Subhadra Yojana
Odisha state government scheme
Subhadra Yojana is the Odisha government's cash transfer scheme that pays eligible women aged 21 to 60 a total of Rs 50,000 over five years, released as Rs 10,000 every year in two instalments of Rs 5,000 each on Raksha Bandhan and on 8 March. Women apply free at subhadra.odisha.gov.in, Anganwadi centres or Mo Seva Kendras.
What is Subhadra Yojana?
Subhadra Yojana is a direct cash transfer scheme of the Government of Odisha, run by the Women & Child Development and Mission Shakti Department. Launched on 17 September 2024, it is the largest women-focused scheme the state has attempted, with an announced outlay of about Rs 55,825 crore across the 2024 to 2029 period and a target of covering roughly one crore women.
Subhadra Yojana pays an eligible woman Rs 10,000 every year for five years, so the full entitlement over the scheme period is Rs 50,000. The annual amount is not paid as a lump sum. It is released as two instalments of Rs 5,000 each; one around Raksha Bandhan in August, and one on 8 March, International Women's Day. Both dates are symbolic choices by the state government and are announced afresh each year.
The scheme name comes from Subhadra, the sister of Lord Jagannath and Lord Balabhadra in the Puri triad, and the scheme is widely referred to in Odia as Subhadra Yojana or simply Subhadra. Money moves by Direct Benefit Transfer into the woman's own bank account, which is why the Aadhaar and bank formalities described below matter more than anything else in the process.
What Subhadra is designed to do
- Put unconditional cash directly in the hands of women rather than households.
- Reach women through a bank account held in their own name, not a joint or family account.
- Use existing food-security records. The NFSA and State Food Security Scheme ration lists, so that most poor women qualify without chasing a fresh income certificate.
- Encourage digital payments, through a separate Rs 500 incentive for the top 100 digitally active beneficiaries in each gram panchayat and each urban ward.
Who is eligible for Subhadra Yojana?
You can apply if:
- You are a woman aged 21 to 60 years. Age is counted from the date of birth recorded on Aadhaar, which is why an Aadhaar date-of-birth error blocks otherwise valid applications.
- You are a resident of Odisha.
- Your family is covered by the National Food Security Act ration card or by the State Food Security Scheme card. This is the primary and easiest test.
- If you hold neither card, your family income is Rs 2.5 lakh a year or less, evidenced by an income certificate from the Tahasildar.
- You have a bank account in your own name only, seeded with your Aadhaar number and enabled for DBT.
- You have completed Aadhaar-based e-KYC.
You cannot apply if:
- You are a serving government employee of the central or state government, or of a public sector undertaking, or a government pensioner.
- Your husband is a government employee or a government pensioner.
- You or any member of your family is an income tax payer.
- You already receive Rs 1,500 or more per month, or Rs 18,000 or more a year, from another government scheme, this is the rule that excludes many existing pension holders.
- Your family owns a personal four-wheeler such as a car or an SUV. Owning a tractor, a small commercial truck or another commercial vehicle used for livelihood does not disqualify you.
- You are below 21 or above 60 years of age.
- You are an elected representative at the level the state has notified as excluded, such as an MP or MLA, or a member of such a family.
Anganwadi workers and ASHA workers occupy a middle position. Because they are honorarium-based functionaries rather than regular government staff, the Odisha government has allowed them to apply, provided they clear the Rs 1,500 monthly benefit test and the other criteria.
How to apply for Subhadra Yojana
Subhadra registration is free, and there is no last date. You may register online yourself or get it done at a designated centre.
- Collect the papers first. Keep the Aadhaar card, the NFSA or SFSS ration card, the bank passbook of a single account in your own name, and the mobile number linked to your Aadhaar. Confirm at your bank branch that the account is Aadhaar-seeded and DBT-enabled, because these are two different things and an account can have one without the other.
- Open the Subhadra portal. Go to
subhadra.odisha.gov.inon a mobile browser such as Chrome or Safari; the portal is built mobile-first. Choose the application or registration option on the home page. - Register with your mobile number. Enter the mobile number linked to Aadhaar, request the OTP, and enter the OTP to authenticate.
- Fill the application form. Enter your Aadhaar number, name, date of birth, district, block or urban local body, gram panchayat or ward, ration card details and bank account particulars exactly as they appear on the source documents. A single mismatched letter in the name is the most frequent cause of later rejection.
- Complete e-KYC. Authenticate through the Aadhaar OTP on the portal, or go for face authentication or biometric e-KYC at a Mo Seva Kendra or Anganwadi centre if the OTP route fails.
- Submit and save the acknowledgement. Note the application or reference number the portal returns, and photograph the acknowledgement screen. You need this number to track status later.
Offline route. If you cannot apply online, the same form is available and is filled for you free of charge at your Anganwadi centre, at a Mo Seva Kendra, at the Block office in rural areas or the Urban Local Body ward office in towns, and at special Subhadra enrolment camps that the district administration announces. Carry the original documents plus one photocopy set. The operator completes biometric e-KYC on the spot, which is often quicker than struggling with OTP delivery.
How do I check my Subhadra application and payment status?
Subhadra status checking runs through the same portal used for registration.
- Open
subhadra.odisha.gov.inand use the status or beneficiary-search option. - Enter your application number, or your Aadhaar number or registered mobile number, and authenticate with the OTP.
- The portal shows the application stage; submitted, under verification, approved, or rejected, and separately shows the e-KYC status.
- If e-KYC shows as pending or failed, redo it. A large share of applications that appear stuck are simply awaiting e-KYC, and no payment releases until e-KYC is complete.
- For payment, check the bank passbook or the bank's SMS after the announced instalment date. Money credited by DBT appears with a scheme narration.
Beneficiary lists are also published at the gram panchayat and ward level, and the Anganwadi worker for your area usually holds a copy that you can inspect.
Why do Subhadra applications get rejected, and how do I fix it?
Rejection under Subhadra is rarely about the applicant being genuinely ineligible. Most cases are record problems that can be corrected.
- e-KYC not completed. The single largest cause. Redo the e-KYC on the portal by OTP, or biometrically at a Mo Seva Kendra.
- Bank account not Aadhaar-seeded. Seeding with the bank is not the same as the NPCI mapping that DBT needs. Ask the branch specifically to link the account to Aadhaar in the NPCI mapper.
- Joint account submitted. Subhadra pays only into an account held solely by the woman. Open a single account and update the record.
- Name mismatch. The name on Aadhaar, the bank record and the ration card must match. Correct whichever document is wrong, usually Aadhaar, then re-apply or file a correction.
- Wrong date of birth on Aadhaar pushing you outside the 21 to 60 window. Correct the Aadhaar record with supporting proof.
- Exclusion flag raised because a family member is recorded as a government employee or income tax payer. If the flag is factually wrong, submit documentary proof to the Block or ULB office.
- Duplicate application. Only one Subhadra application per woman is valid; a second registration is dropped.
What are the key dates for Subhadra Yojana?
- 17 September 2024 — Subhadra Yojana launched.
- Raksha Bandhan (August); first instalment of Rs 5,000 for the year.
- 8 March; second instalment of Rs 5,000, on International Women's Day.
- 2024 to 2029. The announced five-year scheme period across which the Rs 50,000 total is paid.
- Registration, open through the scheme period, with no announced closing date.
Instalment release dates in any given year are announced by the state government shortly beforehand and can shift by a few days. Newly approved applicants are frequently paid in a catch-up release rather than on the headline date.
Where do I complain if something goes wrong?
Start locally and escalate. The Anganwadi worker and the Child Development Project Officer handle first-level Subhadra queries in rural areas; in towns, approach the Urban Local Body ward office. Above them, the Block Development Officer and the District Social Welfare Officer can order verification of a wrongly rejected case.
The Subhadra portal itself carries a grievance or help section where a complaint
can be lodged against the application number, and the Odisha government has run
a dedicated Subhadra helpline that operates through the day; the current number
is displayed on subhadra.odisha.gov.in. For unresolved matters, the state's
general grievance route through the Odisha Chief Minister's Grievance Cell
and the district Collectorate's public grievance day remains available.
Two practical cautions. First, no one may charge you money for Subhadra
enrolment, the process is free at every authorised centre, and demands for
payment should be reported to the Block Development Officer. Second, treat only
subhadra.odisha.gov.in as the official portal. A large number of look-alike
websites publish Subhadra "status check" and "beneficiary list" pages, and
entering Aadhaar and bank details on them is unsafe.

Frequently asked questions
How much money does Subhadra Yojana give and when is it paid?
Subhadra Yojana pays Rs 10,000 a year, split into two instalments of Rs 5,000 each, for five years — Rs 50,000 in total. The first instalment of each year is released around Raksha Bandhan in August and the second on 8 March, International Women's Day. Money reaches the applicant's own Aadhaar-seeded bank account by Direct Benefit Transfer.
Who is eligible for Subhadra Yojana in Odisha?
Women aged 21 to 60 who live in Odisha and belong to an economically weaker family are eligible. The simplest qualification is being named on an NFSA or State Food Security Scheme ration card; women without such a card can still qualify if family income is Rs 2.5 lakh a year or less. Aadhaar-based e-KYC and a DBT-enabled single bank account are compulsory.
Who is not eligible for Subhadra Yojana?
Women who are government employees, whose husbands are government employees, who pay income tax or whose family pays income tax, and women already drawing Rs 1,500 or more a month from another government scheme cannot apply. Owning a personal four-wheeler such as a car or SUV also disqualifies a family. Women below 21 or above 60 are outside the age window.
Can an Anganwadi worker or ASHA worker get Subhadra?
Yes. Anganwadi workers and ASHA workers are honorarium-based functionaries rather than regular government employees, and the Odisha government has allowed them to apply for Subhadra provided they meet the other criteria and are not drawing Rs 1,500 or more a month from another scheme.
Is there a last date to apply for Subhadra Yojana?
No last date has been announced. Subhadra registration is open on a rolling basis through the scheme period announced for 2024 to 2029, and women who turn 21 later or whose papers were incomplete earlier can register whenever they become ready.
Why has my Subhadra instalment not arrived?
The commonest reasons are incomplete e-KYC, a bank account that is not Aadhaar-seeded or not DBT-enabled, a joint account instead of a single account in the woman's own name, and a name or date-of-birth mismatch between Aadhaar and the bank record. Fix the underlying record first, then the payment releases in a later cycle.
Does Subhadra Yojana cost anything to apply for?
No. The Subhadra application form and the assisted registration at Anganwadi centres, Mo Seva Kendras and Block offices are free. No agent or middleman is authorised to charge a fee for adding a name to the scheme, and any such demand should be reported to the Block Development Officer.
What is the extra Rs 500 digital transaction incentive?
Subhadra Yojana adds Rs 500 as an annual incentive to the 100 beneficiaries in each gram panchayat and each urban local body ward who record the highest number of digital transactions. It is a reward built on top of the Rs 10,000 yearly transfer, not a separate application.
