry condition for the whole scheme.
  2. Collect a current 7/12 extract and 8-A extract from the talathi office, and a caste certificate if you are claiming a priority category.
  3. Fill the prescribed well application form and submit it to the gram panchayat, or hand it in on gram sabha day. Take an acknowledgement with the inward number.
  4. Wait for the gram sabha to include the work in the village's annual labour budget and shelf of works, which is the stage at which most proposals are either taken up or deferred.
  5. Allow the technical assistant or branch engineer to inspect the site and confirm ground water availability, spacing from existing wells and feasibility of the proposed depth.
  6. Collect the administrative sanction and technical sanction orders issued by the block or panchayat samiti office.
  7. Start the work only after sanction, using job-card labour muster rolls opened by the gram panchayat. Payments follow measurement and DBT.

Maharashtra also accepts online applications for the well scheme through the Aaple Sarkar portal at aaplesarkar.maharashtra.gov.in, and the agriculture-side irrigation components are applied for on the MahaDBT farmer portal at mahadbt.maharashtra.gov.in. The state's EGS Horticulture mobile application carries the same forms for field-level use. Whichever channel you use, the physical file still moves through the gram panchayat and the block office, so keep the gram panchayat acknowledgement.

How to track your well application

  1. Note the inward number on the gram panchayat acknowledgement; every later query is traced through it.
  2. Ask the gram rozgar sevak whether the work is on the approved shelf of works and in the current year's labour budget.
  3. Check the MGNREGS public reporting site (nrega.nic.in) for your gram panchayat, where sanctioned works, muster rolls and payments are published village by village.
  4. If the file is stuck, take it to the block development officer at the panchayat samiti, and thereafter to the district's MGNREGS cell.

Why well applications get rejected or stall

  • Land not in the applicant's name on the 7/12 extract: by far the most common cause. Fix it with a mutation entry at the talathi office.
  • Holding below 0.40 hectare with no joint application filed.
  • No job card for the household.
  • Ground water clearance refused, or the site lying too close to an existing well.
  • Work not included in the shelf of works for the year, which defers rather than rejects the application.
  • Aadhaar not seeded to the bank account, so wage payments fail even after the work starts.
  • Digging started before sanction, which makes measurement and payment impossible.

A deferred application does not need to be filed afresh from scratch in most blocks; follow it up before the next gram sabha so it enters the following year's labour budget.

Help and grievance redressal

  • First stop: the gram rozgar sevak and gram panchayat, where the work is registered
  • Block level: the Block Development Officer at the panchayat samiti, who issues administrative sanction
  • District level: the district MGNREGS cell under the Zilla Parishad Chief Executive Officer
  • Maharashtra CM Helpline: 1800 120 8040
  • Public data: the national MGNREGS reporting portal publishes sanctioned works, muster rolls and payments for every gram panchayat

Magel Tyala Vihir Yojana carries no application fee and no beneficiary contribution. Nobody; contractor, agent or intermediary: is entitled to a cut of the sanctioned amount, and use of contractors on MGNREGS works is prohibited by law.

Frequently asked questions

How much money does Magel Tyala Vihir Yojana give for a well?

The admissible limit for a new irrigation well was raised to Rs 4 lakh, up from the earlier Rs 2.5 lakh. The amount is not paid as a lump-sum cash grant — it is the sanctioned cost of the well work under MGNREGS, released as unskilled wages to job-card holders and as material component payments against measured work.

How much land do I need to be eligible?

A farmer needs at least 0.40 hectare of contiguous land in his or her own name. Farmers with less than 0.40 hectare can apply jointly for a shared well where the combined contiguous area crosses that threshold, and below poverty line farmers are exempt from the upper limit.

Who cannot apply for the MGNREGS well scheme?

Farmers whose land is not recorded in their own name, households without an MGNREGS job card, and applicants whose proposed site fails the ground water and inter-well distance check are not eligible. Land already served by an existing functional well on the same holding is normally not sanctioned a second one.

Where do I submit the application?

Submit the well application at your gram panchayat, or hand it in on gram sabha day. Maharashtra also accepts applications online through the Aaple Sarkar portal and, for the agriculture-side components, through the MahaDBT farmer portal.

Can I start digging before approval?

No. Work must begin only after the administrative and technical sanction is issued. A well dug before sanction cannot be measured and paid for under MGNREGS, and the expenditure is not reimbursed later.

Do I also get a pump with the well?

The well itself is the MGNREGS work. Pump sets, drip and sprinkler systems and solar pumps are funded under separate Maharashtra schemes, and many farmers apply for Magel Tyala Saur Krushi Pump Yojana after the well is completed.

How long does the well work take?

Timelines vary by district and by the annual labour budget, but a sanctioned well is generally taken up in the working season after approval. Progress depends on the availability of job-card labour and the release of the material component by the block office.
