Trade Licence in Odisha (SUJOG)
Odisha state government scheme
Trade Licence in Odisha is issued by the urban local body covering your shop, and the Department of Housing & Urban Development delivers it online through SUJOG; Sustainable Urban Services in a Jiffy by Odisha Government. SUJOG runs across 114 urban local bodies and its trade licence module handles new licences, renewals, amendments and supplemental licences on one login.
What is a trade licence in Odisha?
A trade licence in Odisha is the urban local body's written permission to carry on a stated trade at a stated premises. Odisha's municipal corporations, municipalities and notified area councils (NACs) issue it inside their own limits, and the Department of Housing & Urban Development is the state department that owns the service and has put it online.
Odisha delivers the service through SUJOG, Sustainable Urban Services in a
Jiffy by Odisha Government, at sujog.odisha.gov.in. The Housing & Urban
Development Department describes SUJOG as its programme to introduce e-governance
services across every urban local body in the state, delivering Government-to-
Citizen and Government-to-Government services across 114 urban local bodies.
Trade Licence is one of the named modules in SUJOG's scope, alongside Property
Tax, Marriage Registration, the Online Building Permission System, Water and
Sewerage Management, Public Grievance Redressal, the Finance & Accounting System,
and Faecal Sludge and Septage Management.
The department states four objectives for the SUJOG trade licence module, and they explain what a trader actually gets from it:
- Ease of doing business, traders can apply for new licences, renewals, amendments and supplemental licences on the same platform.
- Regulatory tracking; administrators can track and manage the regulatory process, so a file has a visible position rather than sitting invisibly.
- Shorter timelines, the licensing process is streamlined and automated so a business can be set up quickly.
- Data-driven decision making, the application collects information on economic activity and employment in each urban local body.
One practical exception is worth knowing before you start. The department notes that Bhubaneswar runs a different application for some urban services rather than the common SUJOG modules. If your shop is inside the Bhubaneswar Municipal Corporation area, confirm at the corporation's own licence section which system your application should go through, instead of assuming the statewide route.
A trade licence is not a business registration. It sits alongside, and not instead of, GST registration, shop and establishment registration under the labour department, FSSAI registration for food businesses, and Udyam registration for MSME identity. The trade licence is the document that certifies your premises may lawfully host that particular trade.
Who can and cannot apply for an Odisha trade licence?
Any person aged 18 or above who carries on a trade, business or profession from a fixed premises inside an Odisha urban local body can apply. Sole proprietors, partnership firms, LLPs, private limited companies, societies and trusts are all eligible applicants, so long as they lawfully occupy the premises named in the application. There is no income test and no caste or category condition, a trade licence is a premises-and-activity permission, not a welfare entitlement.
You cannot apply, or your application will not be granted, where:
- You have no lawful right over the premises, no ownership document, no valid rent or lease agreement, and no owner's consent.
- The holding is in arrear of municipal holding tax. Urban local bodies check this before licensing a trade at that address.
- The premises lie outside the limits of any municipal corporation, municipality or NAC. Rural premises fall under the gram panchayat and the Panchayati Raj route, not under a SUJOG urban licence.
- The building's permitted use does not allow that trade at that location.
- The trade is regulated and you do not hold the prior statutory approval — a restaurant without FSSAI registration, a chemist without a drug licence, or a polluting unit without the State Pollution Control Board Odisha's consent.
- The business is mobile street vending, which Odisha regulates under separate street-vendor provisions rather than as a fixed-premises trade licence.
How to apply for a trade licence in Odisha on SUJOG
- Open SUJOG and register. Go to
sujog.odisha.gov.inand create a citizen account using your mobile number, completing the OTP verification. Use a number you will keep, because every status update and query notice goes to it. - Choose the Trade Licence service and your urban local body. Select the municipal corporation, municipality or NAC covering the shop address, then the ward. Choosing the wrong body sends the file to an office with no power to issue the licence, and the application has to be started again.
- Pick the right application type. SUJOG's trade licence module offers a new licence, a renewal, an amendment, and a supplemental licence. An existing holder should use the renewal path, not file a fresh application.
- Fill the trade details. Enter the trade name, the nature and category of the trade, the constitution of the business, the full premises address with the holding number, the built-up area used for the trade, the number of workers, and the proprietor or partner details.
- Upload the documents. Identity proof, premises proof, the latest holding tax receipt, an owner's NOC for rented premises, constitution documents for a firm or company, and any sector approval the trade requires. Scan each page legibly and keep every file within the size limit the portal states.
- Pay the fee SUJOG displays. The platform computes the fee from the trade category and premises details and shows it before payment. Pay through SUJOG's own online payment channel and download the receipt.
- Note the application number and track the file. The acknowledgement carries an application reference number. Use it to check status, answer any query the licence section raises, and finally download the issued trade licence.
How to apply offline in Odisha
An offline route genuinely exists and is still widely used. The department's own figures show roughly 45 per cent of trade licence fee collection arriving as cash and cheque rather than online.
- Go to the licence or revenue section of the municipal corporation, municipality or NAC in whose area the shop stands.
- Collect and fill the trade licence application form.
- Attach self-attested copies of the identity proof, premises proof, latest holding tax receipt, owner's NOC where the premises are rented, and any trade-specific approval.
- Submit the form at the counter and collect a dated acknowledgement carrying the application number.
- Pay the fee at the cash counter and keep the printed receipt.
- Be present at the premises when the licence inspector visits, and collect the licence from the same counter once it is issued.
SUJOG is also designed to be delivered through a chain of Citizen Service Centres, so a CSC operator can file the online application on your behalf. A CSC may charge its own published service charge for that assistance, which is separate from and additional to the government fee; ask what it is first and insist on a receipt.
How do I check my Odisha trade licence application status?
Log in to SUJOG with the same credentials you applied with, open the application tracking section, and enter the reference number from your acknowledgement. SUJOG shows the stage the file has reached and any query raised by the licence section. An unanswered query is the single commonest reason a file stops moving, so respond the same week. Offline applicants take the acknowledgement slip back to the licence section that received it.
Renewal, amendment and validity
An Odisha trade licence is an annual permission and needs renewal, which is why the SUJOG module carries renewal as a first-class application type rather than making you re-file from scratch. Renew before your urban local body's cut-off; bodies publish their own renewal windows and their own late fees.
Use the amendment path when a material detail changes, the trade carried on, the area used, the constitution of the firm, or the ownership. A licence that describes a business you no longer run gives you no protection during an inspection. The supplemental licence path covers an additional activity added at the same premises.
The department has also said that the fire NOC required of commercial establishments will be integrated into the trade licence portal, and that shops and commercial establishments registration will move online on the same platform. Check the portal for whichever of these has gone live by the time you apply, rather than assuming the older paper route.
Why Odisha trade licence applications get rejected
- Holding tax arrear on the premises named in the application.
- Wrong urban local body selected, so the file reaches an office without jurisdiction. A common error near corporation boundaries.
- Premises proof mismatch. The address on the deed or rent agreement differs from the address typed into the form.
- Expired rent agreement, or no owner's NOC permitting commercial use.
- Missing sector approval for a regulated trade such as food, drugs or a polluting process.
- Illegible uploads, especially holding tax receipts where the holding number cannot be read.
- Unanswered portal query, which eventually closes the application.
Grievance route and a warning about middlemen
SUJOG carries a Public Grievance Redressal module of its own, and that is the first channel; file the grievance from your login, quoting the trade licence application reference number. If the file still does not move, escalate at the licence section of the issuing urban local body, and then to the Department of Housing & Urban Development, which owns the service.
Pay only the fee SUJOG computes and displays, through the portal's own payment
channel, or the amount printed on the urban local body's counter receipt. The
Odisha trade licence process carries no charge beyond that municipal fee, and,
if you choose to use a Citizen Service Centre, that centre's own published
assistance charge. No agent or "licence consultant" can move a municipal file
faster than the officers handling it, and nobody is entitled to cash on the side
for issuing or renewing a licence. Apply yourself on sujog.odisha.gov.in, keep
every receipt, and raise a grievance the moment anyone asks for a payment the
portal never showed you.

Frequently asked questions
Who issues a trade licence in Odisha?
The urban local body — the municipal corporation, municipality or notified area council covering your premises — issues the trade licence in Odisha, and the Department of Housing & Urban Development is the state department that owns the service. The department delivers it online through the SUJOG platform.
What is SUJOG?
SUJOG stands for Sustainable Urban Services in a Jiffy by Odisha Government, the Housing & Urban Development Department's e-governance platform for urban local bodies at sujog.odisha.gov.in. Its scope covers 114 urban local bodies and includes property tax, trade licence, marriage registration, online building permission, water and sewerage, and public grievance redressal.
Can I apply for an Odisha trade licence online?
Yes — the SUJOG trade licence module lets traders apply online for new licences, renewals, amendments and supplemental licences, according to the Housing & Urban Development Department's own SUJOG document. Bhubaneswar is the exception the department names, where a different application is in operation for some urban services.
How much does a trade licence cost in Odisha?
The trade licence fee in Odisha is set by the urban local body according to the trade category and the premises, so there is no single statewide figure. SUJOG calculates and displays the exact fee for your application before the payment step, and that displayed amount is the only amount you should pay.
Can I pay the Odisha trade licence fee online?
Yes — SUJOG carries online payment for trade licence fees, and the Housing & Urban Development Department records that roughly 55 per cent of trade licence fee collection came through the online channel, with the remaining 45 per cent still received as cash and cheque at urban local body counters.
Is a trade licence the same as shop and establishment registration?
No — a trade licence is municipal permission to carry on a trade at a premises, while shop and establishment registration is a labour-department registration about working hours and employment conditions. Most Odisha shops need both, plus GST registration once turnover crosses the GST threshold and FSSAI registration for any food business.
How long does an Odisha trade licence stay valid?
An Odisha trade licence is an annual permission that has to be renewed, and SUJOG's trade licence module carries a dedicated renewal path for exactly that reason. Check your own urban local body's renewal window and late-fee notice, because each body publishes its own dates.
Do I need a separate trade licence for each shop?
Yes — an Odisha trade licence attaches to one premises, so a second outlet at a different address needs its own application even when the owner and the trade are identical. Shifting your shop to a new address also needs a fresh application rather than an edit to the existing licence.
