What is the NAMASTE scheme?

National Action for Mechanised Sanitation Ecosystem (NAMASTE) is a central sector scheme launched in the financial year 2023-24 as a joint initiative of the Ministry of Social Justice and Empowerment and the Ministry of Housing and Urban Affairs. According to the Department of Social Justice and Empowerment, NAMASTE aims to ensure the safety and dignity of sanitation workers by mechanising cleaning operations and formally recognising the people who do this work.

NAMASTE replaces manual entry into sewers and septic tanks with machines, and gives the worker an identity, safety equipment, health cover and the finance to buy those machines. The implementing agency is the National Safai Karamcharis Finance and Development Corporation (NSKFDC), and delivery happens through urban local bodies. NAMASTE also absorbed the components of the earlier Self Employment Scheme for Rehabilitation of Manual Scavengers (SRMS).

Who is eligible for NAMASTE?

You are covered if:

  • You are a sewer or septic tank worker (SSW) engaged in hazardous cleaning work, whether employed by an urban local body, a contractor or a private sanitation agency.
  • You have been profiled and validated by your urban local body and issued a NAMASTE ID.
  • You are a waste picker enumerated under the waste pickers component added to the scheme in 2024.
  • You are a dependant of a profiled sanitation worker applying for the capital subsidy component to set up a sanitation enterprise.

Who cannot apply:

  • The general public cannot apply. NAMASTE is not an open-to-all welfare scheme; there is no self-registration portal through which any citizen can claim cash.
  • Workers who have not been profiled by their urban local body are not eligible for benefits, even if they do sanitation work. Profiling by the ULB is the gateway to every component.
  • Rural sanitation workers outside the covered urban local bodies are not covered by the ULB-based profiling route, which is built around the country's urban local bodies.
  • Companies and contractors are not eligible for the capital subsidy in their own name. The subsidy is for the profiled worker or dependant.

How to apply for NAMASTE benefits

NAMASTE has no online self-application for cash. The real route runs through your urban local body, which profiles workers and forwards claims to NSKFDC. Follow these steps:

  1. Approach the sanitation, health or Safai Karamchari cell of your urban local body. The municipal corporation, municipality or nagar panchayat where you work, and ask to be profiled under NAMASTE.
  2. Attend the profiling or enumeration camp announced by the ULB, carrying your Aadhaar card, a photograph and any proof of your sanitation engagement.
  3. Get your details recorded in the NAMASTE database, after which the ULB validates the entry and a unique NAMASTE ID is issued to you.
  4. Collect your PPE kit and attend the occupational safety training organised by the ULB or the state nodal agency.
  5. Get your Ayushman Bharat PM-JAY card made, linking your family members, so the Rs 5 lakh annual health cover becomes usable at empanelled hospitals.
  6. For the capital subsidy, submit a project proposal with equipment quotations to the State Channelising Agency of NSKFDC through the ULB. The proposal is appraised and the subsidy plus loan is sanctioned.
  7. Track your application through the ULB nodal officer or the state channelising agency, and raise complaints on the 14420 helpline.

How are waste pickers covered?

Waste pickers were brought into NAMASTE in 2024, with the component being implemented over the two financial years 2024-25 and 2025-26. Waste pickers are profiled through a dedicated Waste Picker Enumeration App, with a target of about 2.5 lakh waste pickers. Profiled waste pickers receive safety training and skill upgradation, seasonal and need-based personal protective equipment, health insurance cover, and capital subsidy support for waste collection vehicles.
