Loans and Advances for Construction of a House (Manipur BOCW Welfare Board)
Manipur state government scheme
Loans and Advances for Construction of a House is a Manipur BOCW Welfare Board scheme that lends registered construction workers Rs 1,00,000 to Rs 2,00,000 by skill level at 5% simple interest, repayable in monthly instalments over 5 years. Workers apply offline to the Labour Board Inspector after executing a surety bond.
What is the Loans and Advances for Construction of a House scheme?
Loans and Advances for Construction of a House is a welfare scheme of the Manipur Building and Other Construction Workers' Welfare Board (MBOCWWB), the statutory board of the Labour and Employment Department, Government of Manipur. The scheme lends a registered construction worker money to build a house of their own, on terms far softer than any commercial lender offers a daily-wage worker.
According to the Board's own scheme page on manipurbcwb.in, loans or advances can be given to a beneficiary who has been working as a beneficiary building worker, on two conditions: the applicant must execute a surety bond in the form prescribed by the Board, and the entire loan or advance together with simple interest at 5% per annum must be repaid within 5 years from the date of receipt, in monthly instalments specified by the Board.
The Board itself was constituted on 3 April 2010 under Section 18 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and was reconstituted on 1 July 2010, 3 September 2012, 16 December 2015 and 24 May 2017. Its headquarters functions from the Directorate Complex at Lamphelpat, Imphal, and the Deputy Labour Commissioner, Manipur, is at present the Chief Executive Officer and Member Secretary of the Board.
The scheme is funded from the BOCW cess collected on construction projects, grants and loans from government, and the monthly contributions paid by registered workers themselves, which is exactly why a current contribution receipt is a mandatory document.
Who is eligible for the house construction loan?
You can apply if:
- You are registered under the Manipur Building and Other Construction Workers' Welfare Board as a beneficiary building worker.
- You hold an active labour card, meaning your beneficiary contributions are current and your registration has not lapsed.
- You are willing and able to execute a surety bond as prescribed by the Board.
- You are building a house for yourself and can produce an estimated cost of construction.
You cannot apply if:
- You work in construction but have never registered with the Board. An unregistered worker is not eligible and must complete worker registration first, either online at manipurbcwb.in or on the downloadable registration form.
- Your labour card has lapsed because contributions stopped being paid.
- You refuse to execute the surety bond, since the Board treats the bond as a precondition of sanction rather than an optional formality.
- You want the money for something other than house construction, the scheme is tied to construction of a house and is policed by the six-month completion certificate requirement.
Registration with the Board is open to workers in a wide range of construction trades. The Board's registration form lists brick work, building construction, canal construction, carpentry, culvert work, dam construction, electrical work, iron and steel work, masonry, painting, plumbing, road work, sweeping and tiles work.
How much loan does the Manipur BOCW Board give?
The loan ceiling is fixed by the skill level recorded for the beneficiary building worker:
| Skill category | Loan or advance |
|---|---|
| Unskilled labour | Rs 1,00,000 |
| Semi-skilled labour | Rs 1,50,000 |
| Skilled labour | Rs 2,00,000 |
Terms attached to every slab
- Rate of interest: simple interest at 5% per annum. Simple interest means it is charged on the original principal, not compounded, which keeps the total outgo predictable.
- Repayment period: 5 years, starting from the date the money is received.
- Repayment method: monthly instalments, in amounts the Board specifies at sanction.
- Completion certificate: to be submitted to the Board within six months from the date of drawal of the loan or advance.
A separate subsidy element exists in the paperwork: the Board's document list refers to a sanction order copy granting the loan or advance in respect of a subsidy of up to 25% of the amount of loan or advance received. Ask the Labour Board Inspector whether your case attracts that subsidy at the time you submit, because it is claimed against the sanction order rather than the loan application.
What documents are required?
| Document | Mandatory | Notes |

How to apply for the Manipur house construction loan
The scheme runs offline, but the form can be obtained online. Follow these steps:
- Get the application form. Either visit the Manipur Building and Other Construction Workers' Welfare Board during office hours and ask the staff entrusted with issuing and collecting applications for a hard copy of the prescribed format, or download the beneficiary form from manipurbcwb.in.
- Fill in all mandatory fields on the form and attach copies of every mandatory document, self-attested where required.
- Execute the surety bond in the form prescribed by the Board and attach it to the application.
- Submit the duly filled and signed form, with the documents, to the Labour Board Inspector.
- Ask for a receipt or acknowledgement from the Labour Board Inspector. Check that it carries the date and time of submission and a unique identification number if one is issued.
- Track the sanction and, once the money is drawn, submit the completion certificate to the Board within six months of the date of drawal.
How to register with the Board before applying
Since only registered beneficiaries can borrow, an unregistered worker has to complete this step first:
- Open manipurbcwb.in and choose Online Worker Registration, or download the worker registration form from the same site. Migrant workers have a separate Migrant Worker Registration link.
- Fill in your name, date of birth, sex, phone number, Aadhaar number, father's name and spouse's name.
- Select your district from the 16 listed — Bishnupur, Chandel, Churachandpur, Imphal East, Imphal West, Jiribam, Kakching, Kamjong, Kangpokpi, Noney, Pherzawl, Senapati, Tamenglong, Tengnoupal, Thoubal or Ukhrul, and your assembly constituency.
- Enter your address, police station, PIN code, marital status and construction occupation, then submit the declaration.
- Use Registration Status on the site to check progress with your reference number, and keep paying the monthly contribution so the card stays active.
What other benefits does the Manipur BOCW Board give?
The house construction loan sits inside a wider package the Board extends to registered building workers. The Board's scheme list includes immediate assistance in case of accident, pension to a beneficiary who has completed 60 years, premium of a group insurance scheme, financial assistance for the education of a beneficiary's children, medical expenses for treatment of major ailments, maternity benefit to female beneficiaries, natural death relief of Rs 30,000 payable to the kith and kin of a deceased building worker, health care insurance and skill development training. Immediate accident assistance is available where the worker is hospitalised for five or more days.
Keeping your registration alive therefore protects far more than this one loan.
Common reasons a house loan application is rejected
- Registration lapsed because contributions were not paid, so the labour card is no longer active.
- No contribution receipt attached to evidence that the card is current.
- No surety bond, or a bond not in the Board's prescribed form.
- No estimated cost copy, leaving the Board with no basis to fix the amount.
- Skill category mismatch; claiming the Rs 2,00,000 skilled slab when the registration records unskilled work.
- Bank passbook page missing or illegible, which stalls disbursement.
- Failure to file the completion certificate on an earlier loan, which is treated as non-compliance and can attract legal action.

How to check your application status
The Manipur BOCW Welfare Board runs this loan entirely offline, and there is no online dashboard where you can log in and track a house-loan application by reference number. Status checking works through the same office channel you applied through, so keep the acknowledgement or receipt you were given at submission, it is your only proof that the file exists.
- Keep your acknowledgement safe. Note the date of submission and any file or diary number the Labour Board Inspector wrote on your receipt when you handed in the form.
- Follow up with the Labour Board Inspector first. Since the Inspector collected your papers, they are the first point of contact on whether the file has moved to the Board office at Lamphelpat for sanction.
- Call or email the Board directly if the Inspector has no update. Use the helpline +91 92339 37353 or write to mbocwwbmanipur@gmail.com, quoting your name, registration number and the date you submitted the loan form.
- Visit the Board office in person at the 2nd Floor, Directorate Complex, North A.O.C., Lamphelpat, Imphal, if a call or email gets no response within a reasonable time. Carry your acknowledgement and registration certificate.
- Check that your labour card is still active while you wait. A lapsed registration (unpaid contributions) can hold up sanction even after submission, so clearing any pending contribution keeps the file from stalling on that ground alone.
- Once sanctioned, track disbursement through your bank passbook, since the loan amount is credited to the account you listed on the passbook page submitted with the application, rather than announced through the portal.
If you registered as a worker online at manipurbcwb.in, the site's Registration Status page can confirm whether your underlying worker registration itself is active, which is a precondition for the loan but is a separate check from the loan application's own progress.

Frequently asked questions
How much loan can a construction worker get to build a house in Manipur?
The Manipur BOCW Welfare Board lends Rs 1,00,000 to an unskilled beneficiary building worker, Rs 1,50,000 to a semi-skilled worker and Rs 2,00,000 to a skilled worker. The skill category recorded against your registration decides which ceiling applies to you.
What interest does the Manipur house construction loan carry?
The loan carries simple interest at 5% per annum. The whole loan or advance plus that interest must be repaid within 5 years from the date the money is received, in monthly instalments specified by the Board.
Who is eligible for the house construction loan?
Only a construction worker registered as a beneficiary with the Manipur Building and Other Construction Workers' Welfare Board, holding an active labour card and willing to execute a surety bond, is eligible. Unregistered workers must register first.
What is the surety bond and why is it needed?
The surety bond is a written undertaking in the form prescribed by the Board that the beneficiary will use the money for house construction and repay it on the agreed schedule. The Board treats it as a condition of release, so the loan is not disbursed without it.
Do I have to prove the house was actually built?
Yes. A completion certificate must be submitted to the Board within six months from the date of drawal of the loan or advance. Failure to comply makes the beneficiary liable to legal action by the Board.
Can I apply for this loan online?
The application itself is offline — the filled form goes to the Labour Board Inspector. However manipurbcwb.in hosts the downloadable beneficiary form, online worker registration, registration status check and an online claim option, so parts of the journey can be done from home.
What happens if I do not repay the loan?
Legal action may be taken by the Board if the loan conditions are not fulfilled. The surety bond executed at the time of sanction is the instrument the Board relies on.
How do I register as a beneficiary with the Manipur BOCW Board first?
Use the Online Worker Registration link on manipurbcwb.in, or download the worker registration form from the same site. Registration asks for your name, date of birth, Aadhaar number, district, constituency, address, police station, marital status and construction occupation.
