Buffalo Entrepreneurship Development Scheme (BEDS), Odisha
Odisha state government scheme
Buffalo Entrepreneurship Development Scheme is an Odisha sub-scheme of Mukhyamantri Kamdhenu Yojana that helps a farmer buy 2 graded Murrah she buffaloes yielding at least 8 litres of milk a day. The government pays a back-ended subsidy of 50 per cent for General applicants and 60 per cent for SC, ST, women, transgender and PwD applicants, by DBT.
What is the Buffalo Entrepreneurship Development Scheme?
Buffalo Entrepreneurship Development Scheme, abbreviated BEDS, is a sub-scheme of Mukhyamantri Kamdhenu Yojana (MKY) run by the Fisheries & Animal Resources Development Department, Government of Odisha through the Directorate of Animal Husbandry & Veterinary Services. It helps a farmer or a small entrepreneur buy two graded Murrah she buffaloes and start a milk enterprise, with the government meeting half or more of the cost as a back-ended subsidy.
BEDS answers a specific gap. Odisha's dairy push under Mukhyamantri Kamdhenu Yojana has historically leaned on crossbred cows, but buffalo milk carries higher fat, commands a better price per litre in many local markets, and buffaloes cope well with the state's climate and with coarse fodder. The scheme's stated aim is to raise livestock productivity and create income opportunities among marginalised farmers, entrepreneurs and Self Help Group members, and it operates across all districts of the state.
The animal standard is set deliberately high, because the enterprise only works if the animal milks well. The scheme specifies graded Murrah she buffaloes, preferably in the first or second lactation, with a minimum yield of 8 litres of milk per day. Beneficiaries may take the unit with a shed or without one, depending on whether they already have housing for the animals.
How much subsidy does BEDS pay?
The subsidy is back-ended and category-linked:
| Category | Subsidy on unit cost |
|---|---|
| SC, ST, differently abled (40 per cent or more), women, transgender | 60 per cent |
| General | 50 per cent |
The money is credited directly to the beneficiary's bank account through DBT. Because the subsidy is back-ended, it follows the purchase and grounding of the animals rather than preceding it, so the beneficiary must first arrange the full cost: from savings, or from a bank loan the block and district veterinary officers help arrange.
Two limits define the size of the benefit. The incentive is available only once per family, and it covers a maximum of 2 buffaloes. The scheme also records the incentive against the animal, granting it only once in an animal's lifetime, which stops the same animal being cycled through more than one beneficiary's claim.
State budget coverage has reported an allocation of the order of Rs 110 crore for the buffalo entrepreneurship programme in a recent year. Treat that as an indication of scale rather than a guarantee of the number of units your district will sanction; the operative number for you is the district target for the current financial year, which your Chief District Veterinary Officer holds.
Who is eligible for BEDS?
You can apply if:
- You are a farmer, entrepreneur or Self Help Group member in Odisha.
- You belong to the General, SC, ST, women, transgender or differently abled category. For the differently abled category the disability must be 40 per cent or more.
- You can fund the balance of the unit cost, either from your own resources or through a bank loan.
- You have, or can build, housing for the animals. The scheme supports both the shed and the non-shed option.
- Your Aadhaar-seeded bank account is ready, because DBT is the only payment route.
You cannot apply if:
- Someone in your family has already taken the BEDS incentive. It is a once-per-family benefit.
- You want support for more than 2 buffaloes under this scheme.
- The animal you intend to buy is not a graded Murrah she buffalo, or does not meet the 8 litres a day minimum yield, or is well past its first or second lactation.
- You are claiming for an animal that has already carried a government incentive in its lifetime.
- You buy the animals before receiving the go-ahead letter, since the field verification that triggers the subsidy examines a project executed after the go-ahead.

How to apply for the Buffalo Entrepreneurship Development Scheme
- Apply on the Go-Sugam portal at sugam.odisha.gov.in, choosing the Buffalo Entrepreneurship Development Scheme under Mukhyamantri Kamdhenu Yojana. Your Block Veterinary Officer, AVAS or VAS will help if the online form is difficult.
- Let the block veterinary team verify your site and proposal. Field functionaries at block level are responsible for informing applicants about the scheme and about the animal-procurement options.
- Wait for the district-level approval of the beneficiary list and collect the go-ahead letter. Do not buy any animal before this letter reaches you.
- Decide how to procure the animals. Under the September 2025 addendum you may either continue with self-procurement from outside the state under the existing provisions, or buy through NDDB Dairy Services (NDS).
- If you choose NDS, tell the BVO of your intent, then deposit your prescribed share; 30 to 40 per cent depending on category — into the designated escrow account. The BVO compiles beneficiary details weekly for the CDVO, who forwards them fortnightly to the Directorate.
- Select your animals at the cattle holding station. The Directorate assigns districts to eight cattle holding stations and tells NDS how many animals to ground. After the quarantine period, the CDVO informs BVOs of the visit dates, and beneficiaries select animals on a first-come-first-served basis, limited to two animals per go-ahead, once payment is confirmed.
- Collect the paperwork and insure the animals. NDS issues a receipt, veterinary health certificates, vaccination records, a bill of supply, a delivery challan and genomic test reports if opted, and updates ownership on the Bharat Pashudhan portal in real time. The nodal officer or accompanying block veterinarian ensures insurance under Go-Sampad Bima Yojana.
- Transport the animals home at your own cost, then mark the project complete on Go-Sugam. The BVO or AVAS visits within one week to verify, uploads geo-tagged photographs, payment receipts and animal documents, and the CDVO approves the project and facilitates release of the government share.
How do I check my BEDS status?
Go-Sugam is the system of record. Log in with the credentials you registered with to see whether your application has been verified at block level, whether a go-ahead has been issued, and whether the project has been marked complete and approved. The CDVO uploads transaction and receipt details of payments to NDS on Go-Sugam, and all CDVOs submit monthly unit-completion and fund-utilisation reports to the Directorate.
Ownership of the animal itself is separately traceable on the Bharat Pashudhan portal, which NDS updates in real time when animals are handed over. If your animals are at home but the subsidy has not arrived, the specific question to ask your BVO is whether the geo-tagged photographs and payment receipts have been uploaded to Go-Sugam, because that upload is what unlocks CDVO approval.
Why BEDS claims get delayed or rejected
- Animals bought before the go-ahead letter. The verification chain assumes a purchase made after approval.
- Animal below specification: not graded Murrah, not a she buffalo, past the early lactations, or yielding under 8 litres a day.
- Escrow share not deposited in the NDS route, which stops the district file moving to the Directorate.
- Duplicate family claim, detected through Aadhaar.
- Documents not uploaded to Go-Sugam after grounding, bill, health certificate, vaccination record and geo-tagged photographs.
- Bank account not Aadhaar-seeded, which blocks the DBT credit even after approval.
- Third animal claimed. Selection at the holding station is capped at two animals per go-ahead.
Help and grievance route
Your Block Veterinary Officer is the first point of contact for the application, the go-ahead and the completion report. Above the block, the Chief District Veterinary Officer approves projects and releases the government share, and the Directorate of Animal Husbandry & Veterinary Services, Odisha, Cuttack oversees the scheme statewide. The F&ARD Department publishes each year's BEDS guideline and any addendum on fard.odisha.gov.in, and it is worth downloading the guideline for the year you are applying in, because unit costs and procurement routes have changed between years.
Written grievances against any Odisha government office can be filed at janasunani.odisha.gov.in. Applying is free. No trader, middleman or animal supplier can charge you for a go-ahead letter or take a cut of the subsidy, which is paid only into your own Aadhaar-linked account.

Frequently asked questions
What does the Buffalo Entrepreneurship Development Scheme give?
The scheme gives a back-ended subsidy towards buying 2 graded Murrah she buffaloes, at 50 per cent of the unit cost for General category applicants and 60 per cent for SC, ST, women, transgender and differently abled applicants. The money is credited to the beneficiary's bank account through DBT.
What kind of buffalo can I buy under BEDS?
Graded Murrah she buffaloes, preferably in their first or second lactation, with a minimum yield of 8 litres of milk per day. The scheme covers a maximum of 2 animals per beneficiary, and the incentive is granted only once in an animal's lifetime.
Who can apply for BEDS in Odisha?
Farmers, entrepreneurs and Self Help Group members resident in Odisha can apply, across General, SC, ST, women, transgender and differently abled categories with at least 40 per cent disability. The scheme runs in all districts of the state.
Can two people in the same family both get BEDS?
No. The incentive is available only once per family, for a maximum of 2 buffaloes. A second claim by another family member is treated as a duplicate.
Where do I apply for the Buffalo Entrepreneurship Development Scheme?
Applications are filed on the Go-Sugam portal at sugam.odisha.gov.in, and the Block Veterinary Officer of your block handles the file from there. The Chief District Veterinary Officer approves completed projects and releases the government share.
Do I have to buy the buffaloes myself?
You can either self-procure from outside the state, as the earlier guideline allowed, or buy through NDDB Dairy Services. The September 2025 addendum gives go-ahead holders that choice, and under the NDS route you deposit your prescribed share of 30 to 40 per cent by category into a designated escrow account and then pick animals at a cattle holding station.
Are the buffaloes insured?
Yes. Under the NDDB Dairy Services route, the nodal officer or the accompanying block veterinarian ensures the animals are insured under Go- Sampad Bima Yojana, Odisha's livestock insurance scheme, before they leave the holding station.
Who pays for transporting the animals home?
The beneficiary. The addendum states plainly that beneficiaries arrange transportation at their own cost, so budget for it separately from the unit cost.
