National Overseas Scholarship for ST Students: Why Applications Get Rejected and How to Fix It

Most National Overseas Scholarship for ST Students (NOS-ST) applications are rejected for the same handful of reasons; family income above Rs 6 lakh, no valid foreign admission offer, marks below 60%, an over-age candidate, or an invalid ST certificate. Because the Ministry of Tribal Affairs sanctions only 20 awards a year against a large applicant pool, scrutiny is strict and incomplete uploads are treated as incomplete applications. NOS-ST funds full-time Masters, PhD and post-doctoral study abroad; this article covers the rejection grounds and how to fix each, not the full eligibility (in short: notified ST/PVTG, income up to Rs 6 lakh, at least 60% in the qualifying degree, below 35 years, with a foreign offer).

Reason 1: Family income above Rs 6 lakh

This is the most common single ground for rejection. Total family income from all sources: candidate, parents and spouse combined; must not exceed Rs 6,00,000 a year, and it is checked against the income certificate.

Fix: Ensure the income certificate is from the competent authority and states the correct combined figure. If your genuine income is within the ceiling but the certificate is wrong or from the wrong authority, get a corrected certificate before reapplying. This is a hard cut-off. It cannot be waived.

Reason 2: No valid admission offer

Rejection follows if there is no admission offer from the foreign institute at the time of application, or the offer is for a course the scheme does not cover. NOS-ST funds only regular, full-time Masters, PhD or post-doctoral programmes: not undergraduate, diploma, part-time, online or distance courses.

Fix: Attach an unconditional offer letter (provisional/conditional offers may be considered at the ministry's discretion) for a regular full-time postgraduate or research programme. If your course type is ineligible, no correction will help. The programme itself must qualify.

Reason 3: Qualifying degree below 60%

A first class with at least 60% marks or the equivalent grade in the qualifying degree is required — Bachelor's for a Masters application, Master's for a PhD, PhD for post-doctoral research.

Fix: If your degree is graded on a CGPA scale, upload the CGPA-to-percentage conversion certificate so the figure is read correctly; a genuine 60%+ can be mis-scored without it. If your marks are genuinely below 60%, the scheme's floor cannot be relaxed.

Reason 4: Age above the limit

The candidate must be below 35 years as on the cut-off date stated in the year's advertisement. Applications from over-age candidates are rejected.

Fix: Check the cut-off date in the current notification before applying, and upload your Class 10 certificate or birth certificate as date-of-birth proof so age is verified correctly.

Reason 5: Invalid ST certificate

An ST certificate not issued by an authority competent under the rules, or one for a community not notified as a Scheduled Tribe, is a rejection ground. Three of the 20 awards are reserved for Particularly Vulnerable Tribal Groups, so PVTG claims need the matching certificate.

Fix: Obtain the certificate from the competent authority in the prescribed format. SC and OBC candidates are not eligible here, they have separate overseas scholarship schemes run by other ministries.

Reason 6: Sibling already awarded, or double funding

The scholarship is limited to one child per family, so a second sibling cannot be awarded it. Applicants already drawing another scholarship for the same course from any government or public body are also excluded.

Fix: Neither is correctable on your file, the one-per-family and no-double-funding conditions are structural.

Reason 7: Incomplete uploads

A missing income certificate, an unreadable marksheet, or a missing date-of-birth proof is treated as an incomplete application and rejected at scrutiny.

Fix: Before submitting, check every mandatory upload, ST/PVTG certificate, offer letter, degree marksheets, income certificate, date-of-birth proof, passport and photograph: is present, legible and within the prescribed size and format. Linking documents through DigiLocker is encouraged and speeds verification.
