What is PM SVANidhi?

PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi) is a central scheme of the Ministry of Housing and Urban Affairs that gives street vendors small, collateral-free working capital loans through banks, with an interest subsidy for timely repayment and cashback for digital transactions.

PM SVANidhi was launched in June 2020 to help street vendors restart businesses hit by the COVID-19 pandemic. According to the Press Information Bureau, the scheme has since grown into far more than emergency credit - it gives vendors formal recognition, a credit history and an entry point into the formal financial system.

On 27 August 2025, the Union Cabinet approved the restructuring of PM SVANidhi and the extension of its lending period beyond 31 December 2024 to 31 March 2030. The restructured scheme has a total outlay of Rs 7,332 crore and aims to benefit 1.15 crore beneficiaries, including 50 lakh new beneficiaries.

Who is eligible for PM SVANidhi?

You can apply if:

  • You are a street vendor who was vending in an urban area on or before 24 March 2020.
  • You hold a Certificate of Vending (CoV) or an identity card issued by your Urban Local Body.
  • You were identified in the ULB survey of street vendors but have not yet been issued a certificate or ID card.
  • You were left out of the survey, or started vending after it, and can obtain a Letter of Recommendation (LoR) from the Urban Local Body or the Town Vending Committee.
  • You vend in a state or union territory that has notified rules and a scheme under the Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014. The portal states this condition explicitly.

Under the restructured scheme, coverage is being extended beyond statutory towns to census towns and peri-urban areas in a graded manner, which widens the pool of eligible vendors.

You cannot apply if:

  • You began vending after 24 March 2020 and cannot obtain a Letter of Recommendation from the ULB or Town Vending Committee.
  • Your state or UT has not notified rules and a scheme under the Street Vendors Act, 2014 - the portal restricts benefits to vendors in notified states and UTs.
  • You have no Certificate of Vending, no ID card, no place in the survey list and no LoR - one of these four routes is needed to establish that you are a street vendor.
  • You are seeking the second or third tranche without having repaid the previous loan. Each higher tranche is unlocked only by repaying the previous one, and the RuPay credit card requires timely repayment of the second loan.

How to apply for PM SVANidhi online

  1. Check your survey status on pmsvanidhi.mohua.gov.in to see whether the Urban Local Body's street vendor survey covered you.
  2. Make sure your mobile number is linked to your Aadhaar, since the application is verified through Aadhaar OTP.
  3. On the portal, choose the route that matches your situation - "Apply for Loan" if you hold a Certificate of Vending or ULB identity card, or "Apply LoR cum Loan" if you need a Letter of Recommendation from the ULB or Town Vending Committee first.
  4. Select the loan tranche you are eligible for - Rs 15,000 for a first-time borrower, Rs 25,000 after repaying the first loan, or Rs 50,000 after repaying the second.
  5. Enter your Aadhaar number, verify with the OTP sent to your linked mobile, and fill in your vending details, business details and bank account information.
  6. Choose your lending institution from the list shown and submit the application. Note the application number displayed.
  7. Complete any verification the bank asks for. On sanction, the loan is credited to your bank account, and the 7% interest subsidy is applied to your loan account as you repay on schedule.
  8. Start accepting payments through the UPI QR code issued to you so that the cashback of up to Rs 1,600 begins accruing.

How to apply for PM SVANidhi offline

  1. Visit your Urban Local Body help desk, a bank branch, or a Common Service Centre with your Aadhaar card, vending certificate or ID card and bank passbook.
  2. Ask the official to file the PM SVANidhi application on your behalf, including the Letter of Recommendation request if you do not hold a Certificate of Vending.
  3. Complete biometric verification at the centre - this is the route to use if your mobile number is not linked to your Aadhaar.
  4. Collect the acknowledgement carrying your application number and follow up with the lending bank branch.

Vendors can also apply during outreach drives. Under the special campaign, Lok Kalyan Melas were held from 17 September to 15 October 2025 across all Urban Local Bodies, where vendors were mobilised, applications submitted, disbursements accelerated and beneficiaries onboarded digitally.

What is SVANidhi se Samriddhi?

SVANidhi se Samriddhi is the welfare-linkage arm of PM SVANidhi. It profiles street vendors and their families and connects them to central welfare schemes so that benefits reach the household, not just the business.

According to the Press Information Bureau, SVANidhi se Samriddhi has connected beneficiaries to 8 welfare schemes of the Government of India, profiling of more than 47 lakh street vendors and families has been completed, and more than 1.46 crore scheme sanctions had been recorded as of 9 December 2025.

The restructured scheme also builds vendor capacity in entrepreneurship, financial literacy, digital skills and marketing through convergence, and standard hygiene and food safety training for street food vendors is conducted in partnership with FSSAI.

Who runs PM SVANidhi?

PM SVANidhi is a central government initiative implemented jointly by the Ministry of Housing and Urban Affairs and the Department of Financial Services, with DFS responsible for facilitating access to loans and credit cards through banks and financial institutions.

State governments and Urban Local Bodies identify street vendors, facilitate loan processes and link beneficiaries to welfare schemes. Banks disburse loans, process the interest subsidy and promote digital transactions.

The scheme won the Prime Minister's Award for Excellence in Public Administration (2023) for Innovation at the central level, and the Silver Award for Excellence in Government Process Re-engineering for Digital Transformation in 2022.
