Chief Minister's Life Insurance Scheme (CMLIS), Nagaland
Nagaland state government scheme
Chief Minister's Life Insurance Scheme (CMLIS) is the Government of Nagaland's fully state-funded insurance cover, giving Rs 2 lakh life cover to a household's breadwinner and Rs 2 lakh accidental cover each to the breadwinner and up to 3 family members. Registration is free at cmlis.nagaland.gov.in for indigenous inhabitants and permanent residents.
What is the Chief Minister's Life Insurance Scheme in Nagaland?
Chief Minister's Life Insurance Scheme (CMLIS) is a fully state-funded life and accidental insurance programme of the Government of Nagaland, administered by the Finance Department with the portal built and run by the Department of Information Technology & Communication. Chief Minister Neiphiu Rio launched the scheme at the 78th Independence Day celebrations at the Civil Secretariat Plaza, Kohima, on 15 August 2024.
The scheme was originally announced as the Chief Minister's Universal Life Insurance Scheme (CMULIS) and is still referred to by that name in older notices and by the abbreviation CMULIS on some pages. Both names refer to the same programme; the Finance Department now uses CMLIS and the official portal is cmlis.nagaland.gov.in.
CMLIS was built to sit alongside two schemes Nagaland already runs. It uses the household database of the Chief Minister's Health Insurance Scheme (CMHIS) to identify families, and it uses the village network of the Nagaland State Rural Livelihoods Mission (NSRLM) to enrol rural households that CMHIS had not yet reached. The whole premium is paid by the state government, so a beneficiary family pays nothing at any stage.
According to the CMLIS portal, 52,184 households had already been processed in the 2026 revalidation drive at the time of checking.
How much does CMLIS pay?
The Finance Department's revised framework for financial year 2026-27, notified from Kohima on 30 June 2026, sets out the benefit structure:
| Event | Amount |
|---|---|
| Death of the insured breadwinner from any cause | Rs 2 lakh |
| Accidental death of the breadwinner or a covered family member | Rs 2 lakh each |
| Accidental dismemberment or paralysis (total, irrecoverable) | Up to Rs 2 lakh |
| Partial disability from an accident | Up to Rs 1 lakh |
The life cover attaches only to the breadwinner, the person the household designates as its main earning member. The accidental cover is wider: it extends to the breadwinner plus up to three eligible family members, so a single household can hold four accidental covers of Rs 2 lakh each.
The Phase I notice of August 2024 spelt out the disability slabs in more detail: Rs 2 lakh for total and irrecoverable loss of both eyes or loss of use of both hands or both feet, and Rs 1 lakh for total and irrecoverable loss of sight in one eye or loss of use of one hand or one foot.
Life insurance and accidental insurance are treated as separate covers on the breadwinner, and the Finance Department has confirmed that claims under the two can be processed independently of each other.
Who is eligible for CMLIS, and who is not?
You can be covered if:
- You are an indigenous inhabitant or permanent resident of Nagaland and hold a valid Indigenous Inhabitant Certificate or Permanent Residential Certificate.
- You are the major breadwinner of your household, defined by the Finance Department as a family unit living together and sharing a common kitchen.
- You are aged 18 to 50 years for the life insurance component, or 18 to 70 years for the accidental insurance component.
- You are a dependant of an eligible breadwinner being added under the operational guidelines.
- You are an accredited journalist working in Nagaland, subject to validation on the portal.
- You are a government employee posted outside Nagaland in an official state establishment, or a work-charged, casual or contractual employee who is not covered by the State Government Salary Package.
You are not eligible if:
- You are a regular government employee already covered under the State Government Salary Package. The CMLIS portal states this plainly: in-service regular government employee households are no longer eligible under the current rollout.
- You have submitted a false declaration or forged document at any stage of registration or validation.
- You have bypassed the prescribed verification process rather than completing portal validation.
The eligibility rules tightened between the launch and the 2026-27 notification. The August 2024 launch extended cover to "all Government Servants of the State including work charged and casual employees" with an age band of 18-60 for government servants. The 2026-27 framework narrowed this, excluding regular employees on the Salary Package while keeping work-charged, casual, contractual and out-of-state-posted staff inside the scheme. If you enrolled in 2024 as a regular government employee, check your status during the revalidation drive.

How to apply for CMLIS online
- Open the official portal at cmlis.nagaland.gov.in.
- Choose New Registration if your household has never enrolled, or Revalidate if your household is already approved and you are completing the 2026 revalidation drive.
- If your family holds a CMHIS ID, enter it, confirm the registered mobile number and request an OTP. Entering the OTP opens the list of family members already on record.
- Confirm or correct the household member list. Mark any member who has died as Expired so that a new breadwinner can be designated.
- Set the breadwinner. By default the head of the family as shown on the CMHIS card is marked as breadwinner; a non-government household can select another member in the eligible age band and press Mark as Breadwinner.
- Set the accidental insurance coverage. By default the breadwinner and the three eldest family members are covered; you can remove and add members within the four-person limit.
- Set or change the nominee through the Modify Nominations option. By default the breadwinner is the nominee for other members and the next eldest member is the nominee for the breadwinner.
- Upload or enter the requested documents. The breadwinner's IIC and age proof and the nominee's Aadhaar, and submit. Your application then goes for online approval by the designated authority, with the Finance Department as the final accepting authority.
Every step above is free. The portal maintains complete audit trails and digital approval records for each household.
How to enrol in CMLIS offline
- In rural areas, approach the NSRLM representative in your village. The representative completes the enrolment online on your behalf. The Finance Department has confirmed that no physical application form is needed in rural areas.
- In urban areas, collect the verification form from the office of the Deputy Commissioner, Additional Deputy Commissioner, Sub-Divisional Officer or Extra Assistant Commissioner for your area. These forms are issued free of charge.
- Get the form signed by the DC, ADC, SDO or EAC, then either log in to the portal and apply online with the signed form, or ask the administration to complete the portal entry for you.
- Visit an assisted desk. The CMLIS portal lists assisted desks across the districts, open Monday to Saturday, 10:00 to 17:00.
How do I check my CMLIS application or claim status?
CMLIS keeps two separate trackers on the home page of cmlis.nagaland.gov.in:
- Track Application Status, for a registration or revalidation that is awaiting approval by the designated authority.
- Track Claim Status, for a life or accidental claim already reported.
If either tracker shows nothing, call the toll-free helpline 1800-345-8925 or the support number +91 94360 30303 during assisted-desk hours, or email info.cmlis@gmail.com.
How do I file a CMLIS claim?
Life insurance claim. The breadwinner must be registered on the CMLIS portal for a claim to be admissible. Report the death to the Facilitation Cell of the Finance Department within 3 weeks, by phone call or WhatsApp on 9366494507.
Accidental claim. Report the incident within 3 weeks of the accident date. The incident must be reported to the police and documented. A post-mortem report is mandatory for accidental death claims. Where a post-mortem is genuinely not feasible, the 2026-27 notification allows an inquiry report from a competent Executive Magistrate or Administrative Officer, and directs the District Administration to facilitate verification and claims processing in those exceptional cases.
An accident is defined as a sudden, unforeseen event caused by external forces. Road accidents, natural calamities, drowning, criminal acts and murder are covered. Death by suicide is excluded. The complete exclusion list is published on the CMLIS website.
Why do CMLIS applications and claims get rejected?
- Breadwinner not registered on the portal. The single hardest failure to fix after the event, because life cover attaches only to a registered breadwinner.
- Claim reported after the 3-week window, for either the life or the accidental component.
- No police report or documentation for an accidental claim.
- No post-mortem and no magisterial inquest report for an accidental death.
- Breadwinner outside the age band to 18 to 50 for life cover, 18 to 70 for accidental cover.
- Regular government employee on the Salary Package designated as breadwinner, which the 2026-27 framework excludes.
- Missing or expired IIC/PRC, or a mismatch between the Aadhaar name and the household record.
- No bank account for the nominee, which stalls settlement even after the claim is admitted.
The Finance Department has warned that any individual or official found involved in fraudulent activity at any stage of registration, validation or claims processing will be held liable and prosecuted under the relevant provisions of law.

CMLIS sets 18 to 50 years for life insurance on the breadwinner and 18 to 70 years for accidental insurance on covered family members. The Finance Department follows the PMJJBY and PMSBY age norms, and has relaxed the upper life-insurance limit for serving government employees who are not covered by the State Government Salary Package.
How do I register for CMLIS if I live in a village?
Rural households approach their NSRLM representative in the village, who completes the enrolment online. No physical application form is needed in rural areas. Urban households instead get a verification form signed by the DC, ADC, SDO or EAC and then apply on the CMLIS portal.

Claims must be reported within 3 weeks. Life insurance claims go to the Facilitation Cell of the Finance Department by call or WhatsApp on 9366494507 within 3 weeks of the death, and accidental claims must be reported within 3 weeks of the accident date after the incident is reported to the police.

No. Death by suicide is excluded from the accidental insurance cover. An accident is defined as a sudden, unforeseen event caused by external forces, and road accidents, natural calamities, drowning, criminal acts and murder are covered. The full exclusion list is published on the CMLIS website.
What is the CMLIS revalidation drive?
The revalidation drive is a 2026 exercise in which every approved household must re-confirm its details on cmlis.nagaland.gov.in so that cover is not interrupted. Keep the breadwinner's Indigenous Inhabitant Certificate and age proof, the nominee's Aadhaar and the household member list ready before starting.
