PM-USP CSSS: Why Applications Get Rejected and How to Fix It

Most PM-USP CSSS rejections are avoidable, and one cause dominates: the college never verified the application, so it lapsed at the deadline; regardless of how strong the student's merit was. The other frequent causes are the percentile rule, the income ceiling, and an unseeded bank account. This article takes each rejection reason and gives the fix, for the PM-USP Central Sector Scheme of Scholarship for College and University Students (CSSS), the Ministry of Education merit scholarship applied for only on scholarships.gov.in.

One-line reminder: PM-USP CSSS supports meritorious students above the 80th percentile of their Class 12 board and stream with family income up to Rs 4.5 lakh; it pays by DBT.

Institute verification missed

This is the biggest single cause. Submitting on the portal is not enough; your college nodal officer must verify the application before the window closes. An unverified application never reaches the ministry and is rejected.

• Fix: Confirm with your nodal officer that your application shows on their pending list, and follow up until the status changes from "Pending at Institute" to "Verified by Institute". Do this days before the deadline, not on it.

Percentile not met

The 80th percentile rule is the most misunderstood requirement. It means being in the top 20% of successful candidates in your own board and stream: not scoring 80% marks. Boards publish the cut-off mark board-wise and stream-wise each year.

• Fix: Check your board's published CSSS cut-off for your stream before applying. If your marks fall below it, this scholarship is not available on those marks — a high absolute percentage does not override a board-relative cut-off. There is no correction for this after the fact.

Course not eligible

CSSS is for regular, full-time degree courses. Applications for correspondence, distance-learning, open-schooling or diploma programmes are rejected.

• Fix: Confirm your course is a recognised regular full-time degree before applying. Diploma and distance-mode students are not eligible under the scheme's design.

Income certificate problems

Two versions of this cause a rejection: gross family income above Rs 4.5 lakh a year, or an income certificate issued by a non-competent authority.

• Fix: Obtain the income certificate from the competent authority notified in your state, and ensure the figure is within Rs 4.5 lakh. Re-upload a correctly issued certificate if the first was from the wrong authority.

Bank account not Aadhaar-seeded

A scholarship can be sanctioned and still not reach you if the bank account is not Aadhaar-seeded, because payment is by Direct Benefit Transfer and the DBT bounces.

• Fix: Ask your bank to seed your account with Aadhaar and confirm it is active. Then track the payment on PFMS "Know Your Payment" using the Aadhaar-seeded account number.

Duplicate or overlapping scholarship

The National Scholarship Portal permits one merit-based central scholarship at a time. If you are already drawing another merit-based central scholarship for the same course, the CSSS application is rejected.

• Fix: You cannot hold two merit-based central scholarships together for the same course. Choose one before applying.

Renewal conditions not met

A renewal is rejected if you scored below 50% in the annual examination or had below 75% attendance in the preceding year, or if the renewal window was missed.

• Fix: Maintain the marks and attendance thresholds, and file the renewal within the window, for the current cycle, renewal applications close on 31 October 2026. Get the college to verify the renewal before it closes.

How to correct and escalate

1. Read the exact rejection reason shown against your application under your OTR login on scholarships.gov.in.
2. If the reason is a fixable data or document error and the window is still open, correct it and resubmit, then get the institute to re-verify.
3. For disputes or errors you cannot resolve on the portal, contact the NSP helpdesk on 0120-6619540 (8:00 AM to 8:00 PM, all days except government holidays) or email helpdesk@nsp.gov.in.
