What is the Vyasakabi Fakir Mohan Bhasabruti Scholarship?

Vyasakabi Fakir Mohan Bhasabruti Scholarship is a merit award of the Higher Education Department, Government of Odisha, created to keep students studying the Odia language at degree and postgraduate level. The scheme is named after Fakir Mohan Senapati, the writer honoured as Vyasakabi and widely regarded as the father of modern Odia prose, and readers will also find it written as the Vyasakabi Fakirmohan Bhasabruti. The spelling used on the Odisha State Scholarship Portal itself.

The problem the scheme addresses is straightforward. Odia became a classical language of India in 2014, but enrolment in Odia Honours and M.A. Odia courses competes against engineering, medicine and management. Vyasakabi Fakir Mohan Bhasabruti Scholarship answers that by putting a cash award, paid directly into the student's bank account, behind the decision to take Odia as an honours subject.

According to the scheme listing on the Odisha State Scholarship Portal, the award is a one-time payment, not an annual renewal. The portal records the payment type against both course levels as "One-Time" and notes that a student may avail the scholarship only once.

How much does the Bhasabruti Scholarship pay?

The Higher Education Department publishes two flat amounts, and they do not vary by gender or category:

Course Boys Girls Transgender Payment type
Plus 3 (Odia Honours) Rs 20,000 Rs 20,000 Rs 20,000 One-time
M.A. (Odia) Rs 30,000 Rs 30,000 Rs 30,000 One-time

A student who takes Odia Honours at Plus 3 and later moves to M.A. Odia is drawing against two different course entries, so the undergraduate award and the postgraduate award are separate one-time grants rather than a single lifetime payment. The "avail only once" condition on the portal applies within a level.

Payment reaches the student through Direct Benefit Transfer into the bank account entered in the online application. There is no reimbursement of fees, no vendor and no cheque, the money is unrestricted cash and can be spent on books, hostel expenses or anything else.

The number of awards has commonly been reported as 1,500 a year, split 1,200 for undergraduate and 300 for postgraduate students. The current portal listing is more cautious and states the target as "based on the number of applications received", so treat 1,500 as an indicative historical figure rather than a guaranteed annual quota.

Who is eligible for the Bhasabruti Scholarship?

You can apply if:

  • You hold an Odisha residence certificate. The domicile document is a mandatory upload.
  • You are studying Plus 3 with Odia as the Honours subject and scored at least 70 per cent in the Plus 2 examination, or
  • You are studying M.A. in Odia and scored at least 60 per cent in Odia Honours at Plus 3 level.
  • You belong to any category, the eligibility table names General, SC, ST, OBC/SEBC and EBC for both course streams.
  • You are enrolled in a recognised degree college, autonomous college or university, and can produce a current college identity card.

You cannot apply if:

  • Your honours subject or postgraduate subject is not Odia. A student of English, History or Political Science is not eligible however high the marks, because the scheme exists specifically to support the Odia language.
  • You fall below the percentage bar — under 70 per cent in Plus 2 for the UG award, or under 60 per cent in Odia Honours for the PG award. These are hard cut-offs and the portal will not accept a lower figure.
  • You cannot produce an Odisha residence certificate. Students of Odia in colleges outside Odisha need the domicile document just as much as students inside the state.
  • You have already drawn this one-time award at the same course level.
  • You are enrolled through a distance-education or correspondence route. The portal's course list names only the regular Plus 3 Odia Honours and M.A. Odia programmes.

One condition works in the applicant's favour. The State Scholarship Portal carries a rider stating that an applicant is eligible to apply for and avail Vyasakabi Fakirmohan Bhasabruti irrespective of applying for or availing any other department's scheme. A student already receiving the Post Matric Scholarship from the ST&SC and MBC Welfare Department, or e-Medhabruti from the Higher Education Department, does not have to give one up to take this one.

What documents are required?

The eligibility table on the portal lists five mandatory uploads for both the UG and PG streams:

Document Mandatory Notes
Aadhaar card of the student Yes Registration is Aadhaar-authenticated by OTP
Residence certificate Yes Odisha domicile issued by the Tahasildar
Passport size photograph Yes Recent photograph, uploaded in the form
College identity card Yes Proof of current enrolment in Odia Honours or M.A. Odia
Marksheet of last exam passed Yes Plus 2 marksheet for UG, Plus 3 Odia Honours marksheet for PG

A bank passbook copy is not on the mandatory list for this particular scheme, but the account details drive the DBT credit, so keep the passbook and IFSC code at hand while filling the form. The account should be in the student's own name.

How to apply for the Bhasabruti Scholarship

Application is online only. There is no offline form and no fee.

  1. Open the Odisha State Scholarship Portal at scholarship.odisha.gov.in and use the Check Eligibility link first. Enter your course and academic details, and the portal lists the schemes you qualify for. This step catches most wasted applications before they are made.
  2. Complete the one-time registration. Enter your Aadhaar number and the OTP sent to the mobile number linked to Aadhaar. Your user ID and password arrive by SMS and email. Your name, gender and date of birth are pulled from the Aadhaar database and cannot be edited later, so check the spelling of your name in Aadhaar before you start.
  3. Log in with the user ID and password, select Higher Education Department as the department and Vyasakabi Fakirmohan Bhasabruti as the scheme.
  4. Fill the student, academic, eligibility and bank sections. You may save and return as many times as you like. The portal explicitly allows filling the form across several sittings before submission.
  5. Upload the Aadhaar, residence certificate, photograph, college ID and the marksheet of the last examination passed.
  6. Submit, then download and print the completed form. After submission the application is locked and cannot be edited.
  7. Hand the printout and originals to the scholarship nodal officer in your college, who verifies and forwards the application to the Higher Education Department.

If your institution or your course does not appear in the drop-down list, the portal instructs you to ask your college to contact the District Welfare Officer of the district where the institute is located, who will register the institute or course on the portal.

How do I check my application status?

Use the Know Your Status link on the portal home page. You will need either your Aadhaar number or your application number, and you will receive an OTP to confirm. The status screen shows whether your college has forwarded the application, whether the department has approved it, and whether the DBT payment has been released.

If you spot a mistake after submitting, do not start a second application. Tell your college's scholarship nodal person immediately. The institute has a Revert facility that pushes the application back into your login for editing, after which you submit it again.

Why applications get rejected, and how to fix them

  • Aadhaar mismatch. The portal warns that if the Aadhaar number provided is wrong or is not yours, the application is liable to be rejected. Name and surname spellings in Aadhaar must be correct before registration.
  • Marks below the bar. 70 per cent in Plus 2 and 60 per cent in Odia Honours are absolute. An aggregate that includes a supplementary attempt should be checked against the marksheet you are uploading.
  • Wrong subject stream selected. Selecting a generic Plus 3 Arts course rather than Plus 3 Odia (Honours) is a common data-entry error and produces a rejection at college verification.
  • Application never forwarded. Submitting online is only half the process. If the college does not verify and forward it before the deadline, the application lapses. Follow up with the nodal officer a week after submitting.
  • Missing or illegible residence certificate. Scan the Tahasildar-issued certificate cleanly; a photograph of a folded document is often rejected.
  • Bank account not in the student's name. A parent's account will block the DBT credit even after approval.
