Startup Manipur Scheme
Manipur state government scheme
Startup Manipur is the Government of Manipur's flagship entrepreneurship programme, offering an Idea Stage grant of up to Rs 3 lakh and Revenue or Stand Up Stage assistance of up to Rs 100 lakh that includes a 30 per cent government grant. Any Manipur domicile by birth can apply free at startupmanipur.in after mandatory incubation training.
What is the Startup Manipur Scheme?
Startup Manipur is the Government of Manipur's umbrella entrepreneurship programme, run by the Planning Department through its Startup Cell and delivered alongside the Directorate of Trade, Commerce and Industries. Startup Manipur exists to reduce unemployment in the state by converting ideas into funded, bank-linked enterprises, and it is the state's implementation vehicle for the Manipur Startup Policy.
Startup Manipur is not a single grant. Startup Manipur is a ladder of four funding stages plus a venture fund, and an applicant enters at the stage that matches how far the business has already travelled.
The four stages
- Idea Stage, for an individual or group with an innovative, scalable business concept. Grant of up to Rs 3 lakh, plus mandatory business incubation training.
- Revenue Stage, for an existing registered business seeking expansion. Financial assistance of up to Rs 100 lakh, of which 30 per cent is a government grant and the balance is bank credit.
- Stand Up Stage. The same benefit ceiling as Revenue Stage, up to Rs 100 lakh including a 30 per cent grant, reserved for applicants from SC, ST, OBC, women and minority groups.
- CMESS Stage. The Chief Minister's Entrepreneurship Support Scheme, which gives a 30 per cent state subsidy on a bankable project cost of up to Rs 10 lakh, against 65 per cent bank finance and 5 per cent or more promoter margin.
Above these sits the Manipur Startup Venture Fund (MSVF), created by the Government of Manipur in collaboration with NEDFi to take equity-style positions in maturing Manipur startups.
Who is eligible for Startup Manipur?
You can apply if:
- You are a domicile of Manipur by birth. This is the single hardest filter on the portal and it is checked at document verification.
- You have an innovative and scalable idea (Idea Stage), or you own a formally registered business (Revenue Stage and Stand Up Stage).
- You belong to SC, ST, OBC, women or minority categories, if you are applying specifically under Stand Up Stage.
- For the CMESS Stage, you are between 18 and 65 years of age on the date of application, are a bonafide resident of Manipur, and own a registered business enterprise that is not more than two years old.
You cannot apply if:
- You are not a Manipur domicile by birth.
- You are a defaulter to any nationalised bank, financial institution or cooperative bank. This is an explicit CMESS disqualification.
- You have already availed a subsidy under CMESS, the Startup scheme, the Stand Up scheme or PMEGP. Repeat subsidy is barred.
- You are submitting a second application. The portal rejects multiple applications from the same applicant, and a person already selected in a stage is not eligible to return to that stage.
- Your business is an existing old unit under CMESS rules. The only exception recorded in the CMESS guidelines is homestays registered or approved by the State Department of Tourism.
- More than one member of your household is claiming. Under CMESS, only one member of a family living in one household may take the benefit.
The CMESS guidelines also direct that unemployed youth from BPL families and rural residents receive preference, with a target of not less than 30 per cent of total beneficiaries drawn from those groups.
What does Startup Manipur pay, and how is the money released?
| Stage | Ceiling | Government share |
|---|---|---|
| Idea Stage | Rs 3 lakh | Full grant |
| Revenue Stage | Rs 100 lakh | 30 per cent grant, rest bank credit |
| Stand Up Stage | Rs 100 lakh | 30 per cent grant, rest bank credit |
| CMESS Stage | Rs 10 lakh project cost | 30 per cent subsidy |
Under CMESS the money flow is specific and worth understanding before you apply. The Planning Department releases the 30 per cent subsidy to the bank, not to you, once the bank sanctions the loan. The bank then passes the subsidy to the beneficiary on a pro-rata basis, matched to each instalment of loan it disburses. A CMESS loan is a composite loan covering term loan and working capital, it is collateral free, and it is covered under CGTMSE of the Government of India together with the Manipur Credit Guarantee Scheme for MSMEs and Startups.
Project cost under CMESS includes capital expenditure plus three months of working capital. Land cost cannot be included. Rent for a ready-built or long-leased work shed, workshop or shop may be included, but only for a maximum of two years.
Repayment of the bank loan with interest remains entirely the applicant's responsibility. Closing the loan account early requires the approval of both the Planning Department and the bank.

Is there an offline route?
Startup Manipur is an online-first scheme, and the CMESS guidelines state plainly that applications are submitted online through startupmanipur.in. If you cannot apply yourself, the practical offline route is to visit the Startup Cell, Planning Department, Government of Manipur, Imphal β 795001, or your District Industries Centre, and ask for assisted filing. Call 1800 345 3831 or 7085037192 between 11 am and 5 pm before travelling, so you carry the right papers.
Who decides who gets funded?
Two committees govern the process. The CMESS Committee, chaired by the Administrative Secretary (Planning), takes the final call and includes the Director of Trade, Commerce and Industries, directors of Agriculture, Horticulture, Veterinary and Tourism as relevant, representatives of the lead bank and the financing bank, the MSME Development Institute and the mentoring network, with the Director (Planning) as Member Secretary.
Beneath it, a Technical Appraisal Committee chaired by the Director of Trade, Commerce and Industries scores project viability. It includes the Joint Director of MSME-DI Imphal, relevant line department directors, bank representatives, the Managing Director of the Manipur State Cooperative Bank, Startup Cell consultants and a successful entrepreneur nominated by the Planning Department.
Eligible lenders under the scheme are nationalised banks, private sector banks, state cooperative banks and rural banks.
What sectors does Startup Manipur cover?
Startup Manipur deliberately avoids concentrating in one sector. The CMESS guidelines list agriculture, horticulture, food processing, animal husbandry, handloom and handicrafts, retail, tourism, services and manufacturing as covered activities, and record that overall concentration in any single sector will be avoided.
Why Startup Manipur applications get rejected
- Domicile not established by birth. The most common documentary failure.
- Duplicate application from the same person or the same household.
- Prior subsidy already drawn under CMESS, Startup, Stand Up or PMEGP.
- Bank default history disclosed at the bank review stage.
- Weak or unrealistic project report, inflated costs, no revenue model, or land cost wrongly loaded into the project cost.
- Unit older than two years where CMESS rules apply.
- EDP training not completed within 60 days of selection, which stalls loan release.
How is the scheme monitored after funding?
Physical verification is built in. The CMESS guidelines require 50 per cent physical verification by the concerned District Industries Centre, and 25 per cent of the DIC-monitored projects are re-verified by a Monitoring Committee chaired by the Director (Planning), with members from the Finance Department, lead bank, financing bank, line departments and the Startup Cell. The Director (Planning) reviews scheme progress quarterly.
Money diverted from the sanctioned project is treated as misuse of a government subsidy and can be recovered.

How to check your Startup Manipur application status
Startup Manipur does not run a separate public "track status" page the way some central portals do, so status checking works through the same login you used to apply, plus the human channels the Planning Department has published.
- Log in at apply.startupmanipur.in. Use the credentials you created at registration, or your linked Startup India login. Your dashboard shows which stage your file is at: submitted, under document verification, at bank review, at the personal interview, or cleared for training and disbursement.
- Check your acknowledgement or application number. You were shown this number when you submitted the form. Keep it with you for every follow-up, whether online or by phone, since the Startup Cell and the DIC both index files by this number rather than by name alone.
- Watch for a call or message from the Startup Cell. Because document verification and the personal interview both require you to appear in person, movement on your file typically shows up first as a call, SMS or email asking you to attend one of these steps, not as a portal status change.
- Confirm your bank review separately. Once your file reaches the bank stage, the lead or financing bank is assessing project viability on its own timeline. If your portal status has been stuck at "bank review" for a while, a call to the branch handling your case, not just the Startup Cell, is the faster way to find out what is pending.
- Call the helpline for anything the portal does not show. Reach the Startup Cell on the toll-free number 1800 345 3831, or the support line 7085037192, between 11 am and 5 pm. Have your application number ready. For a written trail, email contact@startupmanipur.in and keep a copy of what you sent.
- Visit in person if the file has stalled. The Startup Cell sits inside the Planning Department, Government of Manipur, Imphal, 795001. If your case has been static for weeks with no response online or by phone, an in-person visit with your acknowledgement number and documents is the most reliable way to get a file moved, especially once it involves inter-departmental sign-off from the CMESS Committee or the Technical Appraisal Committee.
- After training, track disbursement through your bank, not the portal. Once your incubation training or EDP is complete and the bank has sanctioned the loan, the subsidy release itself is a bank-to-beneficiary transaction released pro-rata against loan instalments. Your bank passbook or loan account statement, not the Startup Manipur portal, is the authoritative record of whether the subsidy has actually reached you.
