What is a birth certificate in Manipur?

A birth certificate in Manipur is the certified extract of the register of births maintained under the Registration of Births and Deaths Act 1969 by the Registrar of Births and Deaths of the local body in whose area the child was born. Manipur administers that central law through two distinct chains, and the state's own e-District portal makes the split visible: Birth Certificate is listed under the Department of Panchayati Raj and Rural Development, and separate rural and urban birth certificate services exist for the state.

  • Rural Manipur. The birth is registered through the panchayat chain under the Department of Panchayati Raj and Rural Development.
  • Urban Manipur. The birth certificate is issued by the commissioner or health officer of the urban local body, including the Imphal Municipal Corporation.
  • Health institutions. The medical officer of the hospital or health centre reports an institutional delivery to the Registrar for the area.

The online route for both is the Manipur e-District portal at eservicesmanipur.gov.in, run on the e-District platform. The district administrations point residents there directly: Imphal East's birth certificate page tells applicants to "Visit: https://www.eservicesmanipur.gov.in/eda/" and offers a downloadable form for preparing the application, and Ukhrul and Churachandpur publish the same service. Manipur residents can apply for, correct and download a birth certificate through that portal.

Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 has applied in Manipur as everywhere else in India. It makes the birth certificate the single document to prove date and place of birth for school admission, Aadhaar, passport, driving licence, marriage registration and government appointment, and it brings the Aadhaar numbers of both parents and of the informant into the birth reporting information. Birth events occurring in Manipur can also be reported through the national Civil Registration System.

Who can and who cannot apply?

You can obtain a Manipur birth certificate if the birth took place inside Manipur and you are an informant or interested party under the 1969 Act:

  • The father or mother of the child.
  • The head of the household where a home delivery took place.
  • The medical officer in charge of the hospital, CHC or PHC where the delivery happened, who reports it directly.
  • The jail superintendent for a birth in prison, and the officer in charge of a hostel or public institution.
  • The village authority or officer in charge for an abandoned newborn.
  • Any adult born in Manipur needing a certified copy of their own entry.

You cannot apply in Manipur for a birth that took place outside the state. Registration is territorial: a Manipuri family whose child was born in a hospital in Guwahati, Shillong, Dimapur or Delhi must obtain the certificate from the registrar there, and no Manipur office can convert or reissue that entry. Equally, a child born in Imphal to parents from another state is registered in Manipur.

You are also not eligible for a fresh registration where the birth is already registered, the correct request is a certified copy, or a correction of the existing entry on documentary proof. And no Manipur Registrar can register a birth more than one year old without a Magistrate's order under Section 13(3).

There is no income test, no community condition and no domicile requirement for a birth certificate in Manipur. Where the birth took place decides which Registrar holds the record, and whether the rural or the urban route applies.

What documents are required?

Manipur Registrars ask for:

  • The completed application form, downloaded from the district website, Imphal East, Ukhrul and Churachandpur each publish one: or filled online on the e-District portal.
  • The report of the birth under the 1969 Act.
  • Birth proof from the hospital, where the delivery was institutional. The discharge summary or delivery record showing date, time and sex of the child and the mother's name.
  • Identity proof of both parents, meaning Aadhaar of the mother and father.
  • Residence proof, confirming the birth falls inside that gram panchayat or urban local body.
  • An affidavit for a home birth, where there is no hospital record, supported by the village authority or the panchayat.
  • The prescribed authority's written permission, where the report is more than 30 days but within one year old.
  • A Magistrate's order under Section 13(3), where the birth is more than one year old.

How to apply for a birth certificate in Manipur online

  1. Open the Manipur e-District portal at eservicesmanipur.gov.in and register as a citizen, using your mobile number and email, then log in.
  2. Select the Birth Certificate service and choose the rural or urban variant according to where the birth took place, the portal lists Birth Certificate under the Department of Panchayati Raj and Rural Development, with a separate urban service for births in an urban local body area.
  3. Fill the birth details, the child's name if one has been given, the date, time, sex and place of birth with the hospital name, both parents' names and Aadhaar, and the address at the time of birth. Spellings must match the hospital record, because the Registrar compares them against the register entry.
  4. Upload the scanned documents. The hospital birth proof, both parents' identity proof, the residence proof, and the affidavit for a home birth — each within the file size the upload screen allows.
  5. Pay the fee shown on the portal's payment screen and save the application reference number from the acknowledgement.
  6. Track the application on the portal and download the certificate once it is issued. Order every copy you need in the same application, since each certified copy is charged separately.

How to apply offline at the Registrar's office

  1. Go to the office of the Registrar of Births and Deaths for the place of birth. The panchayat-level registrar in a rural area, or the urban local body office in a town. Imphal East district gives the DC Office Complex, Porompat, Imphal (PIN 795005) for birth certificate services, and every other district publishes its own address.
  2. Submit the completed form with the hospital birth proof, both parents' identity proof, the residence proof and, for a home birth, the affidavit.
  3. Pay the counter fee and keep the receipt. Reporting inside 21 days avoids the late fee altogether.
  4. Collect the signed certificate from the same office once the Registrar has made or verified the entry.

What if the birth was never registered, or is over one year old?

Manipur follows Section 13 of the Registration of Births and Deaths Act 1969 in three stages:

  • Within 30 days of the birth, the Registrar registers it on payment of the prescribed late fee.
  • After 30 days but within one year, registration requires the written permission of the prescribed authority, along with an affidavit and the late fee.
  • After one year: registration is possible only on the written order of a Magistrate under Section 13(3), after the date and place of birth are proved.

For that last stage, start by asking the Registrar for the area to confirm in writing that no entry exists in the register. Then gather secondary evidence, the hospital or health centre record if any, the school admission register, the immunisation card, a village authority's or panchayat's confirmation, and file the application before the Magistrate with the parents' affidavit. Take the order back to the Registrar, who then creates the entry and issues the certificate.

Adults in Manipur who need a birth certificate for a passport, a central government appointment or study outside the state most often fall into this category, particularly where the delivery was at home in a hill district and was never reported at the time.

How do you add a name or correct the certificate?

A child's name can be entered in the Manipur birth register after registration by applying to the same Registrar who made the entry, and residents can apply for a correction through the e-District portal as well. A correction to a spelling, a date or a parent's name is made under Section 15 of the 1969 Act on documentary proof: the Registrar amends the original register entry and reissues the certificate. A certificate altered anywhere other than at the office holding the register is not valid and will fail verification.

Always go back to the same office. A rural panchayat Registrar cannot correct an entry made by an urban local body, and vice versa.

Why are Manipur birth certificate applications rejected?

  • The birth was never reported, so there is no register entry to certify.
  • The application was filed with the wrong body; jurisdiction follows the place of birth, and the rural and urban chains are separate.
  • The applicant used the rural service for an urban birth, or the reverse.
  • The date of birth, sex of the child or the mother's name does not match the hospital record.
  • A home birth was filed without the affidavit and without the village authority's confirmation.
  • The report is between 30 days and one year old and the prescribed authority's written permission is missing.
  • The birth is over one year old and no Section 13(3) Magistrate's order is attached.
  • Uploaded scans on the e-District portal are unreadable or attached to the wrong slot.

Where do you complain, and what about agents?

For the register entry itself, the Registrar's supervisory officer is the right escalation, the block or district officer of the Department of Panchayati Raj and Rural Development in a rural case, and the commissioner of the urban local body in an urban one, with the Deputy Commissioner of the district above both. Each district administration in Manipur publishes the address of the office handling birth certificate services on its own nic.in site, and the e-District portal at eservicesmanipur.gov.in carries the application status for anything filed online.

Manipur issues the birth certificate at the government fee shown on the e-District payment screen or quoted at the Registrar's counter, and nothing beyond it. Reporting the birth inside 21 days avoids the late fee entirely. No panchayat secretary, municipal clerk or middleman is entitled to a rupee above the listed fee. Anyone selling a "fast" Manipur birth certificate is filing the same form you can file yourself, on the same portal, before the same Registrar. Keep the portal acknowledgement or the counter receipt for whatever you pay, and quote it in any complaint.

What do you need the Manipur birth certificate for?

A Manipur birth certificate is the base proof of date of birth for school and college admission, Aadhaar enrolment for a child, a passport, a learner's driving licence, PAN, the electoral roll entry at 18, Scheduled Tribe and residence certificates, marriage registration, scholarships, and any government appointment where age must be proved. Because each of those offices retains a copy, most Manipur families collect three or four certified copies in a single application rather than returning to the Registrar and paying again on each occasion, a real saving for a family in Ukhrul, Churachandpur or Tamenglong for whom the district office is a day's travel away.

How to check your birth certificate application status

If you applied online on the e-District portal:

  1. Go to eservicesmanipur.gov.in/eda/, the same portal used to file the application.
  2. Open the "track application" or "application status" option and enter the application reference number you saved from the acknowledgement generated when you paid the fee. Keep this number from the day you apply, it is the only way to look the case up later.
  3. The portal shows one of a few stages: submitted and pending with the Registrar, sent back for a correction or a missing document, verified and registered, or ready for download. If it shows a query or objection, that is usually a document mismatch, most often the hospital record or the affidavit for a home birth not matching what was entered on the form, and it has to be resolved before the entry is made.
  4. Once the status shows the certificate is issued, download it from the same login rather than waiting for a physical copy to be delivered.

If you applied offline at the Registrar's office:

  1. Keep the counter receipt or acknowledgement slip given at the time of filing; it usually carries a register or diary number for that office.
  2. Visit or call the same office, the panchayat-level Registrar for a rural birth or the urban local body's office (including the Imphal Municipal Corporation) for an urban one, and quote that number. An offline file does not show up on the online portal's tracker, so the only reliable check is with the office that is physically holding the register.
  3. If the application has sat beyond the time the office quoted at filing with no update, escalate in writing to the block or district office of the Department of Panchayati Raj and Rural Development for a rural case, or to the commissioner's office for an urban one, referencing the receipt number and the date filed.

No single statewide helpline number is published for this service, so the acknowledgement or receipt number and the issuing office are what you use to chase an application, whether it was filed online or offline. District administrations across Manipur, including Imphal East, Ukhrul and Churachandpur, direct residents back to the same office that took the application rather than to a central call centre.

Frequently asked questions

Who issues a birth certificate in Manipur?

The Registrar of Births and Deaths of the local body where the birth took place issues the birth certificate in Manipur. The Manipur e-District portal lists Birth Certificate under the Department of Panchayati Raj and Rural Development for rural areas, while in urban areas the certificate is issued by the commissioner or health officer of the urban local body, including the Imphal Municipal Corporation.

How do I apply for a birth certificate online in Manipur?

Apply on the Manipur e-District portal at eservicesmanipur.gov.in, which lists Birth Certificate among its services and is the route the district administrations of Imphal East, Ukhrul and Churachandpur all direct residents to. Register on the portal, fill the online form, upload the hospital record, the parents' identity proof and residence proof, and track the application there.

Is the rural route different from the urban route in Manipur?

Yes — the Manipur e-District portal lists Birth Certificate under the Department of Panchayati Raj and Rural Development, and separate rural and urban birth certificate services exist for the state. A birth in a village is registered through the panchayat chain, while a birth inside Imphal Municipal Corporation or another urban local body is registered by that body's commissioner or health officer.

Within how many days must a birth be registered in Manipur?

A birth must be reported within 21 days of its occurrence in Manipur, as everywhere in India, under the Registration of Births and Deaths Act 1969. Reporting inside 21 days avoids the late fee and the permission stages that follow, and is the single cheapest thing a family can do.

What if a Manipur birth is more than 1 year old?

A birth more than one year old can be registered in Manipur only on the written order of a Magistrate under Section 13(3) of the Registration of Births and Deaths Act 1969, after the applicant proves the date and place of birth with hospital, school or village authority evidence. Between 30 days and one year, the written permission of the prescribed authority is required instead.

What documents does Manipur ask for?

Manipur Registrars ask for the parents' identity proof, residence proof, the completed application, the birth proof from the hospital where the delivery was institutional, and an affidavit where the birth took place at home. The district websites of Imphal East, Ukhrul and Churachandpur each publish a downloadable form alongside the link to the e-District portal.

Where do I go in person in Manipur?

Go to the office of the Registrar of Births and Deaths for the place of birth — the panchayat-level registrar in a rural area, or the urban local body in a town. The Imphal East district administration gives the DC Office Complex at Porompat, Imphal (PIN 795005) as the office for birth certificate services in that district, and each other district publishes its own office address.

Does a Manipur birth certificate expire?

A Manipur birth certificate never expires, because it certifies a permanent entry in the register of births kept under the Registration of Births and Deaths Act 1969. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, which the same Registrar issues again at the per-copy fee.
