The department has reported 13,599 beneficiaries under the scheme. Apply offline through your District Social Welfare Officer with the husband's death certificate and Aadhaar.
What is the Chief Minister Widow Pension Scheme in Manipur?
Chief Minister Widow Pension Scheme, referred to locally as the Manipur widow pension or Mukhyamantri Vidhwa Pension, is a social security pension run by the Social Welfare Department, Government of Manipur. The department has described it as providing a monthly pension of Rs 500 to eligible widows aged 40 years and above, and extending the same benefit to HIV-positive widows aged 18 years and above.
The Social Welfare Department has reported 13,599 beneficiaries under the Chief Minister Widow Pension Scheme. Earlier reporting on the scheme put the expected coverage at around 10,000 widows, so the beneficiary roll has grown over time.
The Rs 500 monthly amount has been reported as combining a Rs 300 central share under the Indira Gandhi National Widow Pension Scheme with a Rs 200 state share contributed by the Government of Manipur. That structure explains why the state figure of Rs 500 sits above the pure IGNWPS rate of Rs 300 a month that District Social Welfare Offices publish for the central component alone.
Widow pension is one part of a wider Manipur package that also includes the Manipur Old Age Pension Scheme, disability assistance under Chief Minister-gi Shotharabasingi Tengbang, and the Ima Nungthang Leima scheme, which the department has extended to widows, divorced women, separated women, single women and transgender women.
Who is eligible for the Manipur widow pension?
You can get this pension if:
- You are a widow aged 40 years or above, or a widow aged 18 years or above who is HIV-positive.
- You are a resident of Manipur.
- You can produce your husband's death certificate as proof of widowhood.
- You have no adequate independent source of income. The department's pensions are aimed at destitute women and the district offices apply a poverty test.
- You hold an Aadhaar card and a bank account in your own name for DBT.
You cannot apply / are not eligible if:
- You are below 40 years of age and not HIV-positive. The lowered entry age of 18 applies only to HIV-positive widows.
- You have remarried. The pension is for a woman who continues to be a widow.
- You cannot produce a death certificate for your husband or an accepted equivalent proof of widowhood.
- You have an adequate independent source of income, which defeats the destitution basis of the scheme.
- You are not a resident of Manipur.
- You are already drawing the same benefit on another list and would be a duplicate.
For comparison, the centrally sponsored Indira Gandhi National Widow Pension Scheme (IGNWPS) run by the same district offices requires the widow to be Below Poverty Line, sets the entry age band at 40 to 79 years, requires an Aadhaar card, pays Rs 300 per month, and raises it to Rs 500 per month after the beneficiary turns 80. Payments go by DBT.
What documents are needed for the Manipur widow pension?
| Document | Mandatory | Notes |
|---|---|---|
| Husband's death certificate | Yes | The core proof of widowhood |
| Aadhaar card | Yes | For identity and DBT seeding |
| Age proof | Yes | 40 years and above; 18 and above if HIV-positive |
| Bank passbook | Yes | Account in the widow's own name |
| Residence proof | Yes | Resident of Manipur |
| Income certificate or BPL card | Yes | Establishes the destitution test |
| Medical certificate of HIV status | If claiming under 40 | Only for the 18-39 age band |
| Photographs | Usually | For the district office file |
The husband's death certificate is the document that decides the case. Manipur uses the same document as widow-proof across its welfare schemes. The CMHT health assurance scheme, for example, explicitly accepts "Widow- Proof certificate (Death Certificate of the husband)" for the widow category. If the death was not registered, get the death registered with the local registrar before applying rather than trying to substitute an affidavit.
How to apply for the Manipur widow pension
- Register the death and obtain your husband's death certificate from the registering authority, if you do not already hold it.
- Get an income certificate from the competent authority in your sub-division, and keep your BPL ration card ready.
- Open a bank account in your own name and seed it with your Aadhaar number. The pension will not be paid into a son's or relative's account.
- Collect the application form for the widow pension. Forms for Social Welfare Department schemes are available at the Directorate of Social Welfare, Imphal, the office of the Deputy Commissioner, the offices of the SDOs, and the DSWO, DPO and CDPO (ICDS) offices in your district.
- Fill the form and attach the death certificate, Aadhaar copy, age proof, income certificate or BPL ration card, residence proof, bank passbook copy and photographs. If you are aged 18 to 39, attach the medical certificate of HIV status.
- Submit the form at your District Social Welfare Office, or to the Sub-Divisional Officer or Deputy Commissioner as directed, and collect an acknowledgement.
- Follow up with the DSWO on the sanction. Selection of beneficiaries at district level is done under the Deputy Commissioner, who chairs the district level committee for social assistance schemes.
There is no online application portal published by the Social Welfare Department for the widow pension. The route is offline through the district administration.
How and when is the widow pension paid?
Payment is by Direct Benefit Transfer into the widow's own bank account. No cash is handed over.
Manipur has historically released pension money in consolidated batches covering several months rather than as a strict monthly credit — Tamenglong district's published record shows arrears releases covering twelve-month blocks under a Cabinet decision of 14 November 2014 and Government Order No. 8/9/2011-S(SW) dated 18 December 2014. A newly sanctioned widow pensioner should therefore expect the first credit to arrive as arrears.
The Social Welfare Department also holds welfare benefit distribution events at which pension and assistance amounts are released to large batches of beneficiaries at once; one such round covered roughly Rs 104 crore of welfare benefits to over 1.2 lakh people across the department's schemes.
What else can a widow pensioner claim in Manipur?
- CMHT health cover. Widows are an eligible category under Chief Minister-gi Hakshelgi Tengbang, which gives cashless hospitalisation cover up to Rs 5,00,000 per family per year at empanelled hospitals in Manipur, Guwahati and Kolkata. Enrol at a district hospital kiosk with your Aadhaar and the same husband's death certificate. The CMHT toll-free number is 1800 103 2015.
- Manipur Old Age Pension Scheme. Widows with no source of income, including income from property owned by them, are named in the MOAPS rules as eligible beneficiaries once they meet the age test of 55 for women.
- National Family Benefit Scheme. A one-time assistance is paid to the bereaved household on the death of the breadwinner aged between 18 and 60; Bishnupur district publishes the amount as Rs 20,000.
- Ima Nungthang Leima scheme, which the Social Welfare Department has extended to widows along with divorced, separated and single women, transgender women and other economically vulnerable women.
Why do Manipur widow pension applications get rejected?
- Applicant below 40 and not HIV-positive. The commonest single reason.
- Death certificate not produced or the death never registered.
- Bank account not in the widow's own name, or not Aadhaar-seeded, so DBT fails.
- No Aadhaar card, which district offices treat as compulsory for pension schemes.
- Household income above the poverty test, or an evident independent income.
- Remarriage after the pension was sanctioned, which ends eligibility.
- Duplicate entry where the applicant is already on the IGNWPS roll and the case is flagged.
- Name struck off during verification. Districts conduct pensioner verification drives and remove bogus and expired cases; Tamenglong district's record shows seven bogus or expired IGNWPS pensioners removed in one such drive.
If your name was struck off in error, take your Aadhaar, bank passbook and the sanction reference to the District Social Welfare Officer and apply in writing for restoration.
Where do I complain about the Manipur widow pension?
- District Social Welfare Officer (DSWO) of your district, the first point of contact for a delayed sanction or a missing credit. District Social Welfare Offices publish their officers' names and mobile numbers on the district NIC websites.
- Sub-Divisional Officer and Deputy Commissioner of the district, who head district-level selection and verification.
- Directorate of Social Welfare, Government of Manipur, Imphal, the sanctioning directorate.
- Grievance redressal form on socialwelfare.mn.gov.in, which takes a complaint or suggestion with your name, address, phone number, email and subject.
Applying for the widow pension is free. No fee is payable for the form or for sanction, and no agent can get a name added to the pension roll.
How to check your application status
The Social Welfare Department has not published an online tracker where an applicant can log in and see a live status for the Chief Minister Widow Pension Scheme, so checking progress means following up in person or by phone with the office that took your form.
- Keep your acknowledgement slip or receipt number from the day you submitted the form at the District Social Welfare Office, SDO office or Deputy Commissioner's office. Quote this reference every time you follow up; without it, staff have to search the file register by name alone.
- Call or visit the DSWO of your district first. The District Social Welfare Officer holds the working file and can tell you whether the application is still under verification, has gone to the district-level selection committee chaired by the Deputy Commissioner, has been sanctioned, or has been sent back for a missing document.
- Ask specifically which stage it is at: document verification, income and residence check, committee approval, or DBT seeding. Because Manipur has previously released widow pension arrears in consolidated multi-month batches rather than a strict monthly credit, a sanctioned case can take time to show up as a bank credit even after approval, so a "sanctioned" answer and a "paid" answer are not the same thing and are worth asking about separately.
- Check your bank passbook or account statement for a Direct Benefit Transfer credit once the DSWO confirms sanction. Since payment goes only into the widow's own Aadhaar-seeded account, a credit there is the clearest proof the case has cleared every stage.
- Escalate to the Directorate of Social Welfare, Imphal, if the district office cannot give you a clear answer or if the file has been pending for an unusually long time without movement.
- Use the grievance redressal form on socialwelfare.mn.gov.in as a written, traceable route if in-person and phone follow-up at the district level does not resolve the query; log your name, address, phone number, email and the application reference in the complaint so the department can trace the specific file.
- Watch for district pensioner verification drives. Districts periodically re-verify existing beneficiary lists and remove bogus or expired entries; if a payment that was previously running suddenly stops, this is one of the first things to ask the DSWO about, since it can explain a status change even after initial sanction.
