EWS (Economically Weaker Section) Certificate in Manipur
Manipur state government scheme
EWS Certificate in Manipur is the Income and Asset Certificate issued by the Deputy Commissioner or an officer not below the rank of SDO in the district, certifying gross annual family income below Rs 8 lakh and none of the four excluded assets. Manipur's e-District portal eservicesmanipur.gov.in runs income, SC, ST and OBC certificates but no separate EWS service, so the application is made at the Deputy Commissioner's office.
What is an EWS certificate in Manipur?
An EWS certificate in Manipur is the Income and Asset Certificate that the Revenue Department issues to prove a resident belongs to the Economically Weaker Sections, so that the 10% reservation created by the 103rd Constitutional Amendment can be claimed in central government recruitment and in educational institutions. Manipur's certifying officer sits in the Deputy Commissioner's office of the district, and under the central rules the Deputy Commissioner, an Additional Deputy Commissioner, a Sub-Divisional Magistrate, an Extra Assistant Commissioner or a revenue officer not below the rank of Tehsildar may sign it.
Manipur runs an e-District portal at eservicesmanipur.gov.in, where citizens log in through ePramaan and apply for revenue services. The portal's Revenue Department menu lists the Permanent Resident Certificate, the Domicile Certificate, the Income Certificate, OBC, SC and ST certificates, and land valuation and land ownership certificates. It does not list a separate EWS certificate. The EWS Income and Asset Certificate is therefore applied for on paper at the Deputy Commissioner's office, on the central proforma that every state and Union Territory uses.
That proforma is fixed. It carries a certificate number, a date, the financial year for which the certificate is valid, the applicant's permanent address down to village or street, post office, district and State or Union Territory, a box for an attested photograph, and the signature, name and designation of the issuing officer with the office seal.
Who can and who cannot apply in Manipur?
You can apply in Manipur if you ordinarily reside in the state, your family's gross annual income is below Rs 8 lakh for the financial year from all sources together, and your family owns none of the excluded assets. "Family" here has a narrow, fixed meaning: the applicant, the applicant's parents, siblings below 18 years of age, spouse, and children below 18 years of age.
You cannot apply if you are recognised as Scheduled Caste, Scheduled Tribe or Other Backward Class. This is the most important single point in Manipur, where a large share of the population holds an ST certificate and the state portal issues SC, ST and OBC certificates as distinct services. The EWS quota was created for people not covered by SC, ST or OBC reservation, so a person entitled to an ST certificate is not eligible for an EWS certificate and cannot hold both.
You are also not eligible, however low your income, if your family owns or possesses:
- 5 acres of agricultural land or more;
- a residential flat of 1,000 sq ft or more;
- a residential plot of 100 sq yards or more in a notified municipality;
- a residential plot of 200 sq yards or more in an area other than a notified municipality.
Property held by the family in different locations or different places is clubbed while applying this land and property test. A family holding land in a hill district and land in the valley has to add both together.
What documents are required in Manipur?
Manipur's e-District FAQ sets out the residence and income proofs the Revenue Department accepts for its certificate services, and an EWS file builds on the same base:
- Residential proof. A Residential Certificate issued by the SDO, or an EPIC voter card, passport, ration card, government ID card, defence ID card or PAN card.
- Income proof from every source, a salary certificate for salaried families, an income proof from the Gram Pradhan or Municipality Councillor for unorganised-sector households, or an income tax return certificate where one is filed.
- Land and property records for every location the family holds property in — patta or land records for agricultural land, and documents for a house, flat or plot.
- A recent passport-size photograph for the face of the certificate.
- A self-declaration or affidavit of total family income and of the family's land and property holdings.
- A declaration that the applicant's caste is not recognised as SC, ST or OBC in the Central list.
How to apply for an EWS certificate in Manipur
- Add up the family's income for the financial year across every source: salary, agriculture, business and profession, and list every parcel of land, plot and flat the family holds anywhere. The clubbing rule means holdings in two districts count as one figure.
- Prepare the application on the central Income and Asset Certificate proforma, addressed to the Deputy Commissioner or the Sub-Divisional Officer of the district where your family normally resides.
- Attach the residential proof, income proof, land and property records, photograph and affidavit, and submit the file at the Deputy Commissioner's office. Carry originals, because supporting papers are checked against them.
- Pay only the fee the office lists and collect the acknowledgement or receipt with a file reference on it.
- Wait for the revenue verification. Field staff verify income and property before the signing officer clears the file, which is why the certificate is not issued the same day.
- Collect the signed certificate and check the certificate number, date, financial year and the spelling of your name and address against your other documents before you leave.
How do you check the status of a Manipur application?
Keep the acknowledgement from the Deputy Commissioner's office and follow up at the same counter with the file reference. For services that do run on Manipur's e-District portal, applicants log in through ePramaan at eservicesmanipur.gov.in and track the application from their own dashboard, so an applicant who has filed an income certificate alongside can watch that file online. If the EWS file has not moved for several weeks, ask the Deputy Commissioner's office for the verification report and escalate to the Deputy Commissioner in person.
Why are Manipur EWS applications rejected?
- The applicant holds or is entitled to an SC, ST or OBC certificate and is therefore outside the EWS scheme.
- Family income crosses Rs 8 lakh once agricultural and business income is added to salary.
- Land held in two or more places adds up to 5 acres or more after clubbing.
- The family's flat measures 1,000 sq ft or more, or a residential plot crosses the 100 or 200 sq yard limit.
- The file was submitted in a district where the family does not normally reside.
- The certificate was obtained for the wrong financial year, or an old year's certificate is being reused.
What does it cost, and what about agents?
Pay only the fee the Deputy Commissioner's office lists for the service. Manipur's e-District portal states plainly that its income certificate service carries no payment, and no revenue official, clerk or middleman is entitled to a cash payment for an EWS file either. Agents who promise a certificate "without enquiry" are selling something dangerous rather than useful: under the central rules an appointment made on an EWS claim is provisional until the appointing authority verifies the certificate through the issuing officer, and a false claim leads to termination of service and possible prosecution. Keep the acknowledgement and any receipt, and report a demand for money to the Deputy Commissioner.
When should you apply?
Apply well before the deadline of the examination or admission you need the certificate for. Under the central rules the crucial date for holding a valid income and asset certificate is the closing date for receipt of applications for the post, unless the recruiting body fixes another date. Because the certificate is year-specific and Manipur's verification involves a field enquiry, treat it as a four-to-six-week job rather than a last-week errand, and take a fresh certificate for each financial year.

Frequently asked questions
Who issues the EWS certificate in Manipur?
The Deputy Commissioner of the district, or an officer not below the rank of Sub-Divisional Officer in the Deputy Commissioner's office, issues the EWS Income and Asset Certificate in Manipur. Under the central rules a Deputy Commissioner, Additional Deputy Commissioner, Sub-Divisional Magistrate or a revenue officer not below the rank of Tehsildar is a competent authority.
Can I apply for a Manipur EWS certificate online?
No, Manipur's e-District portal at eservicesmanipur.gov.in does not list a separate EWS certificate service. The portal's Revenue Department menu carries the Permanent Resident Certificate, Domicile Certificate, Income Certificate, OBC, SC and ST certificates and land valuation and ownership certificates, so the EWS application goes to the Deputy Commissioner's office.
What is the income limit for an EWS certificate in Manipur?
Gross annual family income must be below Rs 8 lakh for the financial year, counting salary, agriculture, business and professional income together. The Rs 8 lakh ceiling comes from the Department of Personnel and Training order of 31 January 2019 and applies uniformly across India.
Can a Scheduled Tribe applicant in Manipur get an EWS certificate?
No, a Scheduled Tribe applicant cannot get an EWS certificate. Manipur has a large Scheduled Tribe population and the state e-District portal issues ST certificates separately; the EWS quota exists only for people not covered by SC, ST or OBC reservation, so the two are mutually exclusive.
Is a Manipur income certificate the same as an EWS certificate?
No, the two are different documents. Manipur's income certificate states annual family income and, per the state e-District portal, is valid for the current financial year only, while the EWS certificate additionally certifies that the family owns none of four listed assets and that the applicant is not SC, ST or OBC.
How long is a Manipur EWS certificate valid?
A Manipur EWS certificate is valid for the financial year printed on its face, because the proforma carries a "valid for the year" line and the income test is applied year by year. Recruiters normally want a certificate for the financial year immediately before the year of application.
Does land in the hill districts count towards the asset test?
Yes, agricultural land anywhere counts, and holdings in different places are clubbed before the 5-acre test is applied. A family with land in a hill district and land in the valley must declare both.
What does an EWS certificate cost in Manipur?
Pay only the fee the Deputy Commissioner's office lists for the service. Manipur's e-District portal states that its income certificate service carries no payment, and no officer or middleman is entitled to a cash payment for an EWS file either.
