Gopabandhu Sikhya Sahayata Yojana
Odisha state government scheme
Gopabandhu Sikhya Sahayata Yojana is a Department of Higher Education, Odisha scholarship that pays Rs 20,000 per year to students from the state's most vulnerable households; orphans, transgender students, children of manual scavengers, HIV-affected and homeless families: studying UG, PG or professional courses, with annual family income up to Rs 2.5 lakh. Apply on scholarship.odisha.gov.in.
What is Gopabandhu Sikhya Sahayata Yojana?
Gopabandhu Sikhya Sahayata Yojana is a higher-education financial assistance scheme of the Department of Higher Education, Government of Odisha, launched in 2019. The scheme, named after Utkalmani Gopabandhu Das, pays Rs 20,000 a year to students from Odisha's most vulnerable households who are pursuing graduation, post-graduation, technical or professional courses.
Gopabandhu Sikhya Sahayata Yojana exists to answer a narrow but real problem. Odisha already runs caste-based and merit-based scholarships; SC and ST post-matric scholarships, the Medhabruti merit scholarship, and central schemes routed through the National Scholarship Portal. What those miss is the student whose disadvantage is not caste or marks but circumstance: an orphan, a child of a manual scavenger, a transgender student, a child from a household headed by a single mother, a child from a family affected by HIV/AIDS. Gopabandhu Sikhya Sahayata Yojana is built for exactly that gap, which is why the eligibility list reads as a list of situations rather than a list of communities.
The scheme is administered through the Odisha State Scholarship Portal at scholarship.odisha.gov.in, the single window the state uses for scholarships across departments.
Who is eligible for Gopabandhu Sikhya Sahayata Yojana?
You can claim the scholarship if:
- You are a permanent resident of Odisha and can produce a residence or domicile certificate from the Tahasildar.
- Your annual family income does not exceed Rs 2,50,000.
- You are enrolled in a UG, PG, technical, professional or non-professional course at an institution recognised by the government, a university, UGC or AICTE.
- Your household belongs to one of the notified vulnerable categories, which include:
- orphans
- students from the transgender community
- families affected by HIV/AIDS
- homeless households
- families engaged in begging, or households in destitution
- families of manual scavengers
- Particularly Vulnerable Tribal Groups (PVTGs)
- families of legally released or emancipated bonded labourers
- families headed by a single mother
- specially cared children
You are not eligible, and cannot apply, if:
- You are not a permanent resident of Odisha, even if you are studying at an Odisha institution.
- Your family income is above Rs 2.5 lakh a year.
- You do not fall into any of the notified vulnerable categories. Low income alone is not enough; a category certificate is required.
- You are a school student. The scheme begins at the graduation stage, so a Class IX to XII student should look at the pre-matric and post-matric scholarships on the same portal instead.
- Your institution is not recognised by the government or the relevant regulator.
How much does Gopabandhu Sikhya Sahayata Yojana give?
The scheme pays Rs 20,000 per year. Payment is made by Direct Benefit Transfer into the student's own Aadhaar-seeded bank account, so a joint account or a parent's account will not work.
The assistance is not a one-off. It continues until the student completes the course for which it was sanctioned, subject to renewal each academic year and to satisfactory progress. That means a three-year degree student who is selected in the first year can, on renewal, draw the assistance across the whole degree.
Because the scheme targets vulnerability rather than merit, it does not impose a minimum percentage in the qualifying examination the way merit scholarships such as Medhabruti do. Selection is governed by category, income and residence, and by the number of slots the department sanctions for the year.
How to apply for Gopabandhu Sikhya Sahayata Yojana
- Open the Odisha State Scholarship Portal at scholarship.odisha.gov.in and find Gopabandhu Sikhya Sahayata Yojana in the scholarship list. Read the current year's notification first. It carries the exact opening and closing dates and any change in conditions.
- Register on the portal with your mobile number and email address, and set a password. Keep the registered mobile number active; the portal sends OTPs and status alerts to it.
- Complete Aadhaar-based verification. The portal validates your identity against Aadhaar. A mismatch between the name on Aadhaar and the name on your school certificate is the most common reason a form stalls at this step, so fix the mismatch before you start.
- Fill the application form: personal details, permanent address, current course and institution, admission year, the vulnerable category you are claiming, and your bank account details.
- Upload the documents: residence certificate, income certificate, category or vulnerability certificate, Aadhaar, admission slip or bonafide certificate, previous qualifying examination mark sheet, bank passbook, age proof and a passport-size photograph. Check the file size and format limits the portal states at each upload box.
- Submit before the last date and download or print the acknowledgement, which carries your application ID. Save the ID; every later status check needs it.
- Follow up with your institution. The college or university has to verify your application online before it reaches the department. An application that sits unverified at institution level will lapse at the deadline even though you submitted it on time.
There is no offline route. Applications on paper, or through an agent, are not accepted.
How to check your Gopabandhu Sikhya Sahayata Yojana status
- Log in to scholarship.odisha.gov.in with your registered credentials.
- Open the application status or track-application section and enter your application ID.
- Read the stage the application is at β submitted, pending institutional verification, verified, sanctioned, or payment released.
- If it shows "pending at institution", meet your college's scholarship nodal officer in person. This is the stage where most applications get stuck.
- If it shows "sanctioned" but no money has arrived, check your bank account's Aadhaar seeding at your bank branch, then call 0674-2396550.
Why Gopabandhu Sikhya Sahayata Yojana applications get rejected
- Income certificate above Rs 2.5 lakh, or expired. Income certificates carry a validity period. An old certificate is a common rejection ground. Get a fresh one before the window opens.
- No category certificate. A student who is genuinely an orphan or from a single-mother household but has no certificate to prove it will be rejected. Approach the Tahasildar, the District Social Welfare Officer or the Child Welfare Committee, as appropriate, well in advance.
- Aadhaar name mismatch. Correct the name at an Aadhaar enrolment centre, or correct it in the school record, so that the two match exactly.
- Bank account not in the student's name or not Aadhaar-seeded. DBT will fail. Open an account in your own name and complete seeding at the branch.
- Institution did not verify in time. Chase your college nodal officer at least a week before the closing date.
- Wrong course claimed. Only recognised UG, PG, technical and professional courses qualify. Short certificate courses will not.
- Blurred or wrongly cropped uploads. Re-scan documents so that seals, signatures and dates are legible.
Key dates
Gopabandhu Sikhya Sahayata Yojana runs on an annual cycle announced by the Department of Higher Education. The window for the 2025-26 cycle closed on 12 March 2026, and an earlier cycle closed on 24 October 2025. The dates move year to year and depend on when admissions close, so the only reliable source is the notification published on scholarship.odisha.gov.in. Students who miss a window must wait for the next academic year's cycle; there is no late submission facility.
Does the transliterated name matter?
Readers searching in Odia will find the scheme written as Gopabandhu Sikhya Sahayata Yojana, sometimes spelled "Shiksha Sahayata Yojana" or "Sikshya Sahayata Yojana". All three spellings refer to the same Department of Higher Education scheme. The official English title used on the State Scholarship Portal is Gopabandhu Sikhya Sahayata Yojana, and that is the name to look for in the scholarship list.
