Hathkargha Samvardhan Sahayata (HSS), Odisha
Odisha state government scheme
Hathkargha Samvardhan Sahayata gives Odisha handloom weavers looms and accessories for technological upgradation, with 90% of the cost borne by the Government of India and only 10% by the weaver. Weavers trained in the last 2 years are selected at camps run by the Weavers' Service Centre, and the 90% share reaches them by DBT.
What is Hathkargha Samvardhan Sahayata?
Hathkargha Samvardhan Sahayata (HSS) is a handloom technology upgradation scheme announced by the Union Minister of Textiles on 7 August 2016, the second National Handloom Day, at Varanasi. According to the HSS guideline published by the Handlooms, Textiles and Handicrafts Department of Odisha, the scheme was announced "to meet the needs of handloom weavers for assistance on larger scale for looms and accessories".
Hathkargha Samvardhan Sahayata has a single stated objective: to provide financial assistance for technological upgradation to improve the quality of the fabric and productivity. It is not an income support scheme and it does not pay cash into a weaver's hands for general use, the money is tied to a specific piece of equipment, ordered from an empanelled supplier and installed at the weaver's own site.
In Odisha the scheme is implemented through the Directorate of Textiles and Handloom under the Handlooms, Textiles and Handicrafts Department, working with the Weavers' Service Centre (WSC) as lead agency and the National Handloom Development Corporation (NHDC) as the fund-routing agency.
The core financial split
Under HSS, financial assistance to the extent of 90% of the cost of the technological upgradation item is borne by the Government of India, while the remaining 10% is borne by the beneficiary weaver.
Which items are covered under HSS?
The guideline gives an indicative list of admissible technology upgradation items, updated along with cost norms on the recommendations of an Expert Committee:
- Pneumatic jacquard system for a set of 4 handlooms
- Motorized jacquard on the existing handloom
- Take-up and let-off motions on the existing handloom, including fitting charges
- Multiple box motion
- Multiple buti weaving sley
- Twin cloth weaving mechanism, including fitting charges
- Jacquard with complete set including installation
- Dobby
- Healds, reeds, bobbins, shuttles and similar accessories, as a set
- Frame loom, up to 60 inches and above 60 inches
- Construction of workshed
- Asu machine, manual and motorized
- Warp beam and fabric beam
- Normal warping machine and motorized warping machine
- Motorized pirn winding machine, and motorized pirn-cum-bobbin/dubba winding machine
- Street sizing kit; brush, sticks, spray gun and similar items
A caution worth reading twice: the guideline notes that where the cost of an item works out higher than the prescribed cost in the scheme guidelines, the excess is borne by the beneficiary. The 90% share is calculated on the prescribed norm, not on whatever the supplier quotes.
Who is eligible for Hathkargha Samvardhan Sahayata?
You can be selected if:
- You are a handloom weaver in a cluster for which the Office of the DC (Handlooms) has sanctioned or released funds for technology upgradation items.
- You have undergone training in weaving in the last 2 years under a government programme, including Block Level Clusters.
- You are willing to contribute 10% of the cost of the item.
- You hold a weaver I-card and an Aadhaar card, and can produce both at the selection camp.
You cannot apply / are not eligible if:
- You have not been trained in weaving in the last 2 years under a government programme. The guideline makes this an explicit condition: looms and accessories are given "only to those weavers" who meet it.
- You are unwilling or unable to pay the 10% contribution.
- You are in a cluster for which no funds have been sanctioned by the Office of the DC (Handlooms) for the item concerned.
- You want to receive cash instead of equipment. HSS delivers a specific item from an empanelled supplier, and diverting the assistance attracts recovery and penal action.
There is also no self-nomination route. The beneficiary list is prepared by the Weavers' Service Centre in association with the implementing agency and the State Directorate of Handlooms, a weaver cannot simply file a form and demand a loom.

How to apply for Hathkargha Samvardhan Sahayata
- Register as a weaver and obtain a weaver I-card through the State Directorate of Handlooms and Textiles, and complete a government weaving training programme — training within the last 2 years is the gateway condition.
- Wait for the cluster list. The Weavers' Service Centre prepares a list of technology upgradation items for each cluster for which funds have been sanctioned or released by the Office of the DC (Handlooms), collating items with the same specifications to assess total requirement.
- Get selected. A list of beneficiaries is prepared by the WSC together with the implementing agency and the State Directorate of Handlooms, and selection is done by organising camps. Weavers are informed to participate by SMS and similar channels.
- Attend the camp at the central location in the cluster decided by the WSC, carrying a copy of your Aadhaar card, a photograph and your weaver I-card. Empanelled suppliers display their products, and the WSC checks that the displayed quality matches the sample submitted at bid stage.
- Place your order and pay your 10% at the camp, digitally to the supplier through RTGS, NEFT, UPI or a similar mode. The WSC consolidates the orders on the spot and conveys them to the supplier.
- Keep the supply order. It carries your name, address, mobile number, the item and its specifications and cost, and the expected date of supply. A copy goes to NHDC and to you.
- Collect and install. The item is collected from the Weavers' Service Centre, a Common Facility Centre, or a block-level point decided by the WSC, with prior intimation by SMS. Installation of a loom, jacquard or dobby is the supplier's responsibility at the weaver's site.
- Cooperate with inspection. Quality and physical verification is done jointly by the WSC and NHDC or the State Directorate within 7 days of supply or installation.
How does the money actually move?
The fund flow under HSS is worth understanding, because weavers often expect the subsidy in advance and it does not work that way.
Of the total cost of the technology upgradation item, the 90% Government of India share is released to NHDC for onward release to beneficiaries through DBT. Once the weaver has deposited the 10% contribution with the supplier, the Office of the DC (Handlooms) transfers the 90% share into NHDC's bank account after receiving beneficiary details. That amount is then transferred to the beneficiary's own bank account by DBT after installation of the item, so that the weaver can pay the supplier.
The weaver's 90% payment to the supplier is made only after a satisfactory inspection report from the concerned Weavers' Service Centre, and the WSC is required to intimate weavers in time so the supplier is paid on schedule.
NHDC is provided 1.25% to 2% administrative charges on the GoI share for rendering this service, on the lines of the Yarn Supply Scheme.
What if the supplier or the weaver defaults?
Hathkargha Samvardhan Sahayata has penalties running in both directions. If a supplier does not provide items as per requirement, the agency is debarred from empanelment along with a suitable penalty as decided by the WSC. If a beneficiary utilises the assistance for other purposes with malafide intention, suitable penal action is taken to recover the funds.
Empanelment itself is meant to be transparent: the list of empanelled suppliers for each item is prepared by the concerned WSC through a standard Expression of Interest document prepared by the Office of the DC (Handlooms), and a committee chaired by the officer in-charge of the WSC, with officials of the State Directorate of Handlooms and Textiles and NHDC, does the empanelment.
Monitoring runs upward: the WSC furnishes cluster-wise physical progress to NHDC, which in turn submits physical and financial progress to the Office of the DC (Handlooms).
Help and grievance redressal
- Directorate of Textiles and Handloom, Odisha. The department's published helpdesk number is 0674-2575783. The department's published email addresses are hthdepartment@gmail.com and textile.handloom@gmail.com.
- Weavers' Service Centre for your cluster, which is the lead agency for selection, supplier empanelment, camps, inspection and quality complaints.
- Handlooms, Textiles and Handicrafts Department, Odisha, which publishes the HSS guideline and other scheme guidelines at handloom.odisha.gov.in.
Hathkargha Samvardhan Sahayata costs a weaver 10% and nothing more. No agent fee, no facilitation charge, and the contribution is paid digitally to the supplier at the camp: never in cash to a middleman.
How to check your application status
Hathkargha Samvardhan Sahayata has no online application, no application ID and no web portal dashboard where you log in to check a status, so "checking status" here means tracking your case through the same offline chain the scheme actually runs on.
- Confirm you are on the selection list. The Weavers' Service Centre (WSC) for your cluster prepares the beneficiary list jointly with the implementing agency and the State Directorate of Handlooms. If you registered as a weaver and completed training but have not been called, visit or call your WSC directly and ask whether your cluster has a sanctioned fund release from the Office of the DC (Handlooms) for this financial year; if it does not, no camp will be held yet.
- Watch for the SMS. Selected weavers are informed to attend the camp by SMS on the mobile number linked to their weaver I-card. If you believe you should have been called but received nothing, check that your registered mobile number is current with the WSC, since a stale number is a common reason weavers miss their own camp.
- Track the supply order after the camp. Once you place your order and pay your 10% at the camp, you are given a copy of the supply order showing your name, the item, its cost and specification, and the expected date of supply, with a duplicate sent to NHDC. That document, and its expected supply date, is your reference point for following up if the item does not arrive on time; a follow-up call to the WSC citing the supply order is more effective than a general enquiry.
- Track the inspection. Quality and physical verification of the delivered item is carried out jointly by the WSC and NHDC or the State Directorate within 7 days of supply or installation. If that window has passed without a visit, contact the WSC and ask for the verification to be scheduled, since your 90% share is not released to the supplier until this inspection is satisfactorily completed.
- Track the DBT credit. The Government of India's 90% share moves from the Office of the DC (Handlooms) to NHDC, and from NHDC to the beneficiary's own bank account by DBT after installation. Check the bank account linked to your weaver record for the credit; if the installation and inspection are both done and the DBT credit has not appeared after a reasonable interval, raise this with the WSC, quoting the installation date, rather than with NHDC directly, since the WSC is the point of contact for individual weaver cases.
- For anything unresolved, escalate to the Directorate of Textiles and Handloom, Odisha on 0674-2575783, or by email to hthdepartment@gmail.com or textile.handloom@gmail.com, citing your cluster name and the WSC you were dealing with.
Common reasons for rejection
Because selection under HSS happens through camps rather than a form-based application, most "rejections" actually happen earlier, at the eligibility-screening stage, or later, at the payment and inspection stage. The specific, avoidable reasons are:
- No weaving training in the last 2 years. The guideline states looms and accessories go "only to those weavers" who completed training under a government programme, including Block Level Clusters, within the last 2 years. A weaver trained earlier than that window, or never formally trained under a government programme, will not be selected. The fix is to complete or renew training through the State Directorate of Handlooms and Textiles before the next camp cycle.
- Cluster has no sanctioned funds. Selection only happens where the Office of the DC (Handlooms) has sanctioned or released funds for technology upgradation items in that specific cluster. A weaver in an unfunded cluster cannot be selected no matter how well they otherwise qualify; there is no individual override. Check with your WSC whether your cluster is on the current funded list, and if not, ask when the next sanction cycle is expected.
- Missing or mismatched weaver I-card or Aadhaar. Both documents must be produced at the camp itself. A weaver whose I-card has lapsed, was never issued, or does not match their Aadhaar details cannot be processed on the spot. Get the weaver I-card issued or renewed through the State Directorate well before camp season, since it cannot usually be arranged at the camp itself.
- Unwillingness or inability to pay the 10% share. HSS is a cost-sharing scheme, not a free grant; a weaver who cannot arrange the 10% digital payment (RTGS, NEFT or UPI) to the supplier at the camp does not get the order placed. There is no provision to waive or defer this share.
- Item cost above the prescribed norm and unwillingness to pay the excess. The 90% Government of India share is calculated on the scheme's prescribed cost norm for each item, not on the supplier's actual quote. If the quoted price is higher, the difference is the weaver's liability; a weaver who refuses to cover that excess will not have the order finalised.
- Demanding cash instead of equipment. HSS delivers a specific item from an empanelled supplier; it is not a cash-transfer scheme. A weaver seeking the subsidy amount as cash rather than as equipment is outside the scheme's design, and any diversion of assistance after receipt is treated as misuse, attracting recovery of funds and penal action rather than a routine rejection.
- Failed or delayed quality and physical verification. Because the 90% payment to the supplier is released only after a satisfactory inspection report from the WSC, an installation that fails verification, for example equipment that does not match the specifications on the supply order, holds up the beneficiary's own payment chain until the discrepancy is corrected with the supplier.

Frequently asked questions
How much does a weaver pay under Hathkargha Samvardhan Sahayata?
A weaver pays 10% of the cost of the technology upgradation item, and the Government of India bears the remaining 90%. If the actual cost of an item exceeds the prescribed cost in the scheme guidelines, the weaver bears the excess as well.
Who is not eligible for Hathkargha Samvardhan Sahayata?
Weavers who have not undergone weaving training in the last 2 years under a government programme are not eligible, and neither are weavers unwilling to contribute their 10% share. Selection is confined to weavers in clusters for which funds have been sanctioned by the Office of the DC (Handlooms).
What items can be obtained under HSS?
HSS covers looms and accessories for technological upgradation, including pneumatic and motorized jacquard, take-up and let-off motions, multiple box motion, dobby, healds and reeds, frame looms, worksheds, manual and motorized Asu machines, warping machines, motorized pirn winding machines and street sizing kits.
How do weavers apply for HSS?
There is no online application form — weavers are selected through camps organised by the Weavers' Service Centre in the cluster. Selected weavers are informed by SMS, attend the camp with Aadhaar, photograph and weaver I-card, and place their order there.
How is the 10% weaver contribution paid?
Digitally, and directly to the supplier. The guideline requires selected weavers at the camp to pay their 10% financial contribution to the supplier through RTGS, NEFT, UPI or similar digital modes — not in cash.
When does the weaver receive the government's 90% share?
After installation. The Office of the DC (Handlooms) transfers the 90% share to NHDC's bank account, and NHDC transfers it to the beneficiary's account by DBT after the item is installed, so the weaver can pay the supplier.
What happens if the supplied loom or accessory is of poor quality?
Quality and physical verification is done jointly by the Weavers' Service Centre and NHDC or the State Directorate of Handlooms and Textiles within 7 days of supply or installation, and defects are referred back to the supplier for corrective action.
Can a weaver sell or divert an item received under HSS?
No. The guideline states that if a beneficiary utilises the assistance for other purposes with malafide intention, suitable penal action will be taken to recover the funds.
