Pradhan Mantri Shram Yogi Maandhan (PM-SYM) enrolments rarely fail at the desk. They fail on the eligibility rules, which are checked against a self-declaration you sign at the Common Service Centre. Because PM-SYM relies on that self-declaration rather than an income certificate, the risk is not a slow rejection but enrolling when you were never eligible, which means contributions get refunded and no pension is payable. Eligibility reasons an enrolment is invalid
- Existing EPFO membership. Any EPFO cover; even from a previous job; puts you outside PM-SYM. Fix: this is a hard exclusion; a worker with EPFO history cannot validly join. Contributions made in error are refunded.
- Existing ESIC or NPS cover. ESIC membership or an NPS subscription through government/employer contribution also disqualifies. Fix: same as above. The exclusion cannot be waived.
- Income-tax payer. Anyone who has filed an income tax return breaches the non-taxpayer condition. Fix: this is an outright exclusion, not a fixable defect.
- Age above 40 (or below 18) at enrolment. Entry is only within the 18–40 band. Fix: none. The age gate is fixed at entry.
- Monthly income above Rs 15,000. Earning more than the ceiling makes the enrolment invalid. Fix: none while income exceeds the limit.
The exclusion rule matters more than anything else here. Enrolling despite EPFO/ESIC cover, tax-payer status, or being outside the age or income limits means the contributions will have to be refunded and no pension will be payable, so read these before you sign the self-declaration.
Contribution failures after enrolment
Even a valid enrolment stalls if the monthly auto-debit does not go through:
- Bank account without an active auto-debit mandate, so monthly contributions bounce. Fix: activate the mandate through your CSC.
- Aadhaar name mismatch with the bank account, which blocks the mandate. Fix: correct the name so Aadhaar and bank records match.
- Insufficient balance on the debit date. Fix: keep the account funded around the debit date each month.
- Repeated default. Fix: clear arrears promptly through the CSC; sustained default can lead to the account being discontinued.
How to fix and re-enrol
- Confirm you are genuinely eligible on all five gates — occupation, age, income, no EPFO/ESIC/NPS, non-taxpayer; before re-attempting.
- Correct the bank mandate and Aadhaar name mismatch at the enrolling CSC.
- Fund the account and pay any arrears so the auto-debit resumes.
- Keep your Shram Yogi Card and pension account number for every follow-up.

No agent may charge you a fee to enrol you under PM-SYM. The only money you pay at the CSC is your own first monthly contribution, and it must reflect in your contribution history on maandhan.in. Never share your OTP or bank PIN.
FAQ
I had EPFO in an old job; can I still join? No. Any EPFO membership is a hard exclusion from PM-SYM, and contributions made in error are refunded.
My debit bounced: is my account cancelled? Not immediately. Clear the arrears through your CSC quickly, as repeated default can lead to discontinuation.
I filed one income tax return years ago; does that disqualify me? Being an income tax payer is an exclusion; check the scheme rules with your CSC or the 14434 helpline before enrolling.
Can I get my money back if I was wrongly enrolled? Yes; where enrolment was invalid, contributions are refunded and no pension is payable.
