e-Medhabruti Scholarship Scheme
Odisha state government scheme
e-Medhabruti is the Higher Education Department scholarship of Odisha that awards 14,500 scholarships a year to meritorious students whose parental income does not exceed Rs 6 lakh. Rates run from Rs 5,000 to Rs 10,000 per year, paid as a single lump sum of Rs 15,000 or Rs 20,000. Apply online at scholarship.odisha.gov.in in your first year.
What is e-Medhabruti?
e-Medhabruti is the umbrella merit scholarship scheme of the Higher Education Department, Government of Odisha, funded from the State budget. The department issued the current consolidated guidelines under letter No. 51863/HE dated 16 December 2022, covering three separate merit streams, UG Merit, PG Merit, and Technical & Professional Merit, under one application on the Odisha State Scholarship Portal.
According to those guidelines, the stated objective is to provide financial assistance to meritorious students of Odisha whose parental income does not exceed Rs 6.00 lakh. The scheme is often searched as "e-Medhabruti scholarship Odisha" or simply "Medhabruti", and it is the largest merit scholarship the state runs for college-going students.
What makes e-Medhabruti different from most scholarships
- Payment is a one-time lump sum for the whole course, not an annual renewal. A student applies once, in the first year, and receives the full amount for the course duration in the first semester or year.
- Selection is district-wise, not statewide. Each district gets a share of the quota in proportion to its population, so the effective cut-off differs between districts.
- The three merit streams are separate quotas, so a B.Tech student competes against other technical students, not against B.A. students.
How much does e-Medhabruti pay?
| Category of merit | Number of scholarships | Rate per year | Amount paid at a time |
|---|---|---|---|
| UG Merit | 5,000 | Rs 5,000 | Rs 15,000 |
| PG Merit | 3,500 | Rs 10,000 | Rs 20,000 |
| Technical & Professional Merit (UG courses) | 3,500 | Rs 10,000 | As per course duration |
| Technical & Professional Merit (PG courses) | 2,500 | Rs 10,000 | As per course duration |
| Total | 14,500 |
For Technical & Professional Merit the amount released depends on how long the course runs, a four-year B.Tech at Rs 10,000 a year and a five-and-a-half-year MBBS course are paid accordingly, again as a single credit in the first year.
The guidelines also cover a common situation: a student who has already taken a one-time e-Medhabruti scholarship for a +3 degree and then joins engineering, medicine or another professional course carrying a higher rate receives only the differential amount, released in the first semester or year of the new course.

How is the selection actually made?
The Higher Education Department distributes the target for each merit category across all districts in proportion to district population. Within a district, validated applicants are arranged in descending order of aggregate percentage in the last qualifying examination, a student with 92% is placed above one with 91%, and the list is cut off when the district's quota is exhausted.
Two rules matter for borderline candidates. If several students are tied on percentage and the quota cannot take all of them, the student with the lower parental income gets preference. And CBSE or ICSE results reported as CGPA are converted to a percentage by multiplying the CGPA by 9.5 before ranking.
How do you check e-Medhabruti status and payment?
Log in to scholarship.odisha.gov.in with the same user ID and check the application status screen. The application moves through three visible states: submitted by the student, validated by the Principal, and sanctioned by the department. Payment is released by Direct Benefit Transfer into the Aadhaar-seeded account, so a red NPCI flag on the portal means the money cannot reach you until the bank completes Aadhaar seeding.
Selected candidates also receive an e-certificate in their portal login once the award is processed.
Why e-Medhabruti applications get rejected
- Principal did not validate the application before the deadline. The single most common reason, and it is fixed only by following up with the college.
- Income certificate above Rs 6.00 lakh, or an expired certificate.
- Below 60% in the last qualifying examination.
- Applied after the first year of the course.
- Already drawing another government scholarship, which the portal cross-checks.
- Course or institution not recognised by AICTE, MCI, UGC or the relevant council.
- Bank account not Aadhaar-seeded (NPCI mapped), so the DBT credit fails even after sanction.
- District quota exhausted at a higher percentage than yours. A rejection on merit rather than on documents.
Key dates and how the year runs
The Higher Education Department opens the e-Medhabruti window on the State Scholarship Portal after admissions close for the academic year, and the closing date is notified on the portal each year. Because the scholarship can be claimed only in the year of joining, the window is the one chance a student gets for that course. Check the "Scholarship" tab on scholarship.odisha.gov.in at the start of your first semester rather than waiting for a college notice.

Frequently asked questions
How much money does e-Medhabruti give?
e-Medhabruti pays Rs 5,000 per year under UG Merit and Rs 10,000 per year under PG Merit and Technical & Professional Merit. The Higher Education Department guidelines release the whole course amount in one instalment, Rs 15,000 for UG Merit and Rs 20,000 for PG Merit, in the first semester or year of the course.
What is the income limit for e-Medhabruti?
Parental income from all sources must not exceed Rs 6.00 lakh per annum. The income certificate has to be issued by the competent Revenue Officer, and where two students tie on marks, the one with the lower parental income is preferred.
Who is not eligible for e-Medhabruti?
Students in open-university or distance/correspondence courses, students in self-financing general UG/PG courses, students already receiving any other State or Central scholarship, diploma students, M.Phil, PhD, B.Ed and M.Ed students, students in institutions not approved by AICTE/MCI/UGC, students studying abroad, and students not validated by their Principal in the first year cannot apply.
Can I apply for e-Medhabruti in my second or third year?
No. e-Medhabruti applications are accepted only in the year of joining, that is the first year of the degree, PG or professional course. A student who misses the first-year window cannot apply later for the same course.
How many e-Medhabruti scholarships are awarded each year?
The guidelines provide for 14,500 scholarships a year — 5,000 under UG Merit, 3,500 under PG Merit, 3,500 for technical and professional UG courses and 2,500 for technical and professional PG courses. The Government may increase a category's quota depending on how many eligible students apply.
How is the e-Medhabruti merit list prepared?
The target for each category is divided among all districts in proportion to district population, and within each district students are ranked in descending order of the aggregate percentage scored in the last qualifying examination until the district quota is filled. A tie is broken in favour of the lower parental income.
What is the e-Medhabruti helpline number?
The Sanjog scholarship helpline is 155335 or the toll-free 1800-345-6770, and the Higher Education Department line is 0674-2396550, open 10:00 AM to 5:00 PM. Written queries go to scholarshiphedgov@gmail.com.
Can a student from Odisha studying outside the state apply?
Yes. The guidelines specifically allow "outside students" — permanent residents of Odisha studying outside the state — to apply online on the State Scholarship Portal, provided the institution is recognised by the relevant regulatory body.
