What is the Chief Minister's Ima Nongthangleima Yaipha Tengbang Scheme?

Chief Minister's Ima Nongthangleima Yaipha Tengbang Scheme (INYTS) is a state scheme of the Social Welfare Department, Government of Manipur that pays Rs 500 per month to women above the age of 40 years who have no source of income and are not covered by any other individual-beneficiary government scheme. Readers who search the local transliteration "Ima Nongthanglei" or "Nongthangleima Yaipha Tengbang" are looking at the same scheme.

The scheme was announced on 12 December 2023, Nupi Lan Day, and the scheme guideline was notified in the Manipur Gazette Extraordinary No. 265 dated 20 February 2024, under Social Welfare Department notification MISC7-901/89/2023-SW-SW-Pt. of 6 February 2024, signed by the Commissioner-cum-Secretary (Social Welfare).

According to the scheme guideline, the Social Welfare Department already runs Pradhan Mantri Matru Vandana Yojana, the Manipur Old Age Pension, the National Old Age Pension, family and maternity benefit schemes, the Indira Gandhi National Widow Pension Scheme and the Indira Gandhi National Old Age Pension Scheme under NSAP. INYTS was created because none of those reached a specific group: women with no income at all who fall outside every existing individual benefit.

Objective and scale

  • The stated objective is to support approximately 4 lakh women in Manipur above the age of 40 years.
  • The assistance is intended to help these women pursue diverse livelihood options rather than to act as a pension.
  • The Directorate notification of 1 March 2024 states the scheme will be implemented in phases, depending on the number of eligible applicants.

Who can and cannot get INYTS assistance?

You can be selected if all four conditions are met:

  1. You are a resident of Manipur.
  2. You are above 40 years of age.
  3. You are not a beneficiary of any existing government scheme for individual beneficiaries.
  4. You are living without any source of income or livelihood.

The guideline names seven target groups: widows, divorcees, separated women, deprived and marginalised women such as ex-drug users, single women, single transgender women, and women belonging to low-income households and other marginalised groups.

You cannot apply or will not be selected if:

  • You are 40 years or younger, since the criterion is "above the age of 40".
  • You are not a resident of Manipur.
  • You already receive an individual-beneficiary government scheme. A woman drawing an old age pension, a widow pension, NSAP assistance or a similar individual transfer is not eligible for INYTS on top of it.
  • You have a source of income or livelihood.
  • You are male. INYTS is a women-only scheme; single transgender women are expressly included in the target group.

There is no separate caste, community or education condition in the guideline.

How to apply for the Ima Nongthangleima Yaipha Tengbang Scheme

  1. Get the form. Download the application form from the Social Welfare Department website socialwelfare.mn.gov.in, or collect a printed copy from the Directorate of Social Welfare office near 2nd MR Gate, Imphal. The form is Annexure-I to the scheme guideline. District Social Welfare Officers also issue forms at district level.
  2. Fill in every field. The form asks for your name, age as on the date specified by the department, sex, father's or husband's name, address, district, Aadhaar number, a valid mobile number, and full bank account details including IFSC code.
  3. Collect the five certificates. Get the non-receipt certificate from your Panchayat, Municipality or District Council; the unemployment or income certificate and the residence certificate from a gazetted officer; and keep your matriculation or birth certificate for age proof.
  4. Sign the declaration. The form carries three declarations, that the information is true and that false information is punishable, that you consent to the use of your Aadhaar for the scheme, and that you have not availed any government scheme.
  5. Submit to the District Social Welfare Officer of your district, with a copy of your bank passbook attached, before the last date in the current notification.
  6. Keep the acknowledgement and note the date of submission. You will need it if you have to follow up.

How is an INYTS beneficiary selected?

INYTS uses a three-level screening chain rather than an automatic entitlement.

  • Gram Panchayats, Municipalities and District Councils are given a central role in identifying beneficiaries. Elected heads and representatives are sensitised on the criteria and process.
  • The District Social Welfare Officer acts as the district nodal officer. She or he issues the forms, receives them, does preliminary screening and puts them before the District Screening Committee.
  • The District Screening Committee prepares the verified beneficiary list for the district and gives the scheme wide publicity. It is chaired by the Deputy Commissioner, with the District Programme Officer (ICDS Cell) and a representative of the Panchayat or Municipality as members, and the District Social Welfare Officer as Member-Secretary.
  • The State Selection Committee is the final authority. The Director (Social Welfare) chairs it and is also the nodal officer for implementation of the whole scheme.

In the 2024 round, District Social Welfare Officers of all 16 districts were directed to send verified forms to the Women Section at the Directorate office, 2nd MR Gate, by 30 April 2024, after the public last date of 31 March 2024.

When can you apply, and what were the past windows?

INYTS opens in notified rounds, not continuously.

  • FY 2024-25 round: the Directorate of Social Welfare notification No. 1/SCHEME-WP-SW/2023 dated 1 March 2024 invited applications and set the last date as 31 March 2024.
  • 2025 round: the Tamenglong district administration published an application window of 17 July 2025 to 6 August 2025.

Because the scheme is implemented in phases depending on the number of eligible applicants, a missed window is not a permanent exclusion. Watch the Social Welfare Department website and the local dailies — the 2024 notification was advertised in Poknapham and The Sangai Express.

Why INYTS applications get rejected

  • Age below or exactly 40 on the reference date used by the department.
  • Already drawing another individual-beneficiary scheme. The Panchayat, Municipality or District Council certificate exists precisely to catch this, and a false declaration here is punishable under the declaration you sign.
  • Certificates not issued by a gazetted officer. The income or unemployment certificate and the residence certificate both must carry a gazetted officer's seal and signature.
  • No bank passbook copy attached. District officers were specifically directed to ensure this for every application.
  • Incomplete bank details. A missing IFSC code or a mismatched account name stops the transfer even after selection.
  • Form submitted after the notified last date.

Because the list is reviewed periodically to weed out ineligible beneficiaries, a name can also be dropped later if the woman starts receiving another scheme.

Where to get help with the INYTS scheme

The Directorate of Social Welfare, Government of Manipur, near 2nd MR Gate, Imphal, is the office responsible for the scheme, and the Director (Social Welfare) is the nodal officer. At district level, approach the District Social Welfare Officer, that is the correct first stop for a form, a status query or a grievance about a rejected application.

Forms and notifications are published at socialwelfare.mn.gov.in. No fee is mentioned anywhere in the guideline or the notification for applying under INYTS, and no agent is authorised to charge for adding a name to the beneficiary list.

How to check your INYTS application status

INYTS has no online application tracker or reference-number lookup on socialwelfare.mn.gov.in. Because the form is submitted on paper to the District Social Welfare Officer and moves through a district and state committee chain, checking status is an offline process built around the acknowledgement you were told to keep after submission.

  1. Start with your acknowledgement. When you submitted the form to the District Social Welfare Officer, note the date of submission (and any receipt or diary number given at the counter). Quote this when you follow up, since there is no separate application ID generated by a portal.
  2. Visit or call the District Social Welfare Officer's office in your district. This is the office that received your form, did the preliminary screening, and forwarded it to the District Screening Committee, so it is the correct first point of contact to ask whether your form has moved forward, been placed before the Committee, or been returned for a missing document.
  3. Ask specifically where your form sits in the chain: whether it is still with the District Social Welfare Officer for screening, has gone to the District Screening Committee chaired by the Deputy Commissioner, or has been sent up to the State Selection Committee at the Directorate of Social Welfare, 2nd MR Gate, Imphal.
  4. Check for a published beneficiary list. District administrations have in the past announced the verified list through local notices and newspapers such as Poknapham and The Sangai Express, alongside the Directorate's own announcements. Watch these along with socialwelfare.mn.gov.in for your district's list rather than expecting an SMS or portal notification.
  5. Watch your bank account once you know your name is on an approved list. Payment under INYTS is credited to the bank account and IFSC details you gave on the form, so a selected applicant confirms final status by seeing the Rs 500 credit rather than through any separate confirmation letter.
  6. If there is a long silence after submission, go back to the District Social Welfare Officer in person rather than waiting indefinitely; since selection is implemented in phases depending on the number of eligible applicants, a form can sit pending for an extended period without being rejected outright, and an in-person query is the only reliable way to distinguish "still pending" from "rejected but not communicated."

No dedicated INYTS helpline number is published, so the District Social Welfare Officer's office, not a call centre, is the working channel for any status query under this scheme.

Frequently asked questions

How much money does the Ima Nongthangleima Yaipha Tengbang Scheme give?

The scheme gives Rs 500 per month, which works out to Rs 6,000 in a full year. The Manipur Gazette notification of 6 February 2024 fixes the rate at Rs 500 per month for each selected beneficiary and states the money is meant for women who have no government assistance and no sustainable source of livelihood.

Who is eligible for the INYTS scheme in Manipur?

A woman is eligible if she is a resident of Manipur, is above 40 years of age, is not a beneficiary of any existing government scheme for individual beneficiaries, and is living without any source of income or livelihood. The target group named in the guideline is widows, divorcees, separated women, deprived and marginalised women such as ex-drug users, single women, single transgender women, and women from low-income households.

Who is not eligible for the Ima Nongthangleima scheme?

Women below 40 years, women who are not residents of Manipur, and women who already receive an individual-beneficiary government scheme are not eligible. That last exclusion is the one that removes the most applicants — a woman already drawing an old age pension, a widow pension under IGNWPS, the Manipur Old Age Pension, or NSAP assistance cannot also draw INYTS.

Where do I submit the INYTS application form?

Submit the filled form to the District Social Welfare Officer of your district. Manipur has 16 districts and each District Social Welfare Officer is the nodal officer for the scheme at district level, issuing forms, receiving them, and doing the first screening.

Can I apply for INYTS online?

No. INYTS has no online application. The form may be downloaded from socialwelfare.mn.gov.in or collected from the Directorate office near 2nd MR Gate, Imphal, but the completed form and documents must be handed in physically to the District Social Welfare Officer.

Who takes the final decision on an INYTS application?

The State Selection Committee is the final authority for selecting a beneficiary. It is chaired by the Director (Social Welfare), with the Joint Director (ICDS), the Chief Finance Officer (Social Welfare) and the Deputy Director (Social Welfare) as members and the Deputy Director (Women and Programme) as Member-Secretary.

Is INYTS assistance guaranteed every year once I am selected?

No. The guideline states that a beneficiary approved for one financial year may be selected again in a later year, but has no right to be selected again. The beneficiary list is reviewed from time to time to remove ineligible names, add new ones and correct details.

Why is the scheme named after Ima Nongthangleima?

Nongthangleima is regarded as the female deity of war in Manipuri mythology. The state government chose the name to honour the role of Manipuri women in the Nupi Lans of 1904 and 1939 and during the Seven Years Devastation, and announced the scheme on Nupi Lan Day, 12 December 2023.
