PMAY-U Beneficiary Led Construction (BLC)

What is PMAY-U Beneficiary Led Construction?
Beneficiary Led Construction (BLC) is the vertical of Pradhan Mantri Awas Yojana
- Urban (PMAY-U) for families that already own a piece of land in a town but cannot afford to build a proper house on it. Instead of allotting a flat, the Ministry of Housing and Urban Affairs gives the family money, in instalments, to build or enlarge its own house.
According to the PMAY-Urban portal, BLC is a Centrally Sponsored Scheme under which central assistance of Rs 1.5 lakh per house was given to individual eligible families in the EWS category under PMAY-U 1.0, either to construct a new house or to enhance an existing kutcha or semi-pucca one. Under PMAY-U 2.0, which runs from 2024 to 2029, the PMAY-U 2.0 FAQ places total government assistance for BLC and AHP at up to Rs 2.5 lakh per unit, a central share of Rs 1.5 lakh in most states and Rs 2.25 lakh in North Eastern and special category states and Union Territories, with the state government contributing the balance.
BLC is the most widely used PMAY-Urban vertical, because most urban poor families in smaller towns own the ground under their house even when the house itself is made of mud, tin or tarpaulin.

Who is eligible for BLC, and who is not eligible?
You can apply if:
- You own land. A plot, or a kutcha or semi-pucca house; inside a town or city covered under PMAY-U, with a document proving it.
- Your family's annual household income is up to Rs 3 lakh, the EWS ceiling.
- No family member owns a pucca house anywhere in India. This covers you, your spouse and your unmarried children, in any state or village.
- Your family has not taken central housing assistance before under any government housing scheme.
- Aadhaar of every family member is available and you can complete Aadhaar-based eKYC.
You are not eligible if:
- You own no land in an urban area. Landless families cannot apply for BLC, the Affordable Housing in Partnership vertical is the route for them.
- Any family member already owns a pucca house anywhere in India.
- Your family has already received central housing assistance, including under PMAY-Gramin or another PMAY-U vertical. It is a once-in-a-lifetime benefit per family.
- Your annual household income exceeds Rs 3 lakh, or the land is outside a town notified under PMAY-U.
- You want money to buy a plot, buy a ready flat or build a commercial building. BLC funds construction of a dwelling for your own family's use only.
How to apply for PMAY-U BLC
- Confirm the basics, you own land in a PMAY-U town, household income is up to Rs 3 lakh a year, and no family member owns a pucca house anywhere in India.
- Open the official application portal, pmaymis.gov.in, and go to the PMAY-U 2.0 section. Alternatively visit a Common Service Centre or your Urban Local Body / municipality office, which can fill the form for you.
- Complete Aadhaar-based eKYC for yourself, then enter Aadhaar details for your spouse and unmarried children.
- Fill the application form, choosing the BLC vertical, and enter your income, address, bank account and land details: plot number, area and the document reference.
- Upload the documents, land ownership proof, income proof or self-declaration, bank passbook and any priority-category certificate.
- Submit and note your application number shown on screen.
- Let the Urban Local Body verify your case. ULB staff check the documents and visit the plot; the case is then approved by the State Level Sanctioning and Monitoring Committee and included in a project.
- Start construction after sanction and get each stage verified. Instalments are released after the ULB confirms and geo-tags the stage reached; typically plinth, roof level and completion.
- Complete the house and get the final verification done, which releases the last instalment.
Track progress on pmaymis.gov.in through Track Assessment Status or the beneficiary search, using your application number, name or Aadhaar.

How the BLC money is released
BLC assistance is never handed over as a single lump sum. The Urban Local Body releases it in instalments as construction progresses, so that the money is actually spent on the house:
- First instalment; usually on sanction or on completion of the foundation and plinth.
- Second instalment; at lintel or roof level.
- Final instalment; on completion of the house, including the toilet.
Each stage is verified physically and recorded with geo-tagged photographs on the PMAY MIS system. Families should therefore not sell or mortgage the plot mid-construction, and should keep the bank account active and Aadhaar-seeded throughout.
Common reasons for a stuck instalment are an unverified or un-geo-tagged construction stage, an account that is not Aadhaar-seeded, incomplete eKYC, or a land document under scrutiny. Any of these is resolved at the ULB office rather than online.

Enhancement work must be pucca construction of at least one habitable room, or a room with a kitchen and/or bathroom and/or toilet, conforming to National Building Code norms.
BLC compared with the other PMAY-U verticals
- BLC. You own land; the government funds you to build.
- AHP, you have no land; the government arranges a built flat at a subsidised price.
- ISS (Interest Subsidy Scheme), you are taking a home loan and your income is up to Rs 9 lakh; the government pays up to Rs 1.80 lakh of the interest in five yearly instalments.
- ARH (Affordable Rental Housing). You are an urban migrant or worker who needs rented accommodation rather than ownership.
Across all verticals, PMAY-Urban has sanctioned about 172.72 lakh houses, grounded roughly 121.15 lakh and completed about 99.25 lakh, with central assistance of around Rs 1.81 lakh crore released, according to the mission dashboard.

Why has my BLC instalment not been released?
The usual reasons are that the construction stage has not yet been verified or geo-tagged by the Urban Local Body, the bank account is not Aadhaar- seeded, eKYC is incomplete, or a land document is still under scrutiny. Check the status on pmaymis.gov.in and then follow up at the ULB office that carries out the site verification.
Can two members of one family each get BLC?
No. The beneficiary family is defined as husband, wife and unmarried children, and central housing assistance is a once-in-a-lifetime benefit per family. A married adult child with a separate family may apply in their own right if they meet all the conditions independently.
Is there a fee to apply for BLC?
No. Applying on pmaymis.gov.in is free, and a Common Service Centre may charge only the small government-notified assistance fee. No agent, contractor or middleman can charge you for getting your name onto the beneficiary list, and no official will ask for your OTP.
