Apply in Form XLV to the District Labour Officer, or through nirmanshramik.odisha.gov.in after logging in as a construction worker.
What is BOCW Marriage Assistance in Odisha?
Marriage Assistance is a cash benefit of Rs 50,000 paid by the Odisha Building and Other Construction Workers' Welfare Board (OB&OCWW Board) to registered construction workers when a daughter marries, or when an unmarried woman worker marries herself. The Board functions under the Labour & ESI Department, Government of Odisha, with the Labour Commissioner as its Member Secretary, and was first constituted on 3 January 2004 under Section 18 of the Building and Other Construction Workers (RE&CS) Act, 1996.
Marriage Assistance is funded from the Odisha Building and Other Construction Workers' Welfare Fund, which is built up from the 1% construction cess collected on the cost of construction across the state under Resolution No. 12653 dated 15 December 2008. Workers therefore do not pay a premium for this benefit; they pay only the Rs 20 registration fee and a Rs 50 annual contribution that keeps their membership alive.
The legal basis is Rule 278-B of the Odisha Building and Other Construction Workers' (Regulation of Employment and Conditions of Service) Rules, 2002, as substituted by Gazette Notification No. 933 of 30 May 2019 (S.R.O. No. 187/2019). The benefit is widely known in Odia-speaking districts as the nirman shramik marriage benefit, after the Board's beneficiary portal Nirmanshramik.

Block-level disbursement camps are also used. Letter No. 1936 dated 17.10.2017 directed districts to organise block-level camps for disbursement of different benefits under the Board, which is often the quickest route for workers in interior blocks.
How much is paid and when?
Marriage assistance is a single payment of Rs 50,000 per eligible marriage. There is no instalment structure and no interest component. The amount is released only through an account payee cheque or a bank transfer into the beneficiary's own account, cash disbursement is not permitted.
The scale has risen sharply over the years. Letter No. 845 of 27 January 2015 recorded an increase of marriage assistance from Rs 20,000 to Rs 25,000, and the 2019 amendment to Rule 278-B fixed the present figure of Rs 50,000. Older web pages still quoting Rs 20,000 or Rs 25,000 are out of date.
The scale of use is substantial. The Divisional Labour Commissioner, Bhadrak, reported 12,615 marriage assistance benefits disbursed involving about Rs 55.05 crore up to 30 April 2025. The largest single head of expenditure in that office after educational assistance.
How do I check my marriage assistance application status?
- Log in at nirmanshramik.odisha.gov.in with your construction worker credentials.
- Open Application Tracking and enter your acknowledgement or registration number.
- If the status has not moved for several weeks, contact the District Labour Officer who is the nodal officer for district-level benefits.
- For a claim already forwarded to the Collector, ask the DLO for the file number and the date on which the proposal was submitted.
Why marriage assistance claims get rejected
- Contribution in arrears. A missing Rs 50 annual contribution receipt is the single most common reason a file is returned. Pay the arrears and refile.
- Certificate not from a competent authority. After large numbers of fake marriage certificates were detected across districts, only certificates issued by government marriage registering authorities are accepted.
- Less than one year of registration on the date of the marriage.
- Third daughter or repeat claim. The two-child ceiling and the once-only rule are applied strictly.
- Both spouses claiming. Where husband and wife are both registered, a second claim for the same marriage is rejected.
- Marital status mismatch. A woman recorded as married at registration cannot later claim self-marriage assistance.
- Illegible bank details. Applications are returned when the passbook copy does not clearly show the account number and IFSC.

Frequently asked questions
How much marriage assistance does the Odisha construction workers' board pay?
The Odisha Building and Other Construction Workers' Welfare Board pays Rs 50,000 as marriage assistance. Rule 278-B of the Odisha BOCW (RE&CS) Rules, 2002, as substituted by the 2019 amendment rules, fixes the amount at Rs 50,000 for the marriage of an unmarried registered woman worker herself or for the marriage of up to two unmarried girl children above 18 years.
Can a male construction worker claim marriage assistance in Odisha?
Yes, but only for his daughters, not for his own marriage. A registered male worker can claim Rs 50,000 for the marriage of an unmarried daughter above 18 years of age, for a maximum of two daughters. Self-marriage assistance is limited to unmarried women beneficiaries.
How long must I be registered before claiming marriage assistance?
One full year of registration is required. The Board guidelines state that the benefit is extended to a beneficiary who has completed one year of registration, with annual contribution of Rs 50 paid up to date.
What if both husband and wife are registered construction workers?
Only one of them can draw the marriage assistance. The Rules state that where both spouses are registered beneficiaries, either one — not both — is eligible, and an undertaking to that effect must be filed with the application.
Which form is used for marriage assistance in Odisha?
Form No. XLV is the prescribed marriage assistance application. It is listed as item 8 on the Downloads page of the Board portal and is also available at every District Labour Office.
Who sanctions the marriage assistance amount?

Is a Sarpanch certificate accepted as marriage proof?
No, not for current applications. After fake certificates were detected, the District Labour Officers' review meeting of 23.07.2015 decided that only certificates issued by government officers would be accepted; a self-affidavit before an Executive Magistrate is entertained only for applications received before 23.07.2015.
Can the same person get marriage assistance twice?
No. The Board guidelines state plainly that the benefit will not be extended twice to the same person, and in the case of self-marriage the benefit can be availed only once in a lifetime.
