What is a trade licence in Meghalaya?

A trade licence in Meghalaya is the permission of the local urban body to carry on a stated trade at a stated premises. The Department of Urban Affairs, Government of Meghalaya administers municipal government in the state, and the municipal boards and town committees constituted under the Meghalaya Municipal Act, 1973, together with the amendment Acts of 2000, 2010 and 2012 to are the authorities that actually grant licences inside their own limits. Shillong Municipal Board is the largest of them.

The Department of Urban Affairs traces its origin to the Department of Town & Country Planning set up in 1972, was reorganised in 1982 and 1988, and took its present form in 1990 when municipal administration functions were folded into it. Its remit covers master planning, building permission, solid waste management, street lighting, heritage buildings and street vending, in addition to municipal administration.

Meghalaya differs from most states in one respect that matters enormously before you fill in any form. Meghalaya has no statewide online trade licence portal. The state's e-District platform at megedistrict.gov.in, which has served the state's 12 districts since 2016 and processed more than five lakh applications, carries certificates such as Scheduled Tribe, Scheduled Caste, Permanent Residence, Residence, Income and Marriage, along with society registration and senior citizen cards, but does not list trade licence among its services. The Department of Urban Affairs has been moving services online, it launched an Online Building Permission System in October 2025, but trade licensing remains a counter service at the municipal board.

So the honest instruction for Meghalaya is: apply at the municipal board or town committee office for your area, and confirm the current fee, document list and renewal date from that office rather than from any third-party website.

Who can and cannot apply for a Meghalaya trade licence?

Any person aged 18 or above carrying on a trade, business or profession from a fixed premises inside a Meghalaya municipal board or town committee area can apply. Sole proprietors, partnership firms, LLPs, companies, societies and trusts are all eligible applicants, provided they lawfully occupy the premises named in the application. There is no income test and no caste condition for a trade licence itself. It is a permission attached to premises and activity.

You cannot apply to a municipal board, or your application will not be granted, where:

  • Your shop lies outside every notified municipal board and town committee area. Much of Meghalaya is administered by an autonomous district council: Khasi Hills, Jaintia Hills or Garo Hills, and in those areas the licensing and permission authority is the district council administration, not an urban local body. Establish which authority covers your address first.
  • You have no lawful right over the premises: no ownership document, no valid rent or lease agreement, and no owner's consent.
  • Municipal tax on the holding is in arrear.
  • The building's permitted use does not allow that trade at that location.
  • The trade is regulated and you lack the prior statutory approval — a restaurant without FSSAI registration, a chemist without a drug licence, or a polluting unit without Meghalaya State Pollution Control Board consent.
  • The activity is mobile street vending, which the Department of Urban Affairs handles under street-vendor legislation covering vendor licensing and vending zones, rather than as a fixed-premises trade licence.

Applicants who are not indigenous residents of the state should also expect the local authority to check trading-related conditions applicable in that area before granting permission. Ask the municipal board or district council office directly what applies to your case; do not rely on a general assumption.

How to get a trade licence in Meghalaya

  1. Establish the licensing authority for your address. Confirm whether the shop falls inside a municipal board or town committee area: Shillong, Tura, Jowai and the state's other notified urban areas, or inside an autonomous district council area. This single question decides which office you go to.
  2. Visit the licence section of that municipal board or town committee. Ask for the trade licence application form and the board's current list of documents and fees for your trade category. Fee schedules are set by each board, so take them from the board itself.
  3. Fill the application form. Enter the trade name, the nature of the trade, the constitution of the business, the full premises address, the area used for the trade, the number of workers, and the proprietor or partner details.
  4. Attach the documents. Self-attested identity proof, premises proof, the owner's NOC if the shop is rented, the latest municipal tax receipt for the holding, constitution documents for a firm or company, photographs, and any sector approval your trade requires.
  5. Submit at the counter and collect a dated acknowledgement. Insist on an acknowledgement carrying an application number, it is the only thing that lets you chase the file later.
  6. Pay the fee at the board's counter and keep the printed receipt. Pay only the amount on the board's own fee schedule, and only against a receipt.
  7. Be present for the inspection and collect the licence. A licence inspector normally visits the premises to verify the trade and the address before the board issues the licence. Collect the licence from the same counter.

How do I check my Meghalaya trade licence application status?

Take the acknowledgement slip with its application number back to the licence section of the municipal board or town committee that received it, and ask for the current stage of the file. Because the service is not on the state e-District portal, there is no online tracking screen to check, the counter and the phone number printed on the acknowledgement are the tracking route. If a query has been raised, answer it in writing and get the reply logged, since an unanswered query is the usual reason a paper file stops moving.

Validity and renewal

A municipal trade licence in Meghalaya is normally an annual permission, and the renewal date, renewal window and late fee are set by the individual municipal board rather than statewide. Read the expiry date printed on the licence itself and confirm the renewal window with the board's licence section well before it falls due, trading on a lapsed licence exposes you to penalty during inspection.

Where a material detail changes. The trade you carry on, the area used, the constitution of the firm, or the ownership; get the licence amended rather than waiting for renewal. A licence that describes a business you no longer run gives you no protection.

A trade licence is also not a substitute for the other registrations a Meghalaya business needs. Shop and establishment registration with the labour department, GST registration once turnover crosses the threshold, FSSAI registration for any food business, and Udyam registration for MSME identity are separate and are obtained separately.

Why Meghalaya trade licence applications get rejected

  • Wrong authority, the application is filed with a municipal board when the premises actually sit in an autonomous district council area, or the reverse.
  • Municipal tax arrear on the holding.
  • Premises proof mismatch. The address on the deed or rent agreement differs from the address on the form.
  • Expired rent agreement, or no owner's NOC permitting commercial use.
  • Missing sector approval for a regulated trade such as food, drugs or a polluting process.
  • Incomplete document set, which for a counter-filed paper application means the file is returned rather than queued.
  • Failure to be available for the premises inspection.

Grievance route and a warning about middlemen

Raise a stuck or wrongly rejected Meghalaya trade licence first with the licence section of the municipal board or town committee holding the file, quoting the application number on your acknowledgement. If that does not work, contact the Directorate of Urban Affairs, Meghalaya, Shillong on 0364-2210037. The number published on the department's own contact page. For a broader service-delivery complaint, the Meghalaya State Public Services Delivery Commission and the 1971 Connect helpline listed on the state's e-District portal are the escalation routes.

Pay only the fee the municipal board's own schedule specifies, at the board's counter, and only against a printed receipt. There is no charge on a Meghalaya trade licence beyond that municipal fee. No agent or "licence consultant" can make a municipal board decide faster than its own licence section does, and nobody is entitled to cash on the side for granting or renewing a licence. Keep every receipt, and complain to the Directorate the moment anyone asks for a payment that is not on the board's schedule.

Frequently asked questions

Who issues a trade licence in Meghalaya?

The municipal board or town committee covering your premises issues the trade licence in Meghalaya, and the Department of Urban Affairs is the state department that administers municipal administration under the Meghalaya Municipal Act, 1973. Shillong Municipal Board is the largest of these bodies.

Can I apply for a Meghalaya trade licence online?

No statewide online trade licence service is published for Meghalaya — the Meghalaya e-District portal at megedistrict.gov.in lists certificates, society registration and similar services but does not list trade licence among them. Apply in person at the municipal board or town committee office for your area.

Which law governs trade licensing in Meghalaya?

The Meghalaya Municipal Act, 1973, together with its amendment Acts of 2000, 2010 and 2012, is the statute the Department of Urban Affairs lists as governing municipal administration in the state. Each municipal board makes its own licensing and fee decisions under that Act.

How much does a trade licence cost in Meghalaya?

The trade licence fee in Meghalaya is fixed by the individual municipal board or town committee according to the trade and premises, so there is no single statewide figure published. Ask the licence section of your own municipal board for the current fee schedule and pay only against a printed receipt.

Does my area fall under a municipal board or an autonomous district council?

Most of Meghalaya outside the notified municipal and town committee areas is administered by an autonomous district council — the Khasi Hills, Jaintia Hills or Garo Hills council — rather than by an urban local body. Confirm which authority covers your shop address before applying, because filing with the wrong authority wastes the whole application.

Is a trade licence the same as shop and establishment registration?

No — a trade licence is municipal permission to carry on a trade at a premises, while shop and establishment registration is a labour-department registration about working hours and employment conditions. Most Meghalaya shops need both, plus GST registration once turnover crosses the GST threshold.

How long does a Meghalaya trade licence stay valid?

A municipal trade licence is normally an annual permission that must be renewed, and each Meghalaya municipal board publishes its own renewal window and late fee. Check the renewal date on the licence itself and with the board's licence section, because the dates are not set statewide.

Where do I complain if my Meghalaya trade licence file is stuck?

Raise it first with the licence section of the municipal board or town committee holding the file, then with the Directorate of Urban Affairs in Shillong on 0364-2210037. The Meghalaya State Public Services Delivery Commission and the 1971 Connect helpline listed on the state e-District portal are the further escalation routes for service delivery complaints.
