Get six documents right and a PM-USP CSSS application goes through; get the income certificate or the bank seeding wrong and it stalls no matter how good your marks are. This checklist lists every document, what each one proves, and the format mistakes that cause rejection, for the PM-USP Central Sector Scheme of Scholarship for College and University Students (CSSS), the Ministry of Education merit scholarship applied for only on scholarships.gov.in.
One-line reminder: PM-USP CSSS is a merit scholarship for students above the 80th percentile of their Class 12 board and stream with family income up to Rs 4.5 lakh.

What each mandatory document does
1. One Time Registration (OTR) number. Generated once on scholarships.gov.in against your Aadhaar or Aadhaar Enrolment ID, including a face-authentication step. The 14-digit number stays valid throughout your academic career and replaces yearly re-registration: generate it before you start the application.
2. Aadhaar card. Anchors the OTR, e-KYC and face authentication. Your name and date of birth on Aadhaar should match your other records; mismatches trigger verification queries.
3. Class 12 marksheet. This is the merit proof. The portal establishes whether you are above the 80th percentile of successful candidates in your board and stream. The top 20%, not simply 80% marks. Upload the clear, official marksheet showing board, roll number and marks.
4. Income certificate. Must show gross family income not exceeding Rs 4.5 lakh a year and be issued by the competent authority notified in your state. A certificate from the wrong authority is a common rejection cause even when the income figure is fine.
5. College admission or bonafide certificate. Proves enrolment in a regular, full-time degree course at a recognised institution. Distance-mode, open-schooling and diploma enrolments do not qualify.
6. Bank account passbook. The account must be Aadhaar-seeded, since payment is by DBT. A passbook for an unseeded or dormant account leads to a bounced payment even after sanction.
Conditional documents
- Caste certificate; only if you are claiming a reserved-category slot. Not needed for a general-category merit claim.
- Fee receipt of the current course; some institutions ask for it at the verification stage; keep it ready even though it is not universally required.
Common format and upload mistakes
- Uploading a blurred or partial scan. The marksheet and income certificate must be fully legible; unreadable uploads are queried or rejected.
- Wrong income authority — a certificate not from the notified competent authority is rejected regardless of the amount.
- Unseeded bank account. The passbook belongs to an account that is not Aadhaar-seeded, so DBT fails after sanction. Seed the account first.
- Name mismatch across documents; Aadhaar, marksheet and bank records showing different name spellings trigger verification delays.
- Skipping OTR: trying to apply without first generating the 14-digit OTR number; nothing proceeds without it.
Before you submit
- Generate the OTR and note the 14-digit number.
- Scan all mandatory documents clearly and in full.
- Confirm the income certificate is from the competent authority and within Rs 4.5 lakh.
- Confirm the bank account is Aadhaar-seeded and active.
- Preview the application so every entry matches your documents, then submit.
- Ask your college nodal officer to verify the application before the window closes, an unverified application is rejected regardless of documents.
FAQ
Do I need a caste certificate? Only if you are claiming a reserved-category slot. General-category merit applicants do not.
Why does my bank passbook matter so much? Payment is by Direct Benefit Transfer, so the account must be Aadhaar-seeded and active or the credit bounces even after sanction.
Is the fee receipt compulsory? No, but some institutions ask for it at verification, so keep it ready.
