What is OB&OCWWB bicycle purchase assistance?

OB&OCWWB Financial Assistance for Purchase of Bicycle is a reimbursement of up to Rs 4,000 paid by the Odisha Building and Other Construction Workers' Welfare Board to a registered construction worker who buys a bicycle. The Board was constituted on 3 January 2004 under Section 18 of the Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996, and operates under the Labour & Employees State Insurance (ESI) Department, Government of Odisha, with the Labour Commissioner as Member Secretary and chief executive officer.

The benefit rests on rule 278(3) of the Orissa Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Rules, 2002. That sub-rule was inserted by the Amendment Rules of 2014, published in Odisha Gazette No. 449 of 1 March 2014, which allowed up to Rs 4,000 for a bicycle bought by a beneficiary who had completed at least three years of registration. Gazette Notification No. 933 of 30 May 2019 substituted the sub-rule and cut the qualifying period to at least one year, while keeping the Rs 4,000 ceiling and adding express permission to distribute bicycles in camp mode.

The reasoning behind the benefit is practical. Construction work in Odisha moves from site to site, often several kilometres from where a worker lives, and daily travel costs eat into a day's wage. A bicycle removes that cost permanently. Money for the assistance comes from the Odisha Building and Other Construction Workers' Welfare Fund, financed by the 1 per cent cess on construction works collected under rule 263.

How much is paid and how does the reimbursement work?

The ceiling is Rs 4,000, and the benefit is a reimbursement, not an advance. The rule says the Board may grant financial assistance up to Rs 4,000 for purchase of a bicycle, subject to production of a purchase receipt from a registered shop or company. In practice this means the worker pays for the bicycle first, keeps the invoice, and then claims. If the bicycle costs less than Rs 4,000, the reimbursement is limited to the invoice value; if it costs more, the payment is capped at Rs 4,000.

Rule 278(3) also provides an alternative route: bicycles may be distributed to registered building and other construction workers in camp. Under this route the district administration or the Board procures cycles and hands them over at block-level or district-level camps, and the individual worker does not have to lay out money first. The RTI proactive-disclosure handbook of the Board records that block-level camps are used for disbursement of welfare benefits, and that Collectors have been delegated powers to sanction assistance for safety equipment and bicycles.

Two related benefits sit in the same rule and use the same form. Rule 278(2) allows up to Rs 4,000 for working tools and up to Rs 1,000 for safety equipment. Rule 278(1) provides a training stipend of Rs 2,000 per month for skill development, for a maximum training period of six months.

Who is eligible for bicycle assistance in Odisha?

A worker can claim where all of these are true.

  1. The worker is a registered beneficiary of OB&OCWWB holding the Form XXVIII identity card, having registered between 18 and 60 years of age after at least 90 days of building or other construction work in the preceding 12 months.
  2. The worker has completed at least one year of registration on the date of the claim.
  3. The Rs 50 annual contribution required by rule 267 is paid up to date.
  4. The worker has bought a bicycle and holds a purchase receipt from a registered shop or company.

The following cannot apply.

  • Construction workers who have not registered with OB&OCWWB. There is no route to this benefit for an unregistered worker.
  • Beneficiaries with less than one year of completed registration.
  • Beneficiaries whose membership has ceased under rule 267(3) for defaulting on the Rs 50 contribution for three continuous years, until the membership is resumed on payment of arrears, which the rules allow no more than twice.
  • A worker re-registered afresh after cessation, in respect of a benefit already availed during the earlier registration.
  • Family members of a beneficiary. Unlike education or marriage assistance, bicycle assistance is for the registered worker personally.
  • Anyone without a valid invoice from a registered seller, and anyone claiming a second time for the same purchase.

How to apply for OB&OCWWB bicycle assistance

  1. Check the qualifying period and contribution. Log in at nirmanshramik.odisha.gov.in with the Construction Worker Login and confirm that registration is at least one year old and the Rs 50 annual contribution for the current financial year has been paid. If it has not, clear it through the Pay Annual Contribution link first.
  2. Buy the bicycle from a registered shop or company and get a proper printed invoice or receipt showing the seller's details, the date and the amount. Keep the original.
  3. Fill Form XLIV. This is the prescribed application under rule 278, addressed to the Secretary of the Board, asking for the registration number, the annual contribution receipt number and date, the nature of the job, particulars of the item purchased with its invoice price and supplier details, and the amount of grant applied for. The form is available in Odia under rule 285-A and an Odia-filled form is valid.
  4. Submit the claim. Either upload it through the Construction Worker Login on nirmanshramik.odisha.gov.in with scans of the invoice, identity card, contribution receipt, bank passbook and Aadhaar, or hand the same set in at the office of the District Labour Officer of the district where you are registered.
  5. Sign the declaration. Form XLIV carries a declaration that the facts are true and that the applicant will refund the money with interest if any information is found wrong. Read it before signing or affixing a thumb impression.
  6. Track the application using the Application Tracking link on the portal, and watch the registered bank account for the credit.

Where a bicycle distribution camp is announced in your block, the simpler course is to attend it with the identity card and the contribution receipt, and take the cycle in kind instead of buying and claiming.

How do I check the status of my claim and the payment?

The Application Tracking link on nirmanshramik.odisha.gov.in accepts the reference number issued at submission and shows where the file stands. Reimbursement is credited directly to the bank account recorded against the registration, so if the tracker shows sanction but no credit has appeared, the first thing to verify is the account number and IFSC in the registration record. Correct them through the Construction Worker Login and then follow up with the District Labour Office.

Why do bicycle claims get rejected, and how do I fix it?

Registration under one year. This is the most common rejection, and it cannot be argued around — the one-year condition is written into rule 278(3). The fix is to wait and refile after the anniversary.

Contribution in default. A membership that has lapsed under rule 267(3) disqualifies every benefit. Pay arrears and get the membership resumed.

Invoice from an unregistered seller. The rule specifically requires a receipt from a registered shop or company. A plain cash memo without seller registration details will not survive verification. Buy from a dealer who issues a proper bill.

Suspected duplicate claim. Rule 278(4) was inserted in 2019 precisely for this. The beneficiary is solely responsible for the authenticity of the bill, and where fraud is detected on account of a double receipt of assistance or a fraudulent bill, the amount released is recovered under the Odisha Public Demands Recovery Act and the membership is ceased. Rule 266(4) additionally allows action against agencies and facilitators involved in fake registrations.

Bank details that do not match. Sanction without credit almost always traces to a stale passbook copy on file.

What are the key dates and where do I complain?

No annual last date is published for bicycle assistance, so applications are accepted through the year. The recurring date that matters is the Rs 50 annual contribution under rule 267, which follows the financial year defined in rule 248(g) and may be remitted in advance at any point in the year to the Registering Officer, with a money receipt or bank receipt as acknowledgement. Three continuous years of default ends the membership.

For grievances, approach the District Labour Officer first, since that office is the Registering Officer and holds both the registration and the claim. The next authority is the Labour Commissioner, Odisha, who is Member Secretary of the Board. Write to the Odisha Building & Other Construction Workers' Welfare Board, Office of the Labour Commissioner, Unit-3, Kharavel Nagar, Bhubaneswar; telephone 0674-3120552; email obocwwboard@yahoo.com. The administrative department is Labour & ESI, Government of Odisha, at labour.odisha.gov.in.

Frequently asked questions

How much does OB&OCWWB give for buying a bicycle?

OB&OCWWB grants financial assistance of up to Rs 4,000 for the purchase of a bicycle by a registered beneficiary, under rule 278(3) of the Odisha BOCW Rules as substituted by Gazette Notification No. 933 of 30 May 2019. It is a reimbursement, so the worker buys the bicycle first.

How long must I be registered before I can claim?

At least one year. The 2019 amendment reduced the qualifying period from three years, which was the requirement introduced by the Amendment Rules of 2014, to one year of completed registration.

Can I buy the bicycle from any shop?

No. Rule 278(3) requires the purchase receipt to come from a registered shop or company. A handwritten slip from an unregistered seller does not support the claim.

Who is not eligible for bicycle assistance?

Construction workers who are not registered with the Board cannot apply, nor can a beneficiary with less than one year of registration or one whose membership has ceased for three continuous years of contribution default. Family members of a beneficiary are also not eligible in their own right.

Can I get a bicycle without applying individually?

Yes. Rule 278(3) allows bicycles to be distributed to registered construction workers in camp mode, and the Board and district administrations have used block-level camps for this purpose.

What happens if the bill turns out to be false?

Rule 278(4) makes the beneficiary solely responsible for the authenticity of the bill. Where fraud is detected — a double claim or a fraudulent bill — the amount is recovered under the Odisha Public Demands Recovery Act and the membership is ceased.

Can I claim bicycle assistance and working tools assistance together?

Yes, they are separate sub-rules. Rule 278(2) allows up to Rs 4,000 for working tools and up to Rs 1,000 for safety equipment, and rule 278(3) allows up to Rs 4,000 for a bicycle. All three are claimed in Form XLIV.
