Applying for PM SVANidhi comes down to one decision made first: do you already have proof that you are a street vendor, or do you need the Urban Local Body to recommend you? That choice picks your application route on pmsvanidhi.mohua.gov.in, "Apply for Loan" if you hold a Certificate of Vending or ULB ID card, or "Apply LoR cum Loan" if you do not. This guide walks through every screen and decision for PM Street Vendor's AtmaNirbhar Nidhi (PM SVANidhi), the Ministry of Housing and Urban Affairs scheme that gives street vendors collateral-free working capital loans.

Before you start: which route is yours?

Establish which of the four eligibility routes fits you, because it changes the online path:

  1. You hold a Certificate of Vending (CoV) or ULB identity card → use Apply for Loan.
  2. You were identified in the ULB survey but not yet issued a certificate → Apply for Loan, your survey record backs you.
  3. You were left out of the survey or started later → you need a Letter of Recommendation (LoR) from the ULB or Town Vending Committee → use Apply LoR cum Loan.
  4. None of the above → you must first establish vendor status through one of these; the loan cannot be sanctioned without it.

Step 1: Check your survey status

Open pmsvanidhi.mohua.gov.in and check whether the Urban Local Body's street vendor survey covered you. This tells you upfront whether you can go straight to a loan application or must request an LoR.

Step 2: Confirm Aadhaar–mobile linkage

The online application is verified through Aadhaar OTP. Confirm your mobile number is linked to your Aadhaar. If it is not, you cannot complete OTP e-KYC online: go to the offline route (Step 8) instead.

Step 3: Choose your application type

On the portal, select:

  • "Apply for Loan": if you hold a CoV or ULB ID card, or are in the survey list.
  • "Apply LoR cum Loan", if you need the ULB or Town Vending Committee to recommend you first. The system routes the LoR request to your ULB before the loan proceeds.

Step 4: Select the loan tranche

Pick the tranche you qualify for:

  • Rs 15,000, first-time borrower.
  • Rs 25,000: only after repaying the first loan.
  • Rs 50,000 — only after repaying the second loan.

You cannot skip tranches; each higher amount unlocks only on repaying the previous one.

Step 5: Complete Aadhaar OTP and fill details

Enter your Aadhaar number, verify with the OTP sent to your linked mobile, then complete:

  • Vending details: location, category of goods, years vending.
  • Business details; nature of the vending business.
  • Bank account information, the account where the loan is credited and the interest subsidy adjusted.

Step 6: Choose a lending institution and submit

Select your lending institution from the list shown, a bank, small finance bank, NBFC or cooperative on the panel. Submit and note the application number displayed; you will track the application with it.

Step 7: Bank verification and disbursal

Complete any verification the bank asks for. On sanction, the loan is credited to your bank account, and the 7% interest subsidy is applied to your loan account as you repay on schedule. Then start accepting payments through the UPI QR code issued to you, so cashback of up to Rs 1,600 begins accruing.

Step 8: The offline route

If your mobile is not Aadhaar-linked, or you prefer in-person help:

  1. Visit your ULB help desk, a bank branch, or a Common Service Centre with your Aadhaar card, vending certificate or ID card and bank passbook.
  2. Ask the official to file the application, including the LoR request if you have no CoV.
  3. Complete biometric verification at the centre. This replaces OTP when your mobile is not Aadhaar-linked.
  4. Collect the acknowledgement carrying your application number and follow up with the lending branch.

Vendors can also apply during outreach drives; under the special campaign, Lok Kalyan Melas ran from 17 September to 15 October 2025 across all ULBs.

FAQ

Is there any fee to apply? No. Applying is free online and at bank branches, ULB help desks and CSCs. No agent can charge to get a loan sanctioned; report demands on 1800 11 1979.

What if I have no Certificate of Vending? Use "Apply LoR cum Loan" so the ULB or Town Vending Committee can recommend you before the loan proceeds.

Until when can I apply? Lending has been extended to 31 March 2030 under the restructured scheme approved on 27 August 2025.
