Birth Certificate in Nagaland (Online Registration of Births)
Nagaland state government scheme
Birth Certificate in Nagaland is registered by the Directorate of Economics and Statistics through the national Civil Registration System at crsorgi.gov.in, which the state launched on 19 April 2022. Nagaland has onboarded 889 of its 1,474 registration units so far, and a birth must be reported within 21 days of occurrence.
Birth Certificate in Nagaland is the legal record of a birth under the Registration of Births and Deaths Act 1969, and since 19 April 2022 it has been issued through the national Civil Registration System rather than only over a counter. The Directorate of Economics and Statistics, Government of Nagaland runs the system in the state, and the change matters more here than in most places, because Nagaland's registration network is unusually dispersed.
Which department registers a birth in Nagaland?
The Department of Economics and Statistics, Nagaland launched online registration of births and deaths on 19 April 2022, and it is the department that holds the civil registration function for the state. At district level the structure is two-tier: the Deputy Commissioner is the District Chief Registrar and the District Economics and Statistics Officer is the District Registrar, as recorded when Zunheboto district went live on 11 November 2022. Below them sit the registration units themselves; village councils, town and municipal councils, and health institutions.
Nagaland has 1,474 registration units, which is a very large number for a state of its population, and it reflects the reality of a hill state where villages are the primary unit of administration and many are a long drive from any district headquarters. Of those 1,474 units, 889 have been onboarded onto the Office of the Registrar General of India portal so far, with work continuing to activate the remainder. That single figure is the most practically useful fact in this guide: check whether the unit covering your village or town is live before assuming the whole process can be done online.
Rollout ran district by district. Kohima came first in April 2022, followed by Dimapur and Peren, with Zunheboto the fourth district in November 2022. The Department of Information Technology and Communication supported the implementation.
Who can and cannot get a Nagaland birth certificate?
You can apply if the birth occurred within Nagaland. The rule under the Act is place of occurrence, not residence. A Nagaland family whose child was born in a hospital in Assam registers that birth with the Assam registrar, however inconvenient the border is in daily life.
The informant depends on where the birth happened. For a birth in a hospital or health centre the medical officer in charge reports it. For a birth at home the head of the household is the informant and gives the particulars to the Registrar of that jurisdiction, which in most of rural Nagaland means the village council's registration unit. For a birth in a moving vehicle the person in charge of the vehicle reports it where the child is first taken out.
You cannot apply in Nagaland for a birth that took place outside the state, and you are not eligible to obtain a certificate for a birth that was never registered; there is nothing to certify until the entry exists. You cannot have a birth over one year old registered on a plain application. And you cannot use a correction request to substitute a more convenient date of birth; corrections are for genuine clerical error supported by evidence from the time.
How to apply for a birth certificate in Nagaland online
- Open crsorgi.gov.in and use the General Public Signup option to create an account with your mobile number and email address, as the Nagaland Department of Information and Public Relations directs.
- Log in and select the birth reporting form, choosing Nagaland as the state and then the district and the specific registration unit, the hospital, town council or village council covering the place of birth.
- Enter the date, time and place of birth, the child's name if decided, the parents' names, their Aadhaar numbers and the address, matching the hospital record exactly.
- Upload the hospital or health centre birth report, the parents' identity proof, and, for a home birth in a village, the village council's attestation.
- Submit and keep the reference number from the acknowledgement. The Registrar of the unit then scrutinises the entry — the Zunheboto administration specifically instructed that strict scrutiny be done and that document uploads be verified before a certificate is issued.
- Collect the certificate electronically. Certificates issued through the revamped portal reach the applicant's registered email and mobile number, carrying a unique registration number, a QR code, a barcode and the Registrar's facsimile signature.
How to apply offline at the registration unit
- Identify the registration unit for the place of birth, the hospital where the child was born, or the village or town council for a home birth. This matters because 585 of Nagaland's 1,474 units were still being onboarded, so some areas remain wholly counter-based.
- Report the birth to the Registrar of that unit within 21 days, with the hospital birth report or the head of household's declaration.
- Submit the parents' Aadhaar and address proof, and the village council certificate where the unit asks for one.
- Collect the acknowledgement with its reference number, and ask the unit for the applicable copy fee.
- Return to the same unit, or to the District Economics and Statistics Officer's office, to collect the certificate.
Dimapur district additionally lists a physical service point at OA 40, Naga Shopping Arcade Supermarket, near the BSNL office, Dimapur 797112, while directing residents to the online portal for the application itself.
How do I check the status of a Nagaland birth registration?
Log back into crsorgi.gov.in with the account you used and track the application against its reference number. The portal shows whether the entry is with the Registrar, approved, or returned for correction. Since the 13 May 2024 upgrade, an approved certificate is pushed to the registered email and mobile number, so check those before assuming nothing has happened. For a counter application, quote the acknowledgement number at the registration unit, or at the office of the District Economics and Statistics Officer, who is the District Registrar.
What if the birth is more than 21 days or more than one year old?
The Registration of Births and Deaths Act 1969 sets three brackets and Nagaland follows them.
Within 21 days, registration is a duty and carries no registration charge. The Nagaland announcements are explicit that the portal handles events occurring within 21 days of the date of occurrence.
Between 21 days and one year, the birth is a delayed registration: a late fee applies and the Act requires the written permission of the prescribed authority, supported by an affidavit from the informant giving the date, time and place of birth and the reason for the delay.
Beyond one year, Section 13(3) of the Act requires an order from the prescribed authority before the entry can be made at all. Families in Nagaland still commonly encounter this as a magistrate's order; after the 2023 amendment to the Act the power lies with the authority the government prescribes. Because Nagaland's district structure puts the Deputy Commissioner in the chair as District Chief Registrar, the practical route is to apply to the District Economics and Statistics Officer and ask, in writing, which authority must pass the order for your case. Do not accept an agent's claim that it can be done without an order.
Does a Nagaland birth certificate expire?
No. A birth certificate records a completed event and never lapses, and Nagaland runs no renewal cycle. What changes is the format: a certificate issued on paper before 2022 looks nothing like one generated on the current portal with a QR code and barcode, and verifying bodies increasingly prefer the newer machine-verifiable version. If your existing certificate predates the online system, requesting a fresh copy from the registration unit is worthwhile before a passport or recruitment application.
Why do Nagaland birth certificate applications get rejected?
The commonest cause is choosing a registration unit that is not the one where the birth occurred, which is easy to do on a dropdown listing 1,474 units. The second is applying online against a unit that has not yet been onboarded to 889 of 1,474 were live at the time of the department's count, so a village unit may simply not appear. The third is a mismatch between the parents' names or the child's name on the hospital record and on Aadhaar. The fourth is a birth over one year old submitted without the prescribed authority's order, which is returned as a matter of course. Zunheboto's District Chief Registrar publicly directed that strict scrutiny be done and uploads be verified, so a poorly scanned or incomplete upload is a real reason for rejection rather than a theoretical one.
Where do I complain if the certificate is delayed?
Escalate first to the Registrar of the registration unit, then to the District Economics and Statistics Officer as District Registrar, and then to the Deputy Commissioner as District Chief Registrar, quoting your reference number at each step. The Directorate of Economics and Statistics in Kohima is the state-level authority. If none of that moves the file, a grievance can be filed on the central CPGRAMS portal at pgportal.gov.in with the acknowledgement attached.
A final word on cost. Reporting a birth within 21 days carries no registration charge, and the express purpose of Nagaland's 2022 rollout was that the public can apply from home and receive the certificate electronically. Several private websites offer to "download a Nagaland birth certificate" for a fee; none of them is a government site, and the only official portal is crsorgi.gov.in.

Frequently asked questions
Where do I apply for a birth certificate in Nagaland?
On the national Civil Registration System portal at crsorgi.gov.in, using the General Public Signup option. The Directorate of Economics and Statistics, Nagaland launched online registration of births and deaths on 19 April 2022, and the district administrations, including Dimapur, now point citizens straight to the online portal.
How many days do I have to register a birth in Nagaland?
Twenty-one days. The Nagaland Department of Information and Public Relations states that an applicant can register or apply for a birth or death event occurring within 21 days of the date of occurrence through the portal. Past that, the registration becomes a delayed registration with additional formalities.
Is online birth registration available across all of Nagaland yet?
Not entirely. Of the 1,474 registration units in the state, 889 have been onboarded onto the ORGI portal so far, and work is continuing to activate the rest. Rollout was district by district — Kohima first on 19 April 2022, then Dimapur and Peren, with Zunheboto becoming the fourth district on 11 November 2022.
Who is the Registrar of Births and Deaths in a Nagaland district?
The Deputy Commissioner of the district is the District Chief Registrar and the District Economics and Statistics Officer is the District Registrar, as recorded at the Zunheboto launch. Below them sit the registration units at village councils, town councils and health institutions.
What does a Nagaland birth certificate look like now?
Certificates issued through the revamped portal carry a unique registration number, a QR code, a barcode and the Registrar's facsimile signature, and are delivered electronically to the applicant's registered email address and mobile number. The portal was upgraded on 13 May 2024 to make this possible.
My child was born three years ago and was never registered. What do I do?
A birth more than one year old cannot be registered on an ordinary application — Section 13(3) of the Registration of Births and Deaths Act 1969 requires a written order from the prescribed authority, with an affidavit and the prescribed late fee. Start at the office of the District Economics and Statistics Officer, who is the District Registrar, and ask which authority must pass the order in your district.
Does Nagaland charge for a birth certificate?
Reporting a birth within 21 days carries no registration charge anywhere in India, and the Nagaland announcements of the online service do not publish a separate certificate fee. Ask your registration unit for the current copy fee and late fee rather than accepting a figure quoted by a middleman.
Should I pay an agent to get a Nagaland birth certificate?
No — the whole point of the 2022 rollout was that citizens can apply from home and receive the certificate by email, without visiting an office. No agent has faster access to the Registrar's queue than you do, and websites offering to "download" a Nagaland birth certificate for a fee are not government sites.
