State Merit Scholarship Manipur (SMSM)
Manipur state government scheme
State Merit Scholarship Manipur pays Rs 500 a month to fresh general degree students and Rs 750 a month to fresh PG students for 10 months, with 250 fresh scholarships a year. Manipur-domiciled students scoring 60% and whose parents earn under Rs 4.5 lakh apply online on the National Scholarship Portal.
What is the State Merit Scholarship Manipur?
State Merit Scholarship Manipur (SMSM) is a merit scholarship awarded by the Directorate of University and Higher Education, Government of Manipur. It was introduced to promote higher education among meritorious students of Manipur who come from economically weaker sections, and it applies from the academic session 2015-16 onwards.
According to the scheme guidelines published by the Directorate on the National Scholarship Portal, State Merit Scholarship Manipur has two stated objectives: to provide equal opportunities for higher education to meritorious students belonging to economically weaker sections in the state, and to provide equal opportunities to students studying inside or outside Manipur but within the country.
The scholarship is paid by Direct Benefit Transfer through PFMS into the student's own bank account. There is no fee waiver, no institutional grant and no cash counter. The money goes straight to the student.
Key features
- Purely merit-based; there is no reservation or quota on the basis of category, religion or gender.
- 250 fresh scholarships every year, split 150 for degree and 100 for PG.
- Income-tested, with a Rs 4.5 lakh ceiling on the parents' annual income.
- Renewable across the full course, but only on a fresh application each year.
- Applications are accepted only on the National Scholarship Portal.
Who is eligible for the State Merit Scholarship Manipur?
You can apply if:
- You are domiciled in Manipur.
- For a degree scholarship: you have passed Class XII or an equivalent examination from an institution recognised by a Board of Education, including CBSE and ICSE, and have secured admission in a general degree course (integrated courses included).
- For a PG scholarship: you have passed a degree or equivalent examination from a recognised institute and secured admission in one of the disciplines for which the scholarship is offered, in a university, college or institution recognised by the University Grants Commission.
- You scored at least 60% in the qualifying examination. The 60% floor is the same for degree courses in science, degree courses in arts and commerce, PG courses in science and PG courses in arts and commerce.
- Your parents' annual income does not exceed Rs 4.5 lakh.
- You are in the first year of the course. The scheme's own FAQ confirms that only first-year general undergraduate and PG students can apply fresh.
You cannot apply, the guidelines list six express exclusions:
- Students admitted with a gap academic year.
- Students pursuing courses or programmes through open universities.
- Students already availing a scholarship for the same undergraduate or postgraduate programme under any other scheme.
- Students who gained admission through management quota.
- Students pursuing technical or professional courses.
- Students whose parents' income exceeds Rs 4.5 lakh a year.
Two further restrictions appear in the scheme FAQ: students enrolled in private or deemed universities are not eligible, and neither are distance-mode students. A student in an integrated course can apply but will be paid at the undergraduate rate only.
How much does the State Merit Scholarship pay?
| Stage | Course | Rate | Duration |
|---|---|---|---|
| Fresh | General degree | Rs 500 per month | 10 months |
| Fresh | Postgraduate | Rs 750 per month | 10 months |
| Renewal | General degree | Rs 6,000 per annum | 12 months |
| Renewal | Postgraduate | Rs 9,000 per annum | 12 months |
The fresh year is paid for 10 months of the year concerned; every following year of the course, once renewed, is paid for 12 months. The maximum a PG student can draw in a single year is therefore Rs 9,000.
The Directorate offers 250 fresh scholarships every year to 150 for degree courses such as BA, BSc and BCom, and 100 for postgraduate courses such as MA, MSc and MCom. The guidelines note that both the rates and the number of seats are subject to modification from time to time by the Government.
Payment reaches the student through DBT via PFMS. The guidelines carry an explicit warning worth repeating: the account must be in the student's own name, preferably linked to Aadhaar, and must be kept operational and active for the whole tenure of the scholarship, because the Directorate will not be responsible if the money fails at the bank's end.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| Permanent Residential Certificate | Yes | From DC / ADC / SDO; fresh applicants only; must be of the current year |
| Income certificate | Yes | From DC / ADC / SDO; fresh applicants only |
| Marksheet of the qualifying examination | Yes | The basis of the merit list |
| Front page of the bank passbook | Yes | Account must be in the applicant's own name |
| Aadhaar card copy | Yes | Clearly visible copy |
| Admission receipt | Yes | First-year receipt for fresh, later-year receipt for renewal |
Scan each document cleanly before you start the form. A blurred passbook page or a previous year's PRC is one of the most common reasons an application is bounced back at verification.
How to apply for the State Merit Scholarship Manipur
State Merit Scholarship Manipur is an online-only scheme, applied for on the National Scholarship Portal. Follow these steps:
- Wait for the notification. The Directorate of University and Higher Education announces the scheme and invites applications through an advertisement in leading local newspapers, on the Directorate's website and prominently on the National Scholarship Portal. You cannot apply outside the notified window.
- Open scholarships.gov.in and, on the home page, click the scheme in the on-board schemes section, then choose Student Login. Fresh students register as new users.
- Fill the application form as the system instructs and click save. You will receive a temporary ID; submit that temporary ID with your date of birth to continue filling the remaining details.
- Upload the scanned documents: PRC, income certificate, qualifying marksheet, bank passbook front page, Aadhaar copy and admission receipt.
- Review and submit. On final submission a permanent ID is generated. Save it, because it is used for renewal and for tracking the status of the application.
- Follow the two-level verification. Level 1 is at the institute, by the Institute Nodal Officer nominated by the principal; level 2 is at state level by the State Nodal Officer nominated by the Government.
You may fill the form over as many sittings as you like and edit details until the application window closes, but not after. Apply early — the INO can return an application for correction, and you need time in hand to resubmit.
How to check your application status
- Log in at scholarships.gov.in with your registration ID and password.
- Open the Check Your Status option.
- If you have lost your permanent ID, use Forgot Application ID to retrieve it with your registered details.
The status screen tells you whether your application is pending at institute level, pending at state level, returned for correction, verified or rejected. An application sitting at institute level is a matter for your college's Institute Nodal Officer, not the Directorate.
How the merit list is drawn
The merit list is prepared only from finally verified applications, and the awardees are selected on the marks secured in the qualifying examination. Nothing else counts, the guidelines state expressly that there is no reservation or quota by category, religion or gender.
How renewal works
A student selected in the first year of a course is eligible for the scholarship for the entire course period, but renewal is not automatic:
- Every renewal covers one academic year only.
- You must file a renewal application on the NSP every year of the course.
- You must upload the previous examination marksheet or pass certificate.
- You must have passed the first-year examination or been promoted to the next year and taken admission in that year.
- If you could not clear all papers but were promoted under the extant rules, you may still be renewed, provided no additional backlog from the previous year is pending against your name.
- If you are not promoted, or you carry backlog papers for more than one year, you will not be awarded the scholarship for the remaining years.
Only students who received the scholarship in the previous year through NSP can apply as renewal cases, using their application ID and date of birth. The scholarship is not transferred if you change institution or course during the tenure, and it is not renewed if you fail.
Why applications are rejected
- Income certificate above Rs 4.5 lakh, or an income certificate from an earlier year.
- PRC not of the current year. The guidelines require a current-year certificate from fresh applicants.
- Below 60% in the qualifying examination.
- Wrong course type: technical, professional, open university, distance or management-quota admissions are excluded.
- Gap year between the qualifying exam and admission.
- Already holding another scholarship for the same programme.
- Bank account not in the student's own name, or an inoperative account.
- Backlog papers pending for more than one year at renewal stage.
Where to get help
The nodal office is the Directorate of University and Higher Education, Government of Manipur. Scheme listings, guidelines and links are published at highereducationmanipur.gov.in/scholarship, and the department lists edakuhe@gmail.com as its contact email for scholarship queries. Applications themselves, and status tracking, happen at scholarships.gov.in.
For a query about an application stuck at level 1, speak to your college's Institute Nodal Officer first, since it is the INO's duty to verify the uploaded documents against those you submitted at admission. Applying is free of cost.
