What is CM-KISAN Yojana in Odisha?
CM-KISAN is a farmers' welfare State Plan Scheme of the Government of Odisha, implemented by the Department of Agriculture and Farmers' Empowerment through the Directorate of Agriculture and Food Production. According to the official CM-KISAN guideline approved by the Principal Secretary of the department, the scheme was introduced for the financial year 2024-25 with the objective of accelerating agricultural prosperity and helping the farmers of the state.
CM-KISAN is designed to be, in the guideline's own framing, progressive and inclusive: it aims to cover 92% of the cultivators of Odisha, loanee as well as non-loanee farmers, and landless agricultural households. That last group is the important difference from a conventional land-based income support scheme.
CM-KISAN has three components:
- Support to farmers for cultivation; direct input support to rural small and marginal farmers.
- Livelihood support for Landless Agricultural Households (LAH), one-time assistance to build an income-generating unit.
- Krushi Vidya Nidhi Yojana, scholarships for the children of CM-KISAN beneficiaries in professional and technical courses.
Who is eligible for CM-KISAN?
You can apply if:
- You are a small or marginal farmer, or a sharecropper who is an actual cultivator.
- You are a member of a rural Landless Agricultural Household, a landless labourer depending on agriculture as your main activity.
- You are a permanent resident or domicile of Odisha. The guideline makes this a requirement for both components.
- You hold a valid ration card issued by the Food Supplies and Consumer Welfare Department.
You cannot apply if any of these exclusion parameters apply to you. The CM-KISAN guideline lists them for "sanitization" of the beneficiary list:
- Minors, anyone below 18 years of age.
- Name mismatch between the name fetched from UIDAI during e-KYC and the name as per Aadhaar.
- Medium and large farmers.
- Multiple members from one family — only one member per family qualifies.
- The farmer, spouse or a family member being an income tax payee, a Government or PSU sector employee, or with any other agency, including retired staff and pensioners.
- Death cases.
- Former and present holders of constitutional posts, present and former Ministers and State Ministers, present and former Members of the Lok Sabha, Rajya Sabha, State Legislative Assemblies and State Legislative Councils, and present and former Mayors of Municipal Corporations and Chairpersons of District Panchayats.
- Registered professionals; doctors, engineers, lawyers, chartered accountants and architects registered with professional bodies.
- Farmers belonging to urban areas.
- Farmers not having a valid ration card.
- Applicants not furnishing the required documents to prove eligibility for the category they applied under, whether SF/MF or LAH.
How much benefit does CM-KISAN provide?
Under Support to farmers, eligible rural small and marginal farmers receive a grant of Rs 2,000 per farm family in each of the Kharif and Rabi crop seasons, totalling Rs 4,000 per annum. The guideline is specific about what the money is for: purchase of seeds, fertilisers and pesticides, labour charges and other investments in field operations, based on the farmer's own choice.
Under Livelihood support for Landless Agricultural Households, a one-time financial assistance of Rs 12,500 is released in three instalments. The household chooses one livelihood unit from nine listed activities:
- Small goat rearing units
- Mini layer units
- Dual purpose Low Input Technology bird units
- Duckery units
- Fishery activities for fishermen
- Mushroom cultivation
- Bee keeping
- Dairy farming
- Tasar farming
Under Krushi Vidya Nidhi Yojana, children of eligible CM-KISAN beneficiaries studying Medical, Engineering, Agriculture and Allied, Nursing, Diploma and ITI trades receive fee support. For Government institutions, tuition fees, annual fees, one-time fees and other fees deposited by the student are released directly to the student's account, excluding caution money and other refundable amounts. For students admitted to premier Government institutes inside or outside Odisha, support is as per the institute's actual recommendation or a maximum of Rs 1.00 lakh, whichever is less. Mess and hostel charges of Rs 1,200 per month are provided for UG, PG, PhD and premier Government institute students, and Rs 1,000 per month for Diploma, Polytechnic and ITI students, for 10 months.
All assistance to SMF and LAH beneficiaries is disbursed through the Aadhaar Payment Bridge system in DBT mode, directly to the beneficiary's account. The guideline states the assistance is to be provided twice a year before the cropping season, at times decided by the State Government, and that the LAH assistance is released at the same time.

The guideline is explicit that the mode of application is online through the CM-KISAN portal and that no hard copy of the application is allowed. If you cannot use the portal yourself, a Common Service Centre operator can submit it for you through the dedicated CSC login at cmkportal.odisha.gov.in/CSC/CSCLogin.
How is a CM-KISAN application verified?
Verification of grievances and new inclusion applications starts in the field with the Village Agriculture Worker or Agriculture Overseer (VAW/AO), moves to the Block Agriculture Officer (BAO), then the Chief District Agriculture Officer (CDAO), and eligibility is finally decided after approval at the level of the Collector. The guideline states that this eligibility decision is treated as final, with no further check at state level except against National Food Security Act data.
Oversight sits with a State Level Committee chaired by the Chief Secretary of Odisha and a District Level Committee chaired by the Collector-cum-District Magistrate. A separate implementation committee is chaired by the Principal Secretary, Agriculture and Farmers' Empowerment, with the secretaries of Cooperation, Fisheries and Animal Resources Development, and Panchayati Raj and Drinking Water. Third-party evaluation has been assigned to Odisha University of Agriculture and Technology (OUAT) on the recommendation of the Finance Department.
Why CM-KISAN payments get stopped
- e-KYC not completed, the single most common blocker, as CM-KISAN follows PM-KISAN norms.
- Land seeding or NPCI seeding pending. Beneficiaries were given a one-year window, running from Nuakhai on 8 September 2024, to complete these mandatory requirements.
- Name mismatch between UIDAI records and the application.
- No valid ration card, which is a listed exclusion.
- Bank account not Aadhaar-seeded, so the Aadhaar Payment Bridge cannot deliver the transfer.
- Another family member already enrolled, since multiple members from one family are excluded.
- Documents not furnished for the category applied under.
Help and grievance redressal
- Farmer helpline: 155333, listed on the CM-KISAN portal.
- Online grievance: the CM-KISAN grievance portal remains open throughout the year, and the guideline specifically says this is so that left-out eligible beneficiaries can apply.
- Field route: raise inclusion and correction requests with your VAW/AO, then the Block Agriculture Officer and the Chief District Agriculture Officer.
- Department: Department of Agriculture and Farmers' Empowerment, Odisha, Bhubaneswar, implementing through the Directorate of Agriculture and Food Production.
CM-KISAN registration is free. No agent can charge you to add your name to the beneficiary list, and no official will ask you for your Aadhaar OTP.

Frequently asked questions
How much money does CM-KISAN give?
CM-KISAN pays eligible rural small and marginal farmers Rs 2,000 per crop season in both Kharif and Rabi, totalling Rs 4,000 per annum. Landless agricultural households separately receive one-time financial assistance of Rs 12,500, released in three instalments.
Can a landless labourer get CM-KISAN?
Yes. CM-KISAN has a dedicated Livelihood Support component for Landless Agricultural Households — rural landless labourers depending on agriculture as their main activity. They receive Rs 12,500 one-time in three instalments and choose one livelihood unit from nine listed activities.
Who is not eligible for CM-KISAN?
Medium and large farmers, urban farmers, anyone below 18, and farmers without a valid ration card are excluded. So are income tax payers, government and PSU employees including retired staff and pensioners, holders of constitutional posts, and registered professionals such as doctors, engineers, lawyers, chartered accountants and architects.
Can two people from the same family both get CM-KISAN?
No. "Multiple members from one family" is an explicit exclusion parameter in the CM-KISAN guideline, so only one member of a family can draw the benefit. Duplicate claims are filtered out during sanitisation.
How do I apply for CM-KISAN?
Apply online only, through the CM-KISAN portal at cmkisan.odisha.gov.in — the guideline states no hard copy of the application is allowed. Use Farmer Registration on cmkportal.odisha.gov.in, or ask a Common Service Centre operator to submit it through the CSC login.
What is Krushi Vidya Nidhi Yojana under CM-KISAN?
Krushi Vidya Nidhi Yojana is the scholarship component of CM-KISAN for children of eligible CM-KISAN beneficiaries studying professional or technical courses. Students apply on the common scholarship portal at scholarship.odisha.gov.in, not on the CM-KISAN portal.
How do I check my CM-KISAN status?
Use Know Your Status at cmkportal.odisha.gov.in/KnowYourStatus, and check the published list at cmkportal.odisha.gov.in/BeneficiaryList. Complete e-KYC through the portal's e-KYC section if it is still pending.
Is CM-KISAN the same as PM-KISAN?
No. CM-KISAN is a State Plan scheme of the Government of Odisha, funded by the state, while PM-KISAN is a Central Sector scheme. They are separate applications, though CM-KISAN follows PM-KISAN norms for e-KYC, land seeding and NPCI seeding, and the CM-KISAN portal links to PM-KISAN's beneficiary status page.
