Nasha Mukt Bharat Abhiyaan / NAPDDR: How to Check Grant and Service Status

Whose status can be checked, and whose cannot
There are two very different "statuses" under National Action Plan for Drug Demand Reduction (NAPDDR) / Nasha Mukt Bharat Abhiyaan. An organisation applying for grant-in-aid tracks its application on the Ministry's grants portal. An individual seeking treatment has no application number to track: services are free and accessed directly through helpline 14446 or a supported centre. There is no personal "payment status" because no money is paid to the individual; the Ministry funds up to 90 per cent of the centre's approved expenditure instead.
How an NGO checks its grant-in-aid application status
Organisations: registered NGOs, government hospitals, State and UT bodies, apply online for grant-in-aid to run IRCAs, ODICs, CPLI, DDACs or ATFs. To check where the application stands:
- Log in to grants-msje.gov.in/ngo-login with your organisation's credentials.
- Open the NAPDDR application and read the current appraisal stage, state recommendation, ministry appraisal, or sanction.
- If the file is stuck, follow up with the State Social Justice department, because the pillar notes that the state-recommendation stage is where most delays occur.
What each stage means:
- State recommendation pending. The proposal is waiting for the State Government or district administration to recommend it. This is the most common hold-up; chase it at state level, not with the Ministry.
- Ministry appraisal, the proposal has reached the Ministry and is being examined against infrastructure, staffing and audited-accounts norms.
- Sanctioned — the grant is approved. Sanctioned institutions are then monitored in real time through the NMBA 2.0 system.
If your organisation lacks a NITI Aayog NGO Darpan unique ID, register on the NGO Darpan portal first, without it the grant application cannot proceed.
How an individual checks on treatment or a referral
There is no dashboard for a person seeking help, and that is by design, the scheme is built to be low-threshold and confidential.
- Call the national toll-free de-addiction helpline 14446, run by the Ministry of Social Justice and Empowerment, available across India, for counselling and a referral.
- Ask the counsellor to identify the nearest IRCA, ODIC, District De-Addiction Centre or Addiction Treatment Facility in a government hospital, and to tell you what to do next.
- Use the NMBA 2.0 app or nmba.dosje.gov.in to locate facilities yourself, and to reach the MANAS mental health helpline.
To "check status" as an individual is really to follow up with the centre you were referred to: call it directly to confirm your appointment, admission or counselling session. No Aadhaar or address proof is needed to call 14446 or to seek initial counselling; centres record basic identity details for their own records only, and nobody is refused help for lack of documents.
Checking district-level NMBA activity
Nasha Mukt Bharat Abhiyaan, the awareness arm launched on 15 August 2020 in 272 vulnerable districts and extended to all districts since August 2023, reports its activity through the NMBA portal. A citizen, volunteer or institution can:
- Visit nmba.dosje.gov.in to see district-level campaign activity and resources.
- Use the NMBA 2.0 app, launched to strengthen monitoring and institutional coordination, which also gives direct access to the 14446 de-addiction helpline and the MANAS mental health helpline.
An honest note on this intent
Unlike a cash scheme with a payment tracker, NAPDDR has no individual status page: because the individual benefit is a free service, not a transfer. The only true application-status flow is the NGO grant-in-aid pipeline on grants-msje.gov.in. For a person seeking help, "status" means confirming a referral or an appointment by phone. This is a feature, not a gap: the scheme removes forms and tracking numbers precisely because stigma and delay, not paperwork, are the main barriers to treatment.
