Skill Development Training (Manipur BOCWWB)
Manipur state government scheme
Skill Development Training is a Manipur Building and Other Construction Workers' Welfare Board scheme that pays the course fee for vocational training of registered construction workers and their dependents, adds boarding and lodging assistance of up to Rs 150 per day, and compensates wages lost during training. Apply offline through the Labour Board Inspector.
What is the Manipur BOCWWB Skill Development Training scheme?
Skill Development Training is a welfare scheme of the Manipur Building and Other Construction Workers' Welfare Board (MBOCWWB), the statutory board constituted under the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996 and its cess legislation, and operating under the Labour Department, Government of Manipur.
Skill Development Training exists because most construction work in Manipur is unskilled or semi-skilled daily-wage work, and a worker who acquires a certified trade skill moves permanently up the wage ladder. The scheme removes the two things that normally stop a daily-wage worker from training: the course fee, and the income lost by not working while training.
The scheme funds vocational training for the registered worker themselves and for their family, spouse, dependent siblings and children, which makes it one of the few construction-worker welfare benefits in the state that reaches a whole household rather than only the card holder.
What does the scheme pay for?
According to the Board's scheme page, Skill Development Training provides:
- Course fees, financial assistance covering the fee of the training programme.
- Boarding and lodging assistance of up to Rs 150 per day for the duration of the training. This matters most for a worker travelling from a hill district to a training centre in the valley.
- Wage compensation for the period spent in training, so attending a course does not mean a month of zero income.
- Government-recognised certification on completion.
- Infrastructure grants to eligible training providers, which is an institutional component rather than a payment to the worker.
Courses run through recognised government and private training providers, with durations ranging from about one month to three years depending on the trade.
Who is eligible for Skill Development Training?
You can apply if:
- You are a building or construction worker registered with the Manipur Building and Other Construction Workers' Welfare Board, and your registration is live.
- You are the spouse of a registered worker.
- You are a dependent sibling of a registered worker.
- You are a child of a registered worker.
- You are 18 years of age or above. The scheme is open to workers of all genders, in both urban and rural areas of Manipur, with no income ceiling stated.
You are not eligible if:
- You are a construction worker who has never registered with the Manipur BOCWWB. Registration is the gateway to every Board benefit, and there is no route into this scheme without it.
- Your registration has lapsed, typically for non-payment of the annual contribution the Board requires to keep membership live.
- You are a relative outside the defined family, the scheme names spouse, dependent siblings and children, so a parent-in-law or a non-dependent adult relative cannot claim on the worker's card.
- You are a worker in a trade outside building and other construction work as defined under the BOCW Act.
If you are not yet registered, that is the first step, not a barrier. Registration under the BOCW Act, 1996 is done through the Labour Department and the Board, and requires you to be 18 or above and to have worked in building or other construction work for the minimum number of days the Board prescribes.
What documents are required?
| Document | Mandatory | Notes |
|---|---|---|
| BOCWWB registration card | Yes | Must be live, not lapsed |
| Prescribed application form | Yes | From the Board office or the Board website |
| Aadhaar card | Yes | For the worker, and for the dependent if the trainee is a family member |
| Proof of relationship | If applicable | Where the trainee is spouse, sibling or child |
| Bank account passbook | Yes | For boarding assistance and wage compensation |
| Passport-size photographs | Yes | Attached to the form |
| Educational or trade certificates | If required | Only where the chosen course sets an entry qualification |
How to apply for Skill Development Training
- Confirm your Board registration is live. Check your MBOCWWB registration card and clear any pending annual contribution before applying. An expired card is the most common reason an application is stopped at the counter.
- Obtain the application form. Visit the Manipur Building and Other Construction Workers' Welfare Board office, or download the form from the Board's website at manipurbcwb.in.
- Fill in every mandatory field. Enter your registration number exactly as printed on the card, and name the trade or course you want to train in.
- Attach the required documents — registration card copy, Aadhaar, proof of relationship if the trainee is a family member, bank passbook copy and photographs.
- Submit the completed form to the Labour Board Inspector. This is the designated receiving officer under the scheme; the application does not go to the training institute.
- Collect the receipt. The Board issues an acknowledgement carrying the submission details and an identification number. Keep it, it is what you will quote when you follow up.
- Wait for batch allotment. Training is organised in batches, so the gap between applying and starting a course depends on when a batch in your chosen trade is scheduled.
- Attend the training and complete it. Boarding assistance and wage compensation follow attendance, and the certificate follows successful completion.
There is no online application for this scheme. Any website offering to "apply online" for Manipur BOCWWB Skill Development Training for a fee is not running an official channel.
How do I check the status of my application?
Quote the identification number on your submission receipt to the Labour Board Inspector who received your form, or at the Board office. Because the process is offline, there is no status-tracking page, the receipt is your record and the Inspector is your point of contact.
Payments of boarding assistance and wage compensation reach the bank account recorded on your form, so a passbook update is the practical way to confirm the money has come.
Why applications get rejected, and how to fix them
- Registration not live. Pay the pending contribution and get the card renewed, then reapply. This is the single biggest cause of rejection across BOCW Board schemes.
- Registration number written incorrectly on the form, which breaks the match against the Board's records. Copy it exactly from the card.
- Relationship not proved where a spouse, sibling or child is the trainee. Attach a document that establishes the relationship and the dependency.
- Bank account details wrong or the account dormant, which blocks payment even after training is complete.
- No batch available in the chosen trade. This is not a rejection, ask the Inspector which trades have upcoming batches and whether your application can be carried forward.
- Applying without submitting to the Labour Board Inspector. Forms handed to a training institute or an intermediary are not on the Board's record.
What else does the Manipur BOCWWB provide?
The Manipur Building and Other Construction Workers' Welfare Board runs a set of welfare benefits funded by the construction cess, covering areas such as education assistance for workers' children, maternity and medical assistance, accident and death benefits, pension and marriage assistance, alongside this skill training scheme. Exact benefit values differ by scheme, so check the Board's own scheme pages at manipurbcwb.in before assuming an amount.
A registered card is the common key to all of them, which is why keeping the registration live is worth more to a construction worker than any single benefit.
