What is marriage registration in Maharashtra?

Marriage registration in Maharashtra is the entry of a marriage in a government register and the issue of a certificate proving it. Maharashtra runs this through two different offices, and picking the wrong one is the single most common reason couples waste a trip.

The Department of Registration and Stamps, known as IGR Maharashtra, handles marriages under the Special Marriage Act 1954 through a Marriage Officer. The Registrar of Marriages of the Gram Panchayat, Nagar Parishad or Municipal Corporation handles marriages already solemnised by religious or customary rites, under the Maharashtra Regulation of Marriage Bureaus and Registration of Marriages Act 1998.

Both routes end in a certificate that banks, passport offices, embassies, insurers and courts accept. The difference is the law under which the marriage exists, the office you approach, the documents demanded and the waiting period.

Who can and who cannot register a marriage in Maharashtra?

Couples who can apply:

  • Any couple whose marriage was solemnised in Maharashtra, regardless of religion.
  • Couples where either the bride or the groom ordinarily resides in Maharashtra.
  • Inter-faith and inter-caste couples, who normally use the Special Marriage Act route because no common religious law covers them.
  • Couples already married by Hindu, Muslim, Christian, Parsi or customary rites who now need the certificate.
  • Indian citizens marrying a foreign national, using the Special Marriage Act.

Couples who cannot apply or will be refused:

  • Anyone below the legal age of marriage. A marriage where either party is under age is not registrable.
  • A party whose earlier marriage is still subsisting and who cannot produce a divorce decree or the death certificate of the earlier spouse.
  • Parties within the degrees of prohibited relationship, unless a recognised custom permits it.
  • Couples filing a Special Marriage Act application in a district where neither party has resided for the 30 days immediately before the application. IGR Maharashtra is explicit that the party must have resided in the Marriage Officer's district for not less than thirty days immediately preceding the date of application.
  • Couples who cannot complete Aadhaar-based identity verification, for the online notice facility specifically. That facility works only where both parties have an Aadhaar number and consent to UID verification. The office route stays open to them.

What does it cost?

The Department of Registration and Stamps publishes the fee sheet for the Special Marriage Act 1954 route:

Item Fee
Application for marriage registration under the Special Marriage Act 1954 Rs 100
Solemnisation of marriage at the Marriage Registrar's office Rs 150
Solemnisation at a venue other than the Marriage Registrar's office Rs 1,000
Marriage certificate Rs 25

For the Form D memorandum route before a local body Registrar of Marriages, the fee is fixed by the rules under the 1998 Act and is displayed at the registrar's counter or on the municipal corporation's own portal. Confirm it at that counter rather than paying whatever an agent quotes, the amount is small and there is no premium or fast-track fee in this route.

Maharashtra publishes the entire fee table publicly. Nobody needs a middleman. Agents who quote several thousand rupees for a "marriage certificate service" are charging for form-filling that the couple can do themselves in about an hour.

How to apply for a marriage certificate in Maharashtra online

Follow these steps for the Special Marriage Act route, using the state's online notice facility:

  1. Open the online notice application at mregigr.maharashtra.gov.in/autonoticepublic, reachable from the eMarriage 2.0 portal at adjudication.igrmaharashtra.gov.in/eMarriage2.0/. Choose "Special Marriage" if the marriage is yet to be solemnised, or the Section 16 option if you are already married and want the marriage registered.
  2. Create a new entry in the Public Data Entry system: select the district, select the marriage office and set a password. Log in with the credentials you just created.
  3. Enter the groom's or husband's details and upload his documents, then enter the bride's or wife's details and upload hers.
  4. Capture the photograph of both parties, then capture the thumb impression of both parties. The IGR manual names the Secugen Hamster Pro20 thumb scanner as the compatible device; without one, this step is completed at the marriage office.
  5. Complete Aadhaar (UID) verification for both parties, then upload the age proof and residence proof.
  6. Preview the notice or application summary, submit it, and save the reference number generated with the notice summary. Application status is tracked with this reference number.
  7. Answer any query raised by the Marriage Officer using the "modify entry" option and resubmit. When the Marriage Officer accepts the notice in principle, you will be instructed to pay the notice or application fee online.
  8. Pay the fee online. The Marriage Officer verifies the payment and issues a digitally signed receipt, which you download from the portal.
  9. Request a home or venue visit if you want the marriage solemnised somewhere other than the marriage office, the higher Rs 1,000 solemnisation fee applies.
  10. Attend the marriage office (or the approved venue) for solemnisation after 30 days from the date of receipt, and collect the marriage certificate on payment of the certificate fee.

Everything except the solemnisation itself, and the fingerprint capture where you lack the hardware, can be done from home.

How do you register an already-solemnised marriage offline?

For a marriage performed by religious or customary rites, use the local body route under the Maharashtra Regulation of Marriage Bureaus and Registration of Marriages Act 1998:

  1. Get the Form D memorandum of marriage from the Registrar of Marriages at your Gram Panchayat, Nagar Parishad or Municipal Corporation ward office — the office in whose jurisdiction the husband, or either party, ordinarily resides.
  2. Fill the memorandum and attach identity proof, age proof, residence proof, proof of the marriage such as the invitation card, and photographs.
  3. Appear in person with three witnesses. The Act requires the parties and three witnesses to the marriage to appear before the Registrar and sign the memorandum.
  4. Pay the prescribed fee at the counter and take the receipt.
  5. Collect the certificate of registration after the Registrar verifies the identity of the parties and the witnesses and makes the entry in the register of marriages.

The Act places the duty on the husband to present the memorandum within ninety days of the date of solemnisation.

How do you check application status?

Track a Special Marriage Act notice or application with the reference number printed on the notice summary generated at submission. The eMarriage 2.0 portal also carries an online notices page and a live dashboard, and a verify certificate option that confirms whether a given certificate is genuine: useful when a bank or embassy asks for verification.

Is a Maharashtra marriage certificate valid forever?

Yes. A marriage certificate records an event, not an entitlement, so it does not expire and needs no renewal. Keep the original safe; certified copies can be obtained from the office that issued it. The certificate stays valid across India and is the document embassies ask for in spouse visa and dependent visa applications.

Why do Maharashtra marriage registration applications get rejected?

  • Notice filed in the wrong district. Neither party had lived in the Marriage Officer's district for the 30 days immediately preceding the application.
  • Age proof that does not match. The date of birth on the school leaving certificate differs from Aadhaar. Fix the mismatch first.
  • Aadhaar verification failure, usually because the name or date of birth on Aadhaar does not match the other documents, or the biometric does not authenticate.
  • Missing proof of the marriage; no invitation card and no marriage declaration for a marriage already solemnised.
  • Fewer than three witnesses in the Form D route, or witnesses without their own identity proof.
  • Memorandum presented late, beyond the ninety days set by the 1998 Act, without an explanation the Registrar accepts.
  • Earlier marriage not disclosed, or disclosed without the divorce decree or the death certificate of the previous spouse.
  • Objection filed during the 30-day notice period under the Special Marriage Act, which the Marriage Officer must decide before proceeding.

Where do you complain if the office does not act?

The Marriage Officer is the designated officer for delivery of the marriage certificate service in Maharashtra, and the Joint Registrar is the first appellate authority. Escalate in that order, in writing, quoting your reference number.

For portal and payment problems, the Department of Registration and Stamps runs a helpdesk on 8888 00 7777 and takes complaints through the CRM portal linked from igrmaharashtra.gov.in. Deficiency in a notified service can also be pursued under the Maharashtra Right to Public Services Act through the Aaple Sarkar grievance route.

Pay only the amounts listed above, at the office counter or on the government payment gateway, and always take the receipt.

Yes, for a marriage being solemnised under the Special Marriage Act — the parties must furnish notice to the Marriage Officer 30 days before the intended marriage, and the solemnisation happens after 30 days from the date of receipt.

We are already married by Hindu rites. Which route applies?

A couple already married can either file a Section 16 application under the Special Marriage Act with the Marriage Officer of the district where they have lived for at least the preceding 30 days, or present a Form D memorandum before the local Registrar of Marriages under the Maharashtra Regulation of Marriage Bureaus and Registration of Marriages Act 1998.

The Joint Registrar is the first appellate authority for the marriage certificate service in Maharashtra, and the Marriage Officer is the designated officer for delivery of the service.

Is an agent needed to get a Maharashtra marriage certificate?

No agent is needed — Maharashtra publishes the full fee table, checklist and step-by-step application flow on igrmaharashtra.gov.in, and the online notice can be filed by the couple themselves.
