Biju Yuva Sashaktikaran Yojana (Laptop DBT Scheme)
Odisha state government scheme
Biju Yuva Sashaktikaran Yojana transfers Rs 30,000 to 15,000 meritorious +2 pass students of Odisha for buying a laptop. The Higher Education Department publishes a merit list from the CHSE annual Higher Secondary result, and only students named in it can apply online at scholarship.odisha.gov.in. Payment is made through the Aadhaar Payment Bridge System.
What is Biju Yuva Sashaktikaran Yojana?
Biju Yuva Sashaktikaran Yojana, generally shortened to BYSY, is the laptop Direct Benefit Transfer scheme of the Higher Education Department, Government of Odisha. The department describes the underlying scheme as "Financial Assistance to Meritorious 12th Pass Students for Purchase of Laptop".
Under BYSY the department transfers Rs 30,000 to each of 15,000 meritorious students who have just cleared the +2 examination, so that they can buy a laptop before starting higher studies. No machine is procured or distributed by the government; the student receives money and makes the purchase.
The distinguishing feature of BYSY is that it is a list-based scheme, not an open application scheme. The Higher Education Department first publishes a list of meritorious students drawn from the CHSE result, and only the students whose names appear on that list are able to select BYSY on the State Scholarship Portal at all.
Who is eligible for Biju Yuva Sashaktikaran Yojana?
A student can claim BYSY if all of these are true:
- The student passed the Annual Higher Secondary Examination (+2) in the Science, Arts, Commerce or Vocational stream conducted by CHSE, Odisha, in the relevant year; or passed the Upashastri examination conducted by Shree Jagannath Sanskrit Vishvavidyalaya (SJSV) in that year.
- The student's name appears in the list of meritorious students published by the Higher Education Department, Government of Odisha.
- The student has an Aadhaar number, which the department's instructions make mandatory.
- The student's savings bank account is Aadhaar-seeded (NPCI mapped) and is able to receive a credit of Rs 30,000.
A student cannot apply if:
- The name is not in the department's published beneficiary list. Merit is worked out by the department from the board result; a student cannot self-declare eligibility.
- The student has no Aadhaar number, the instructions state that Aadhaar is mandatory to avail the benefit, and the answer for a student without Aadhaar is to enrol at an Aadhaar centre first.
- The +2 pass is from a year other than the round being run, or from a board other than CHSE Odisha or the Upashastri examination of SJSV.
A student whose bank account exists but is not NPCI mapped is not disqualified, but the transfer will fail. That has to be fixed at the bank before applying.
How much is paid, and how
BYSY pays a single instalment of Rs 30,000. The money moves through the Aadhaar Payment Bridge System (APBS), which routes payments by Aadhaar number rather than by account number. Three consequences follow, and each of them causes real problems every year:
- You do not submit your bank account number in the form. The department's instructions say so explicitly. The system finds the account from your Aadhaar.
- If several accounts are linked to your Aadhaar, the money goes to the most recently linked one. Students who cannot find the credit should check every linked account, starting with the newest.
- If the account is not Aadhaar-seeded, the payment cannot be made. Aadhaar seeding, also called NPCI mapping, has to be done by visiting your bank branch before applying. Some banks offer it online. The State Scholarship Portal is integrated with the NPCI server and shows a blue mark when the mapping is active and a red mark when it is not.
Students should also confirm with the branch that the account is capable of receiving a credit of Rs 30,000, since some small or limited-KYC accounts have lower credit ceilings.
What documents are required for BYSY?
| Document | Mandatory | Notes |
|---|---|---|
| Aadhaar card | Yes | Compulsory for registration and for the transfer |
| Aadhaar-linked mobile number | Yes | User ID and password are sent to it by SMS |
| NPCI-mapped savings account | Yes | Must be able to receive Rs 30,000 |
| Class 12 roll number and mark sheet | Yes | Used to match against the beneficiary list |
| Annexure-A declaration | No | Only if the portal wrongly blocks you as "not eligible" |
Notably, BYSY does not ask for an income certificate or a caste certificate. It is a pure merit scheme drawn from the board result.
How to apply for Biju Yuva Sashaktikaran Yojana
The Higher Education Department sets out a nine-step process in three blocks, registration, login and submission.
- Check that your Aadhaar-seeded bank account is NPCI mapped. Visit your bank branch if the mapping is missing; it usually takes about a week.
- Open the State Scholarship Portal at scholarship.odisha.gov.in. New users click Registration; existing users click Login.
- Enter your Aadhaar number and the mobile number linked to that Aadhaar, and proceed with registration.
- Collect the user ID and password sent to that mobile number by SMS, or to your email.
- Log in to the portal with the user ID and password.
- Select BYSY from the drop-down list of scholarships. Only students on the published beneficiary list will see the scheme as selectable.
- Fill in all personal details, then all academic details, using "Save as draft" if you need to stop midway.
- Preview the completed form on the final screen and check every field against your Aadhaar and mark sheet.
- Submit finally. A confirmation message appears once submission succeeds. Keep a printout.
There is no offline application route and no CSC route for BYSY.
What to do when the portal blocks you
Two problems account for most BYSY complaints.
"You are not eligible" even though your name is on the list. This usually means the Aadhaar or mobile number held against your record in the portal does not match. Fill the Annexure-A format attached to the department's instructions — name, father's name, Aadhaar number with a self-attested copy, address, Class 12 roll number, stream, serial number in the beneficiary list and mobile number, sign the declaration and email it once to the address notified for that round. The department updates the portal within about a week. Sending repeated emails only delays the correction.
Your mobile number linked to Aadhaar is lost or inactive. The portal cannot send you a password. Go to the nearest Aadhaar enrolment centre or Aadhaar Seva Kendra and update the mobile number in your Aadhaar first.
What if your name is missing from the merit list?
A student who scored more than a selected beneficiary of the same block, category and stream should lodge a grievance before the Principal of the college or higher secondary school. If the Principal finds the grievance genuine, the case is forwarded with a recommendation to the Higher Education Department for inclusion in a supplementary list, which is published later provided there is surplus allotment.
The department itself notes the usual causes: marks enhanced after re-addition of the answer script, or a change of category recorded while filling the examination form.
Key dates
BYSY runs as a fixed window after each CHSE +2 result, not all year. In the 2023 round, the department opened online applications at 9:30 AM on 18 November 2023 and closed them at 23:59 on 17 December 2023. A window of about a month. Dates for later rounds are notified on dhe.odisha.gov.in and on the State Scholarship Portal, so a +2 pass student should watch both from around the time the merit list appears.
How to check status and payment
Log in to scholarship.odisha.gov.in and open the application status screen. The NPCI indicator on the portal is the first thing to read: a blue mark means your Aadhaar-bank mapping is active and the transfer can be made, a red mark means you must get the account seeded. After sanction, check the most recently Aadhaar-linked account for the Rs 30,000 credit.
Help and grievance redressal
- Sanjog scholarship helpline: 155335 or toll-free 1800-345-6770, 9:00 AM to 5:00 PM on all official days
- Merit list disputes: the Principal of your institution, who forwards a recommendation to the Higher Education Department
- Portal and Aadhaar seeding guide: scholarship.odisha.gov.in, which carries a step-by-step Aadhaar seeding process
- Higher Education Department: dhe.odisha.gov.in for round-wise instructions and the beneficiary list
Applying under BYSY is free. The department contacts students only through the portal and the registered mobile number, and no official will ask for your Aadhaar OTP or portal password.
Common reasons for rejection
BYSY does not reject applications the way a normal scholarship form does, because only students already named on the department's beneficiary list can select the scheme at all. Even so, a real share of eligible students end up without the Rs 30,000 credit, and each cause has a fix.
Aadhaar number or linked mobile number does not match the beneficiary record. The portal checks the Aadhaar and mobile a student enters against the Aadhaar and mobile the department already holds for that name on the beneficiary list. A mismatch shows as "not eligible" even for a genuine beneficiary. Fix it with the Annexure-A declaration and a self-attested Aadhaar copy sent to the notified email address, not by trying the form again with different details.
Bank account exists but is not Aadhaar-seeded (not NPCI mapped). Since BYSY pays through the Aadhaar Payment Bridge System and never asks for an account number, an account that is not seeded cannot receive the Rs 30,000 no matter how correctly the rest of the form is filled. The portal shows a red mark against an unseeded account; get it seeded at the bank branch before applying, not after.
Money sent to a different account than the one being tracked. APBS always credits the most recently Aadhaar-linked account. A student who has seeded a second account more recently than the one they are checking will see no credit in the account they expect, and can wrongly assume the payment failed or the application was rejected.
Application left as a saved draft and never finally submitted. The portal's "Save as draft" option is meant only for pausing mid-entry. A form that is filled but never taken through the final Preview and Submit step does not reach the department for processing and produces no confirmation message or application number.
Applied after the notified window closed. BYSY opens for a fixed period after each CHSE +2 result, roughly a month, and does not accept late entries. A student whose beneficiary status was confirmed but who applied after the deadline gets no benefit for that round and has to wait for departmental instructions on a later round, if any.
Wrong board, wrong year, or wrong roll number entered. Because eligibility is matched against the CHSE (or SJSV Upashastri) result for a specific year, a roll number or year that does not correspond exactly to the record the department used to build the merit list will fail the match even when the student genuinely passed that year.
Bank account is Aadhaar-seeded but cannot accept the full credit. Some limited-KYC or minimum-balance accounts carry a lower credit ceiling than Rs 30,000. The seeding shows correctly on the portal, yet the transfer still fails at the bank's end; this has to be resolved by upgrading the account with the branch, not through the scholarship portal.
