National Fellowship for Scheduled Caste Students: Why Applications Get Rejected and How to Fix It

Applications and payments under the National Fellowship for Scheduled Caste Students (NFSC) fail for a small, predictable set of reasons; nearly all of them about the NET category, university endorsement, or bank/Aadhaar details, rather than the quality of your research. Why applications get rejected

1. NET not qualified under the NFSC category

NFSC scholars are selected from those who qualify UGC NET-JRF or Joint CSIR-UGC NET-JRF under the NFSC category. Clearing NET only for assistant-professor eligibility, or not selecting the NFSC category in the NET form, means you are not eligible. This is the step candidates most often miss. Fix: apply under the NFSC category in the NET application itself. There is no way to add it after the result; you must re-attempt NET in the correct category.

2. Not from a Scheduled Caste / invalid caste certificate

NFSC is reserved for SC candidates. A caste certificate not in the prescribed format or from a non-competent authority is rejected. Fix: obtain the SC certificate from a competent authority in the prescribed format, with the name matching your NET and PG records exactly.

3. Part-time, distance or external PhD

NFSC requires full-time regular PhD registration in a UGC-recognised university, institution or college. Part-time, distance or external registration is rejected. Fix: ensure your registration letter states full-time regular enrolment; get it corrected if it does not.

4. Already drawing another fellowship

Holding UGC-JRF, CSIR-JRF, an ICSSR fellowship, an institutional stipend or a salary for the same research disqualifies you; double benefit is not allowed. Fix: do not draw two fellowships for the same work. Keep a relinquishment proof if you surrendered another.

5. Institution not UGC-recognised

If your university, institution or college is not recognised by the UGC, the application fails. Fix: confirm UGC recognition before registering for the PhD.

6. Record mismatch between NET and application

Differences in name, category or subject between your NET record and the NFSC application cause rejection at scrutiny. Fix: keep all fields identical to your NET record; correct any spelling or subject mismatch before submitting.

Why payments get delayed or stopped

Even after selection, the fellowship can stall. According to the parent guide, the common causes are:

• Joining report not uploaded by the university — the single most common cause of a delayed first payment. Fix: ask your SC/ST cell or fellowship section to upload the joining report; the fellowship starts from the joining date recorded there.
• Annual progress report not submitted through the supervisor and university. Fix: submit the progress report every year; payments stop where it is missing.
• Bank account not Aadhaar-seeded, causing the DBT credit to fail. Fix: seed the account at your branch.
• Change of university or supervisor without prior intimation and approval. Fix: intimate and get approval before moving.
• Drawing another fellowship or a salary simultaneously, which triggers recovery. Fix: stop the double draw immediately.
• Unsatisfactory or un-submitted progress assessment at the JRF-to-SRF stage, which blocks upgradation. Fix: prepare the progress report and published output for the university review committee.

How to fix a rejected or stopped case (grievance route)

1. Read the recorded reason on the NFSC portal (nfsc.ugc.ac.in) before acting.
2. Correct at source, NET category is fixable only by re-attempting NET; verification, joining-report and progress-report gaps are fixed through your university.
3. Work through your university SC/ST cell or fellowship section, the first point of contact for joining reports, progress reports and payment follow-up.
