What is the Chief Minister's Farmer Livelihood Support Scheme?

Chief Minister's Farmer Livelihood Support Scheme (CMFLSS) is a Manipur state scheme notified by the Planning Department through an Office Memorandum dated 14 March 2024. CMFLSS was created to fill gaps in farm livelihood support that existing central and state schemes cannot meet in the short term, and to deliver coordinated, focused, flexible and quick assistance for agriculture and allied sector livelihood activities.

CMFLSS is unusual among Indian farm schemes because its primary individual beneficiary is the assetless tenant farmer who owns no agricultural land at all. Most farm income-support schemes require land in the applicant's own name; CMFLSS deliberately targets the farmer who cultivates land belonging to someone else and is therefore invisible to those schemes.

According to the scheme guidelines, CMFLSS is run in mission mode and its stated objectives are to bridge short-term funding gaps, supplement existing Government of India and Government of Manipur schemes, coordinate the efforts of all departments involved in agriculture and allied activities, and coordinate funding from different sources through convergence. The scheme is implemented all over Manipur.

Who is eligible for CMFLSS?

CMFLSS recognises three classes of beneficiary: assetless tenant farmers, Village Farmer Organisations, and empanelled entrepreneurs and organisations working to support farmers at the grassroots.

You can register if:

  • You are an assetless tenant farmer owning no land of your own, identified by the land owner and authenticated by the Sub Divisional Officer of the allied department matching your activity; farming, poultry, piggery and so on.
  • You are a farmer with a landholding below 1 hectare, supported by land documents (Jamabandi).
  • You are a permanent resident of Manipur, holding a permanent residency certificate issued by the concerned District Magistrate or Additional District Magistrate.
  • You have not availed any agriculture or allied activities scheme under the Government of Manipur in the last three financial years.

You are not eligible if:

  • Your landholding is 1 hectare or above.
  • You are a present or former constitutional post holder. A member of a legislative assembly, a member of parliament, or a member of an urban or rural local body or an Autonomous District Council.
  • You are a government employee, state or central, including PSU and corporation staff. The guidelines exclude Group D employees, contract employees and pensioners from this bar provided they meet the income test.
  • Your family income exceeds Rs 20,000 per month or Rs 2.4 lakh per year from all sources. An income certificate from the concerned SDC must be enclosed.

For the purposes of CMFLSS, family means a unit of husband, wife and minor children, and only one CMFLSS card is issued per eligible family.

How much does CMFLSS pay?

Individual farmers

  • Assetless tenant farmers: up to Rs 20,000 for a non-credit linked application, for use in farm activities.
  • Assetless tenant farmers: up to Rs 40,000 for a credit linked application, or the matching bank loan amount, whichever is less.

Village Farmer Organisations (VFOs)

  • Financial support for registration of the organisation.
  • Rs 1,500 per month for three years to run the cooperative society, of which not more than Rs 500 per month may be spent on office rent.

Entrepreneurs and support organisations

  • Running of agriculture and allied sector projects on a PPP model where feasible.
  • Financial support for handholding, networking, and backward and forward linkage of VFOs, limited to Rs 3 lakh per annum.

Payment routing is defined in the guidelines: individual farmers are paid through DBT, and farmer groups through PFMS.

What is a Village Farmer Organisation under CMFLSS?

A Village Farmer Organisation is the structural heart of CMFLSS. Farmers are expected to group and form a VFO, a legal entity of primary producers in the agriculture and allied sector at village level, registered as a Cooperative Society. Each VFO then acts as a feeder or member to a larger Farmer Producer Organisation (FPO).

Entrepreneurs and farmer organisations in the sector are empanelled into a facilitator group, which is responsible for forming and handholding the VFOs including forward and backward linkage. The facilitator group works under the supervision of the Farmer Support Cell in the nodal department.

What support does CMFLSS actually provide?

The guidelines list the forms of support and intervention as:

  • Forming and registration of the Village Farmers Organisation at village level.
  • Support for inputs and implements.
  • Coordination with departments to ensure irrigation and other infrastructure needed for agriculture and allied activities.
  • Facilitation and support for marketing of produce.
  • Awareness and training on new technology.
  • Guidance in accessing central and state schemes in agriculture and allied sectors.

CMFLSS also explicitly commits to facilitating market linkage and credit linkage, and to involving the private sector through Public Private Partnership wherever feasible.

How to apply for CMFLSS

  1. Confirm your category first; assetless tenant farmer, small farmer with under 1 hectare, a Village Farmer Organisation, or an empanelled support entrepreneur. The route differs for each.
  2. If you are an assetless tenant farmer, get the land owner to identify you in writing, naming the activity you are engaged in.
  3. Take that identification to the Sub Divisional Officer of the relevant allied department — Agriculture, Horticulture, Veterinary, Sericulture, Minor Irrigation or CADA, and obtain authentication.
  4. Collect your Permanent Residence Certificate from the District Magistrate or Additional District Magistrate, and your income certificate from the concerned SDC.
  5. Get verified by the allied department. The guidelines state that eligible farmers and organisations are allowed to register on the CMFLSS portal only after this verification.
  6. Register on the CMFLSS portal, which the nodal Planning Department develops and maintains, entering your verified details and bank account.
  7. Collect your CMFLSS smart card once issued. One card is issued per eligible family.
  8. Track credit of the benefit in your bank account, since individual support is paid through DBT.

Village Farmer Organisations follow a parallel route: form the group, register it as a Cooperative Society with support from the facilitator group, then register the VFO on the portal for registration support and the monthly running grant.

Who administers and monitors CMFLSS?

CMFLSS has a four-tier institutional structure set out in the guidelines.

  • supported Committee, chaired by the Chief Secretary, approves assistance, approves the scheme guidelines, monitors progress and gives policy direction. Members include the Administrative Secretary (Planning), Directors of Agriculture, Horticulture, Sericulture and Veterinary and Animal Husbandry, the Chief Executive Officer of the SLNA for Watershed, lead bank and financing bank representatives, a representative of Central Agricultural University, and the Director (Planning) as Member Secretary.
  • Mentoring Group, chaired by the Chief Minister of Manipur, with members from government, retired scientists and professionals, and private sector experts in agriculture and allied sectors.
  • Implementing Group, styled the Farmer's Support Cell, chaired by the Director (Planning), convened by the CEO of the SLNA, with five representatives of farmer groups and entrepreneurs.
  • Facilitator Group of empanelled entrepreneurs, farmer groups and FPOs that handhold and mentor village farmer organisations.

Common reasons a CMFLSS claim fails

  • Landholding at or above 1 hectare, which is a hard exclusion.
  • Family income above Rs 2.4 lakh a year, evidenced by the SDC income certificate.
  • No SDO authentication of the tenancy, which is the step most assetless tenant farmers miss.
  • A Manipur agriculture or allied scheme taken within the last three financial years.
  • A second card claimed within the same family, since only one CMFLSS card is allowed per husband-wife-minor-children unit.
  • Permanent residency certificate issued by the wrong authority, the guidelines require the District Magistrate or Additional District Magistrate.

Where to get help

CMFLSS is administered by the Planning Department, Government of Manipur, which is the nodal department for the scheme. The practical first point of contact for a farmer is the Sub Divisional Officer of the allied department covering their activity, followed by the District Agriculture or Horticulture office. The scheme's Office Memorandum was circulated to all Deputy Commissioners and all Heads of Departments in Manipur, so the district administration holds a copy.

No published dedicated CMFLSS helpline number was traceable on an official Manipur government source at the time of this fact-check, so none is listed here rather than risk giving a wrong number. CMFLSS registration is free, and no agent can charge you to be added to the beneficiary list.

How to check your CMFLSS application status

CMFLSS does not run a public, trackable ticket system the way some central DBT schemes do, so status checking is mostly a matter of following up at the office where your paperwork was verified rather than logging into a dashboard.

  1. Check with the Sub Divisional Officer first. Since eligibility for an assetless tenant farmer is authenticated by the SDO of the relevant allied department (Agriculture, Horticulture, Veterinary, Sericulture, Minor Irrigation or CADA), this is the office that knows whether your identification and authentication paperwork has actually been cleared for portal registration. If the SDO has not yet signed off, your application cannot move to the CMFLSS portal stage at all, so this is the first blockage to rule out.
  2. Confirm your portal registration went through. Registration on the CMFLSS portal, maintained by the Planning Department, is only opened up after departmental verification. If you submitted your documents but never received confirmation that you were registered, follow up with the allied department office rather than assuming the portal will show you a status on its own; the guidelines do not describe a self-service login for applicants to track a case number.
  3. Ask about your CMFLSS smart card. Once registration is accepted, a smart card is meant to be issued, one per eligible family. Whether the card has been printed or dispatched is a concrete, checkable milestone to ask about at the district agriculture or horticulture office, since it marks the point where you have effectively been accepted as a beneficiary.
  4. Track your bank account for the DBT credit. Individual farmer support is paid through Direct Benefit Transfer, so the most reliable sign that your case has been approved and processed is a credit appearing in the bank account you registered. Village Farmer Organisations are paid through PFMS instead, so a VFO should check its registered account and PFMS-linked records rather than an individual bank passbook.
  5. Escalate through the district administration if there is no movement. The scheme's Office Memorandum was circulated to all Deputy Commissioners and all Heads of Departments in Manipur, so the Deputy Commissioner's office and the district Head of Department for your activity both hold a copy of the guidelines and can be asked to check where your file stands in the verification chain.
  6. Treat a long silence as a document or eligibility gap, not a system delay. Because there is no published CMFLSS helpline and no online tracker described in the guidelines, an application that seems stuck for months is more often waiting on a missing SDO authentication, an income certificate, or a residency certificate than sitting in a technical queue, so it is worth re-checking your document set at the SDO or SDC office rather than only asking to be reassured.
