EWS (Income and Asset) Certificate in Odisha
Odisha state government scheme
EWS Certificate in Odisha is issued as the "Income and Asset Certificate" by the Revenue and Disaster Management Department through edistrict.odisha.gov.in, where the Tehsildar signs it for families with gross annual income below Rs 8 lakh. The e-District service page lists a delivery period of 10 working days and no government service charge, and the application is Form No. 5.
What is the EWS certificate in Odisha?
The EWS certificate in Odisha is the Income and Asset Certificate, the written proof from the Revenue and Disaster Management Department that a named person's family belongs to the Economically Weaker Sections and is therefore entitled to the 10% reservation created by the 103rd Constitutional Amendment. Odisha delivers the service through e-District Odisha at edistrict.odisha.gov.in, and the portal describes it as the "Income and Asset Certificate for admission to specified educational institutions" issued to EWS candidates whose family's annual income is below Rs 8 lakh.
The Odisha application is Form No. 5 under Rule 4(ii). The form's final field, "Apply to the Office", routes the file to the Office of the Tehsildar for the applicant's tehsil, rural or urban, and the Tehsildar is the officer who signs the certificate. The Revenue and Disaster Management Department owns the service, and it is classified on the portal as an ORTPS service; one delivered under Odisha's Right to Public Services framework.
EWS is not a caste category. It is an income-and-asset test applied to people who are outside every existing reservation. That single point causes most confusion in Odisha, where the state's own backward-class list is called SEBC rather than OBC.
Who can and who cannot apply?
You can apply for an Odisha EWS certificate if your family is not covered by any existing reservation for SC, ST or SEBC, and the family's gross annual income for the financial year prior to the year of application was below Rs 8 lakh counting salary, agriculture, business, profession and every other source together.
You cannot apply, you are not eligible: if you belong to a caste on the SC, ST or SEBC lists, whatever your income. EWS and the backward-class reservations are mutually exclusive. You are also excluded, irrespective of income, if your family owns or possesses:
- 5 acres of agricultural land or more;
- a residential flat of 1,000 sq ft or more;
- a residential plot of 100 sq yards or more in a notified municipality;
- a residential plot of 200 sq yards or more outside notified municipalities.
Property held by the family in different places is clubbed before the land test is applied, so a small plot in Bhubaneswar and another in the home village are added together. "Family" for the EWS test means the applicant, their parents, their siblings below 18, and their spouse and children below 18 to not the whole joint household.
The Odisha form reflects this precisely: it asks separately for salary, business, agriculture, profession and other income, and then for an asset table with each asset, its area in acres or square yards or square feet, and its location.
What documents are required?
The e-District Odisha Standard Operating Procedure for the Income and Asset Certificate says any one of the following is mandatory to upload, and more than one may be uploaded:
- Copy of the ROR (Record of Right)
- EPIC or Aadhaar card
- Copy of the salary certificate
- IT returns of the last financial year
- Proof of agriculture income
Two conditional rules matter. The SOP states that where salary and agriculture income values are entered in the form, the applicant must attach the salary certificate and the proof of agriculture income. The portal also allows an "Others" upload for any other relevant document, which is where a tehsil office will expect the ROR if it has not already been attached.
The form itself needs the applicant's photograph. The Odisha form specifies an image larger than 20 KB and smaller than 200 KB — plus father's and mother's names, whether there are siblings or children below 18, the present and permanent address down to the RI circle, post office, police station and PIN, and the signed declaration.
How to apply for an EWS certificate in Odisha online
- Open edistrict.odisha.gov.in in a browser and click the Services icon at the top right of the page.
- Register yourself. Click "Register Yourself", enter your full name, a valid email ID, mobile number, password and state, and validate. The system sends one email OTP and one mobile OTP; enter both and submit. Registration is a one-time process that covers every e-District Odisha service.
- Open the Income and Asset Certificate service. Click the certificate you want, then "Apply for Services", then "Online", and log in with the registered email ID or mobile number.
- Fill Form No. 5. Enter the category, personal details with photograph, father's and mother's names, family details, present and permanent address, the annual income of the preceding financial year split across salary, business, agriculture, profession and other sources, and the asset table with area and location for each asset.
- Attach the annexure documents listed above, tick the declaration, complete the word verification and submit.
- Save the acknowledgement. An acknowledgement slip is generated and appears under "View Application Status", and an SMS carrying the application reference number reaches the mobile number in the form.
How to apply offline or through a service centre
- Visit the Common Service Centre or Jana Seva Kendra nearest to you with your Aadhaar or EPIC, ROR, salary certificate or agriculture income proof and a photograph.
- Ask the operator to file the Income and Asset Certificate application on e-District Odisha in your name. There is no separate paper channel, the operator files the same Form No. 5 into the same queue that reaches the Tehsildar.
- Pay only the operator's notified charge and collect the printed acknowledgement carrying the application reference number.
- Collect the certificate by downloading it from "Track Application Status", or ask the same centre to print it once it is issued.
You may also submit the filled Form No. 5 with annexures at the Tehsil office itself; the office digitises it into the same e-District workflow.
How do you check the application status?
Use "Track Application Status" on edistrict.odisha.gov.in with the application reference number from your acknowledgement or SMS. The e-District SOP states that an SMS is sent after the application is issued or rejected, and that the applicant downloads the certificate from the same Track Application Status screen.
The published e-District service delivery period is 10 working days. The portal's own cumulative statistics for this service, however, show a minimum recorded approval time of 12 days, a maximum of 133 days and an average of roughly 46 days, so treat 10 working days as the entitlement, not the expectation, and apply months before an examination or admission deadline.
What does it cost, and what about agents?
The e-District Odisha service page states plainly that there is no government service charge for the Income and Asset Certificate. Filing on the portal yourself costs nothing at all. At a Common Service Centre or Jana Seva Kendra you pay only the operator's notified charge for filling and uploading.
No Tehsil clerk, Revenue Inspector, agent or middleman is entitled to a rupee beyond that. Anyone promising an EWS certificate "in two days" for a fee is selling something you can file yourself in fifteen minutes, the file still reaches the same Tehsildar in the same queue. Report a demand for money on the e-District toll-free line 1800-121-8242, on the Sanjog helpline 155335, or by email to the Revenue and Disaster Management Department's e-certificate cell.
Why are Odisha EWS applications rejected?
The portal's own numbers make this worth taking seriously: of roughly 1.29 lakh cumulative applications for this service, about 75,000 were approved and over 50,000 rejected. The usual causes are:
- The applicant belongs to SC, ST or SEBC, and so cannot hold EWS status at all.
- Family income for the preceding financial year is Rs 8 lakh or more once all sources are added.
- The family's landholding in the ROR crosses 5 acres, or the residential plot or flat crosses the EWS limit once holdings in different places are clubbed.
- A salary or agriculture income figure is entered in the form but the corresponding certificate or proof is not attached, which the SOP explicitly requires.
- Names or addresses differ between the form, Aadhaar and the ROR.
- Uploaded scans are unreadable, or the photograph is outside the 20 KB to 200 KB range.
Where do you complain if the certificate is delayed?
Contact the e-District Odisha toll-free helpline on 1800-121-8242 or the Sanjog Helpline on 155335 with your application reference number. The Revenue and Disaster Management Department also publishes an e-certificate email address for the service on the portal home page. Because the Income and Asset Certificate is an ORTPS-notified service, a file left undecided past the notified 10 working days can be escalated to the designated appellate authority in the Tehsil and Sub-Collector's office.
Keep the acknowledgement slip and the SMS carrying the application reference number until the certificate is downloaded. Every follow-up: helpline, Tehsil office visit or appeal, starts from that number.

Frequently asked questions
What is the EWS certificate called in Odisha?
Odisha issues the EWS certificate as the "Income and Asset Certificate for admission to specified educational institutions", the standard central format used for the 10% EWS reservation. The e-District Odisha portal lists it under the Revenue and Disaster Management Department, and the application is Form No. 5 under Rule 4(ii).
How long does an Odisha EWS certificate take?
The e-District Odisha service page states a delivery period of 10 working days for the Income and Asset Certificate. The portal's own published performance data shows a much wider real spread, with a minimum recorded approval time of 12 days and an average of about 46 days, so apply well before any recruitment or admission deadline.
What is the fee for an EWS certificate in Odisha?
The e-District Odisha portal states there is no government service charge for the Income and Asset Certificate. If you file through a Common Service Centre or Jana Seva Kendra the operator's notified charge applies, and nothing beyond that is payable to anyone.
Who signs the EWS certificate in Odisha?
The Tehsildar of the applicant's tehsil signs the Income and Asset Certificate in Odisha — the e-District form's "Apply to the Office" field is set to the Office of the Tehsildar for the applicant's tehsil, rural or urban.
Who cannot get an EWS certificate in Odisha?
Anyone covered by SC, ST or SEBC reservation cannot get an EWS certificate, because EWS exists only for people outside the existing reservation schemes. Families whose gross annual income reaches Rs 8 lakh, or who own 5 acres or more of agricultural land, are also excluded.
How do I check my Odisha EWS certificate application status?
Use the "Track Application Status" section of edistrict.odisha.gov.in with the application reference number sent to you by SMS on submission. The same section is where the signed certificate can be downloaded once the Tehsildar approves it.
How long is the Odisha EWS certificate valid?
The Income and Asset Certificate is issued on the income of the financial year prior to the year of application, so recruiting bodies and universities normally accept it only for the financial year in which it was issued. Check the specific advertisement — most central recruitment notices ask for a certificate for a stated financial year.
Can I use an Odisha EWS certificate for central government jobs?
Yes, the Income and Asset Certificate issued by the Tehsildar in the central format is the proof of EWS status for the 10% reservation in central recruitment and in central educational institutions. It is the same certificate used for Odisha state recruitment and admissions.
