ISO Certification Reimbursement Scheme (Odisha MSMEs)
Odisha state government scheme
ISO Certification Reimbursement gives an Odisha micro or small enterprise back 75 percent of ISO 9000, ISO 14001 or HACCP certification cost up to Rs 75,000 under the Government of India scheme listed by the Odisha MSME Department. The state's own quality certification subsidy under OMSMED Policy 2022 pays 100 percent up to Rs 5 lakh across 3 years.
What is the ISO Certification Reimbursement Scheme in Odisha?
The ISO Certification Reimbursement Scheme is a quality-upgradation incentive listed by the Micro, Small and Medium Enterprises Department, Government of Odisha on its MSME Schemes page as "ISO 9000/ISO 14001 Certification Reimbursement Scheme". The scheme text is that of the Government of India's incentive administered through the Office of the Development Commissioner, MSME, and the Odisha MSME Department signposts it to state enterprises alongside PMEGP, CLCSS, MSE-CDP and the Credit Guarantee Scheme.
Odisha runs its own, larger quality certification subsidy under the Odisha MSME Development Policy 2022 (OMSMED Policy 2022). Any enterprise in the state thinking about certification cost should read both, because the amounts differ by a wide margin and the policy expressly allows an entrepreneur to choose a particular incentive according to eligibility.
Both schemes exist for the same reason. Economic liberalisation opened Indian small enterprises to global competition, and a recognised certification is often the entry ticket to institutional buyers, exports and public procurement. The certification process itself, consultancy, documentation, audit and surveillance: costs money that a micro enterprise finds hard to justify before the orders arrive, so the government pays for it after the fact.
How much money does each route give?
Central ISO 9000/ISO 14001/HACCP Certification Reimbursement Scheme
The scheme reimburses charges for acquiring ISO-9000, ISO-14001 or HACCP certification to the extent of 75 percent of expenditure, subject to a maximum of Rs 75,000 in each case. The scheme was later enlarged to include reimbursement of expenses for acquiring ISO 14001 certification, which is why the environmental standard sits alongside the quality standard in the same scheme name.
Odisha MSMED Policy 2022 to Subsidy for investing in Quality Certification
Under clause 7.8 of the policy, new and existing enterprises undertaking expansion, modernisation or diversification with investment in plant and machinery up to Rs 50 crore are provided assistance for obtaining quality certifications from nationally and internationally recognised institutions, and for their renewal for the next two consecutive years — that is, for a total period of 3 years, at 100 percent of the quality certification charges up to a total maximum limit of Rs 5 lakh.
The comparison is stark. The state route pays the whole certification bill up to Rs 5 lakh and covers two renewals; the central route pays three-quarters of it up to Rs 75,000, once. For most Odisha manufacturers the state subsidy is the better instrument, and the Operational guidelines on subsidy for investing in quality certification under Odisha MSMED Policy 2022 are published on the MSME Department's policies page.
Who is eligible and who is not eligible?
For the central ISO reimbursement scheme, you can apply if:
- You are a permanently registered micro or small enterprise (MSE), an ancillary undertaking or an SSSB unit.
- You have already acquired ISO-9000, ISO-14001 or HACCP certification. The scheme is written for units that hold the certificate, not for units planning to obtain one.
- You can produce the registration number of the enterprise. The scheme text refers to the older EM number; Udyam Registration is the current equivalent.
You are not eligible under the central scheme if:
- You are a medium enterprise. The scheme is limited to micro and small enterprises and ancillary units.
- You hold a certification outside the ISO-9000, ISO-14001 and HACCP set named in the scheme.
- You are an unregistered enterprise, a trading concern without manufacturing or a services unit outside the MSE definition.
For the Odisha MSMED Policy 2022 quality certification subsidy, you can apply if:
- Your enterprise has investment in plant and machinery up to Rs 50 crore.
- You are a new enterprise, or an existing enterprise undertaking expansion, modernisation or diversification.
- The certification is issued by a nationally or internationally recognised institution. The policy does not restrict itself to the three standards named in the central scheme.
- You have been acknowledged with an Entrepreneurship Identification Number and/or Production Certificate, and commenced production within 3 years of starting your first fixed capital investment.
You are not eligible under the state subsidy if:
- Your enterprise appears in the ineligible list at Annexure-II of the Odisha MSMED Policy 2022. That list is also relevant to state awards, which the policy says will not apply to industries in the ineligible category.
- Your investment in plant and machinery exceeds Rs 50 crore.
- You file the claim after the deadline in the relevant operational guidelines, beyond the 90-day condonation window.
How to apply for ISO certification reimbursement
- Obtain the certification first. Complete the audit and hold the ISO 9000, ISO 14001, HACCP or other recognised certificate in the name of the enterprise, and keep every invoice and payment record for consultancy, audit and certification fees.
- Confirm your registration status. Ensure your Udyam Registration is current and, for the state subsidy, that you hold the Entrepreneurship Identification Number or Production Certificate issued by the GM of the RIC or DIC.
- Choose your route. Compare the central ISO scheme, at 75 percent up to Rs 75,000, with the Odisha MSMED Policy 2022 quality certification subsidy, at 100 percent up to Rs 5 lakh over 3 years, and pick the one you qualify for and that pays more.
- For the central scheme, submit the duly completed application to your local Director, MSME-Development Institute. Addresses of the MSME-DIs are published on dcmsme.gov.in.
- For the state subsidy, file the claim through your District Industries Centre following the operational guidelines on subsidy for investing in quality certification under the Odisha MSMED Policy 2022, published on the MSME Department's policies page.
- File within the prescribed time limit. Late claims are rejected outright unless the government condones the delay, which it may do for up to 90 days beyond the limit.
- Claim the renewals. Under the state subsidy, come back in each of the next two years with the renewal certificate and its invoices to use the full 3-year, Rs 5 lakh entitlement.
How are claims approved in Odisha?
The Odisha MSMED Policy 2022 sets out a two-tier approval structure for incentive claims, constituted by the MSME Department. A District Level Committee (DLC) chaired by the District Collector handles enterprises with investment in plant and machinery up to Rs 1 crore. A State Directorate Level Committee (SDLC) chaired by the Director of Industries, Odisha handles enterprises with investment above Rs 1 crore. Implementation of the policy as a whole is monitored and reviewed periodically by a High-Level Committee chaired by the Chief Secretary.
The date of commencement of production, which controls the eligibility window, is determined by the GM of the RIC or DIC on documentary evidence. Where a project is delayed beyond the three-year window by force majeure such as a natural calamity, the government may condone the delay case by case on the recommendation of an supported Committee chaired by the Secretary, MSME Department.
Why do quality certification claims get rejected?
- The claim is filed late. This is the single most avoidable failure. Clause 9.6 of the policy makes an enterprise ineligible if it does not file within the time limit in the operational guidelines, with only a 90-day condonation window.
- The enterprise is on the ineligible list at Annexure-II of the policy.
- The certifying body is not a recognised institution. The policy funds certifications from nationally and internationally recognised institutions, not from any certifier that issues a document.
- Invoices do not match the certificate; wrong entity name, a certificate in a director's name rather than the enterprise's, or payments made from an unrelated account.
- No Entrepreneurship Identification Number or Production Certificate, or production not commenced within 3 years of the first fixed capital investment.
- Double claiming. The policy's general provisions allow an entrepreneur to choose a particular incentive according to eligibility, so the same certification expenditure should not be claimed under two schemes.
Where do I go for help?
Your first stop is the District Industries Centre (DIC) in your district; the General Manager of the RIC or DIC is the officer who issues the Entrepreneurship Identification Number, determines the date of commencement of production and processes state incentive claims. Above the DIC sits the Directorate of Industries, Odisha, and above that the Micro, Small and Medium Enterprises Department, Odisha State Secretariat, Sachivalaya Marg, Bhubaneswar 751001.
For the central ISO scheme, the operative office is the MSME-Development Institute with jurisdiction over your district, under the Office of the Development Commissioner MSME.
Two points are worth confirming before you spend money on certification. First, read the current operational guidelines on the MSME Department's policies page rather than relying on scheme summaries, since the department has amended several OMSMED 2022 guidelines through 2024 and 2025. Second, ask the DIC in writing which route applies to your enterprise, because the difference between a Rs 75,000 ceiling and a Rs 5 lakh ceiling is worth a phone call.
How to check your application status
Neither route under this scheme runs on a public online tracking portal, so status checking is a manual, office-led process rather than a login-and-check one.
For the central ISO 9000/ISO 14001/HACCP reimbursement claim:
- Keep the acknowledgement or receipt number given by the Director, MSME-Development Institute when you submitted the application. This is your only reference for follow-up.
- Call or visit the same MSME-DI office that received your papers. Since the scheme has no centralised dashboard, the office that holds your file is the only one that can tell you where it stands.
- Ask specifically whether your claim is still under scrutiny, has been sent for verification of the certification and invoices, or has been approved for payment. Processing officers can confirm this over the phone once you quote your acknowledgement number.
- If there is no movement after a reasonable period, write a follow-up letter to the MSME-DI referencing your submission date and acknowledgement number, and ask for a written status update.
For the Odisha MSMED Policy 2022 quality certification subsidy claim:
- Your claim moves through the District Industries Centre (DIC) first, so that is where you check status. Quote the acknowledgement given at the time of filing.
- Ask the DIC whether your file is still with them, has moved to the District Level Committee (for investment up to Rs 1 crore) or the State Directorate Level Committee chaired by the Director of Industries (for investment above Rs 1 crore), or has been cleared for disbursement.
- Because the committee structure has a defined chain from DIC to DLC/SDLC and up to the Directorate of Industries, a claim stuck for a long period at one level is worth escalating in writing to the next level, copying the MSME Department, Odisha State Secretariat, Bhubaneswar.
- If you are claiming a renewal-year payment under the 3-year entitlement, check status separately each year; approval of the first year's claim does not automatically trigger the next year's payment; you must file again and track that filing on its own.
In both cases, since no helpline number or online status portal is published for this scheme, the enterprise's own follow-up with the office that holds the file, backed by the acknowledgement number and dated correspondence, is the only reliable way to track progress.

Frequently asked questions
How much does the ISO Certification Reimbursement Scheme pay?
The Government of India scheme listed by the Odisha MSME Department reimburses 75 percent of the expenditure on acquiring ISO 9000, ISO 14001 or HACCP certification, subject to a maximum of Rs 75,000 in each case. Odisha's own quality certification subsidy under the MSMED Policy 2022 is more generous at 100 percent of charges up to Rs 5 lakh.
Which scheme should an Odisha MSME use for ISO certification cost?
Compare the two. The Odisha MSMED Policy 2022 quality certification subsidy covers 100 percent of certification charges up to Rs 5 lakh over three years including two renewals, which is larger than the Rs 75,000 ceiling of the central ISO scheme. The policy allows an entrepreneur to choose a particular incentive according to eligibility.
Who can claim ISO certification reimbursement?
Permanently registered micro and small enterprises, including ancillary undertakings, that have already acquired ISO 9000, ISO 14001 or HACCP certification are eligible under the central scheme. The Odisha state subsidy covers new and existing enterprises with investment in plant and machinery up to Rs 50 crore undertaking expansion, modernisation or diversification.
How many years does the Odisha quality certification subsidy cover?
Three years in total — the year of obtaining the certification plus renewal for the next two consecutive years, at 100 percent of the quality certification charges within an overall ceiling of Rs 5 lakh.
Where do I submit the ISO reimbursement application?
For the central ISO scheme, the enterprise submits the completed application to the local Director, MSME-Development Institute, whose addresses are listed on dcmsme.gov.in. For the state quality certification subsidy, claims go through the District Industries Centre under the Odisha MSMED Policy 2022 operational guidelines.
What happens if I file the claim late?
An enterprise becomes ineligible for an incentive if it does not file its claim within the time limit prescribed in the operational guidelines of that incentive. The Government of Odisha may condone a delay of up to 90 days beyond the prescribed limit.
Do medium enterprises get ISO reimbursement in Odisha?
Not under the central ISO scheme, which is restricted to micro and small enterprises and ancillary units. The Odisha MSMED Policy 2022 quality certification subsidy is wider, covering enterprises with investment in plant and machinery up to Rs 50 crore.
