How to Apply for a PMEGP Loan on kviconline.gov.in: Step-by-Step Guide

You apply for PMEGP online and free on the PMEGP e-Portal at kviconline.gov.in, using the "Application for New Unit" form, and the application then travels through three separate gates: screening by your implementing agency, an interview before the District Level Task Force Committee, and finally the bank's own loan appraisal. Nobody can shortcut those three gates for you. For subsidy rates, eligibility rules and document notes, see the main Prime Minister's Employment Generation Programme (PMEGP) guide; this article walks through the filing itself.

Before you start: decisions to make on paper

Four choices inside the form change your subsidy and your chances, so settle them before you open the portal.

  • Implementing agency. You apply through KVIC, your state Khadi and Village Industries Board (KVIB), or the District Industries Centre (DIC). In broad practice, KVIC and KVIB route rural village-industry projects and DIC handles the district's general enterprise pipeline. Pick one; you cannot file the same project with all three.
  • Rural or urban. A rural unit earns 25% subsidy for general category and 35% for special category, against 15% and 25% in urban areas. If you claim rural, you will need a rural area certificate from the gram panchayat or competent authority to back it up.
  • Category. SC, ST, OBC, minority, women, ex-servicemen, transgender and differently-abled applicants, and applicants from the North Eastern Region, aspirational districts, hill and border areas, get the special-category rate and contribute only 5% instead of 10%. The claim is only as good as the certificate you upload.
  • Project cost. The subsidy ceiling applies to Rs 50 lakh in manufacturing and Rs 20 lakh in business and service. A bank may lend beyond that, but the excess carries no subsidy at all.

Also check that your activity is not on the negative list in the PMEGP guidelines, and that the project has genuine capital expenditure: a pure trading or working-capital proposal is not eligible.

Build the project report first

The project report is the document that actually decides your case, both at the task force interview and at the bank. It must set out capital expenditure, working capital, the means of finance and projected employment, and it should carry a credible market assessment for the product or service. A report that shows a plausible cost break-up and realistic sales is the difference between an application that clears bank appraisal and one that stalls after the committee has already recommended it.

Step-by-step: filing on the PMEGP e-Portal

  1. Open kviconline.gov.in and go to the PMEGP e-Portal, then choose Application for New Unit under the individual applicant section. (Applicants for the upgradation loan use the separate second-loan form.)
  2. Register with your Aadhaar number, name, state, district, mobile number and email, and verify the OTP sent to your mobile. Enter your name exactly as on Aadhaar and PAN; a mismatch surfaces later at bank appraisal, not at submission.
  3. Fill the application form: the agency you are applying through, activity type, whether the unit is rural or urban, your category, the project cost, and the bank branch you want the loan from. Choose a branch that is realistically near your unit; the branch has to inspect it.
  4. Upload the documents. Aadhaar and PAN are mandatory, along with the project report and a passport-size photograph. Add the caste or special-category certificate and the rural area certificate if you are claiming the higher rates, and the Class VIII pass certificate if your project exceeds Rs 10 lakh in manufacturing or Rs 5 lakh in service and business (below those thresholds no educational qualification is required).
  5. Submit and save. Note the application ID and download the final PDF of the submitted application. You will need the ID for every status check afterwards.

There is no application fee. If anyone asks you for money to file it, that is not part of the scheme.

After submission: the three gates

  1. Agency screening. Your chosen implementing agency scrutinises the application against eligibility and the negative list, and shortlists it.
  2. District Level Task Force Committee interview. If shortlisted, you are called to appear before the DLTFC. Carry your originals and be ready to explain the project report in your own words: costs, machinery, market, and how many people the unit will employ.
  3. Bank appraisal and sanction. On the committee's recommendation the file goes to your chosen bank branch, which appraises the project independently and sanctions the term loan and working capital. The bank can decline a project the committee recommended; its appraisal is its own.

What happens to the subsidy

The margin money subsidy is never paid to you in cash. After sanction, the bank claims it from KVIC and holds it as a term deposit receipt in your name for the lock-in period. During that time you must complete EDP (Entrepreneurship Development Programme) training, required before the subsidy is released unless you already hold training of at least 10 days offline or 60 hours online under a recognised programme, keep the unit running, and service the loan on schedule. At the end of the lock-in, if the unit is operating satisfactorily, the subsidy is adjusted against your loan account. If the unit closes or the loan is misused in that window, the money goes back to KVIC.

Applying with help from an agency office

The application is online in every case, but you do not have to file it alone. Your District Industries Centre, state KVIB office or the KVIC district office will help you complete the form on kviconline.gov.in and accept your project report and supporting documents. They also tell you when the task force interview is scheduled.

For scheme queries, the PMEGP toll-free helpline is 1800-180-6763, open 10:00 AM to 6:00 PM, and state-wise helpdesk numbers are published on the e-Portal helpdesk page.
