What is a labour card in Manipur?

A labour card in Manipur is proof that a construction worker is registered as a beneficiary of the Manipur Building and Other Construction Workers' Welfare Board, known as MBOCWWB. The board sits under the Directorate of Labour, Government of Manipur, at the 2nd Floor, Directorate Complex, North A.O.C., Lamphelpat, Imphal, and runs its own portal at manipurbcwb.in.

The Manipur board exists because of a central law. The Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 1996 requires every state to constitute a welfare board, register construction workers as beneficiaries, and spend a 1 per cent cess collected on construction costs on their welfare. Manipur's board is that body for this state, and registration on manipurbcwb.in is how an individual worker gets inside the system. A worker who has never registered has no claim on the cess fund, however many years they have spent on Manipur's building sites.

What makes Manipur worth describing separately is that the state has put the entire worker registration online, including the document upload and the nomination step, rather than confining the citizen to a district office counter. The registration is a genuine two-visit online process: submit the short form once, then come back with a login to finish it.

Who can and who cannot apply?

You can apply if you are a building or construction worker in Manipur. The Manipur registration form itself lists the qualifying occupations: brick work, building construction, canal construction, carpentry, culvert work, dam construction, electrician, iron and steel work, mason, painting, plumbing, road work, sweeping and tile work. The form also covers all sixteen districts of Manipur; Bishnupur, Chandel, Churachandpur, Imphal East, Imphal West, Jiribam, Kakching, Kamjong, Kangpokpi, Noney, Pherzawl, Senapati, Tamenglong, Tengnoupal, Thoubal and Ukhrul, so the scheme is not confined to the Imphal valley.

Under Section 12 of the Building and Other Construction Workers Act 1996, which governs every state board including Manipur's, a worker must have completed 18 years of age, must not have completed 60 years, and must have worked more than 90 days in building or other construction work in the preceding 12 months.

You cannot apply if you are under 18 or have already completed 60 years, if your work is not construction work as defined by the Act, or if you are already a member of another welfare fund covering the same benefits. Employers, contractors and site supervisors who are not themselves manual construction workers are not eligible as beneficiaries. The register is for workers. Contractors have a separate obligation, which is to pay the construction cess, not to enrol as beneficiaries.

What documents are required?

The Manipur online form asks for the Aadhaar number as a mandatory field, along with the worker's name, date of birth, sex, phone number and father's name. Voter ID is optional. After you receive a reference number and log back in, MBOCWWB requires you to upload a passport photograph, an identity proof, an address proof, and a bank passbook, and to add nominees who are then approved by the department.

The board also publishes three downloadable forms on manipurbcwb.in/Forms: the worker registration form, the beneficiary form and the wage slip form. The wage slip form is the practical way to evidence the 90 days of construction work the Act requires, because it records what a worker was actually paid on a site.

Take the bank details seriously. MBOCWWB's FAQ states that bank account details cannot be changed by the worker after approval. You must contact the department, and that incorrect bank account information is one of the reasons applications are rejected outright.

How to apply for a Manipur labour card online

  1. Open manipurbcwb.in/Registration and complete the Personal Information step — worker name, date of birth, sex, phone number, Aadhaar number, father's name and spouse name. If you already hold a card, tick "Registered Worker" and enter your existing registration ID and date.
  2. Complete the Additional Details step: state, district, assembly constituency, address with police station and pin code, present address, marital status, disability status and your construction occupation from the board's list.
  3. Check the Confirmation screen carefully and submit. The portal returns a reference number. Write it down.
  4. Log in at manipurbcwb.in using that reference number and your date of birth.
  5. Inside your account, upload a passport photograph, add your nominees, upload identity proof and address proof, and add your bank account.
  6. Submit the completed application to the department for approval. MBOCWWB warns that you cannot edit anything after this final submission, so review every field first.

How to apply offline in Manipur

  1. Download the worker registration form from manipurbcwb.in/Forms, or collect it at the board office at the 2nd Floor, Directorate Complex, North A.O.C., Lamphelpat, Imphal.
  2. Fill it with the same details the online form asks for, and attach your photograph, identity proof, address proof, bank passbook copy and nomination details.
  3. Submit it at the board office and keep the acknowledgement. Call +91 92339 37353 or write to the board's published email address to confirm where your file has reached.

Manipur also runs a separate migrant worker registration link on the same portal for workers from the state working elsewhere, which is a different track from the construction worker registration described here.

How do you check the application status?

Go to manipurbcwb.in/Public/CheckStatus and enter your reference number. MBOCWWB's own FAQ names this as the status-check route. The board separately publishes a district-wise Registered Workers list at manipurbcwb.in/Public/RegisteredWorkers, so once your registration is approved you can confirm your name appears against your district.

Why are Manipur applications rejected, and what do you do?

MBOCWWB publishes its four rejection reasons plainly: an unidentifiable worker photo, invalid or insufficient documents, an invalid nominee, and incorrect bank account information. The board's stated remedy is equally plain: log back in, update the missing or incorrect data, and submit the application again. There is no need to start a fresh registration or to pay anyone to "reopen" the file.

The nominee step catches people out. Manipur requires nominees to be added through the worker's own login and then approved by the department, so a nomination naming someone the board cannot verify will hold up the whole application. Keep the nominee's identity documents ready when you fill that section.

Can you change your details later?

Before final submission, yes: log in with your reference number and date of birth and use the edit profile link. After final submission, no. MBOCWWB states that once the application has been submitted you cannot edit any data, and once you are approved you must contact the department for changes to personal information or bank details. This is why the Confirmation step exists, treat it as the last chance to catch a wrong digit in an account number or a mistyped date of birth.

What does it cost, and what about agents?

The Manipur online registration form at manipurbcwb.in does not display a citizen-facing charge, and the registration, beneficiary and wage slip forms are all free downloads from the board's own site. Section 12 of the Building and Other Construction Workers Act 1996 caps any prescribed registration fee at fifty rupees, so no honest registration in Manipur runs into hundreds of rupees.

Apply directly on the official portal or at the board office. If someone offers to "get your card approved" for a fee, they are selling you a free government process, and because Manipur's system is built on a reference number tied to your own date of birth, handing that reference number to a stranger gives them control of your application, your nominees and your bank details. Do the registration yourself, or with a family member you trust.

Where do you complain if nothing moves?

Contact the Manipur Building and Other Construction Workers' Welfare Board directly at +91 92339 37353, or at the board office on the 2nd Floor, Directorate Complex, North A.O.C., Lamphelpat, Imphal. The board's published email is mbocwwbmanipur@gmail.com. Quote your reference number in every message, the board's own FAQ makes the reference number the key to retrieving, tracking and correcting an application. If the board does not respond, the Directorate of Labour, Government of Manipur, is the parent office and the next escalation.

Documents required

Aadhaar number
The Manipur online registration form marks the Aadhaar number as a required field on the first Personal Information step, alongside name, date of birth, sex, phone number and father's name.
Identity proof
Uploaded at the second stage after login. The MBOCWWB FAQ lists identity proof among the documents a worker must upload before the application can be submitted to the department.
Address proof
Also uploaded after login. The form separately captures permanent address with police station and pin code, and the present address.
Bank passbook
A bank account must be added to the application. The board's FAQ notes that once approved, bank details can only be changed by contacting the department — so enter them correctly the first time.
Passport-size photograph
Uploaded after login. An unidentifiable worker photo is listed by MBOCWWB as a reason applications get rejected.
Nominee details
Nominees are added through the worker's own login and must be approved by the department. An invalid nominee is one of the board's listed rejection reasons.
Voter ID numberoptional
An optional field on the Manipur registration form, useful as a second identity and residence reference.
Employer or wage record showing construction workoptional
MBOCWWB publishes a downloadable wage slip form alongside the worker registration form. Section 12 of the Building and Other Construction Workers Act 1996 requires 90 days of construction work in the preceding 12 months.

Frequently asked questions

How do I register as a construction worker in Manipur?

Fill the online form at manipurbcwb.in/Registration, submit it, and note the reference number the portal gives you. Is registration with the Manipur board done online or offline?

Manipur runs the registration online at manipurbcwb.in, with a three-step form covering Personal Information, Additional Details and Confirmation. The board also publishes a downloadable worker registration form, beneficiary form and wage slip form for workers who need to file on paper at the board office in Lamphelpat, Imphal.

Who is eligible for a labour card in Manipur?

A building or construction worker aged 18 to 60 who has worked at least 90 days in construction during the preceding 12 months and is not a member of another welfare fund is eligible, under Section 12 of the Building and Other Construction Workers Act 1996. Manipur's own form lists the qualifying trades, from mason and brick work to plumbing, road work and tile work.

How do I check my Manipur labour card application status?

Go to manipurbcwb.in/Public/CheckStatus and enter the reference number you received when you first submitted the form. The board's own FAQ names this as the status-check route.

Why do Manipur labour card applications get rejected?

Can I edit my details after submitting in Manipur?

No — MBOCWWB states plainly that you cannot edit any data after final submission, and that once your registration is approved you must contact the department for any change, including bank account changes. Check every field on the Confirmation step before you submit.

What if I lose my Manipur reference number?

Contact the board with your personal details and they will retrieve the reference number. Without it you cannot log back in to complete or track the application.

What does registration with the Manipur board cost?

Manipur's board does not display a citizen-facing fee on its online registration form. Section 12 of the Building and Other Construction Workers Act 1996 caps any prescribed registration fee at fifty rupees nationally, so never pay an agent hundreds of rupees to file what is a free online form.
