What is the PIPDIC Scheme of Assistance to SC/ST Entrepreneurs?

Scheme of Assistance to SC/ST Entrepreneurs is one of the special schemes of the Pondicherry Industrial Promotion Development and Investment Corporation Limited (PIPDIC), the Government of Puducherry undertaking set up in 1974 with the twin objective of promoting the union territory's industrial development and providing financial assistance to entrepreneurs.

According to PIPDIC's published schemes of assistance:

  • Eligible borrowers: new or existing micro enterprises promoted by SC/ST entrepreneurs.
  • Purpose: for setting up new micro enterprises or for expansion of existing units.
  • Loan limit: not to exceed Rs 2 lakh.

This is deliberately a small-ticket scheme, and understanding that shapes how it should be used. Rs 2 lakh does not build a factory. It buys a set of machines for a tailoring unit, the equipment for a small food processing operation, a printing or binding setup, tools for a fabrication workshop, or the additional machine an existing micro unit needs to take on more orders. PIPDIC's ladder of schemes is designed so that a unit that starts here can move up: the composite loan scheme for cottage and village industries goes to Rs 10 lakh, and the general Scheme for SSI / MSI Sector goes to Rs 1,000 lakh.

The scheme sits alongside Puducherry's other category-specific industrial support. The Department of Industrial Development runs a Capital Investment Subsidy component under the Motivation of Entrepreneurs scheme that pays SC, ST and women entrepreneurs 25 per cent of investment in land, building, plant and machinery up to Rs 25 lakh, where the unit is fully owned by the category. Government orders also record that women, SC, ST and differently abled entrepreneurs pay 50 per cent of the premium lease amount for industrial land. An SC or ST entrepreneur planning a unit in Puducherry should look at all three together rather than at the loan alone.

Who is eligible for the SC/ST entrepreneurs loan?

You can apply if:

  • You are a Scheduled Caste or Scheduled Tribe entrepreneur, able to produce a caste certificate from the Revenue Department.
  • Your enterprise is a micro enterprise. The smallest category in the MSME classification, evidenced by Udyam registration.
  • The enterprise is new, and you are setting it up, or existing, and you are expanding it. Both are expressly covered.
  • The enterprise is or will be located in the Union Territory of Puducherry: Puducherry, Karaikal, Mahe or Yanam.
  • Your requirement is within Rs 2 lakh.
  • You can service the loan from the enterprise's earnings and offer whatever security PIPDIC requires for the amount.

You cannot apply, or are not eligible, if:

  • You are not SC or ST, or cannot produce a caste certificate. This is a category-specific scheme and there is no discretion on the threshold.
  • Your enterprise is larger than a micro enterprise. A small or medium unit belongs under PIPDIC's general SSI/MSI scheme.
  • Your requirement exceeds Rs 2 lakh. Do not split a larger project into pieces to fit the ceiling; apply under the appropriate larger scheme.
  • Your unit is outside the Union Territory of Puducherry.
  • You are seeking a personal, consumption or education loan. PIPDIC finances enterprises. This is business finance for a micro unit, not a welfare payment or a personal advance.
  • You are an existing defaulter to PIPDIC, another financial institution or a bank.
  • You want only working capital with no enterprise. The purpose is setting up or expanding a micro enterprise.

How much is the loan, and what does Rs 2 lakh cover?

The published limit is not to exceed Rs 2,00,000. Within that, the sanction depends on the activity proposed, the cost of the equipment, and the applicant's capacity to repay.

A realistic way to plan a Rs 2 lakh micro-enterprise proposal is to break the requirement into the assets that will actually generate income:

  • Machinery and equipment, supported by supplier quotations. This is the core of the proposal and what PIPDIC is lending against.
  • Fittings and installation, including electrical work where the machinery needs it.
  • A modest initial working requirement, where the activity needs raw material to start.

Proposals that put most of the Rs 2 lakh into productive assets appraise better than proposals dominated by soft costs. PIPDIC is a term lending institution, and the question its appraisal asks is what the money buys and how that asset earns the instalment.

Applicants should also weigh the parallel central and state routes for micro enterprise, since the District Industries Centre in Puducherry administers PMEGP, the Prime Minister's Employment Generation Programme, where SC, ST, OBC, minority, women, ex-servicemen and physically handicapped beneficiaries receive margin money subsidy at 25 per cent in urban areas and 35 per cent in rural areas against 15 per cent and 25 per cent for general category, with own contribution of 5 per cent for these categories against 10 per cent for general. It also administers MUPSES, the state scheme for motivation of unemployed persons to start self-employed enterprises, with project cost up to Rs 2 lakh and subsidy of 25 per cent up to Rs 25,000 for projects above Rs 10,000. Comparing the subsidy element of those against the loan terms here is worth an hour before applying.

How to apply for the SC/ST entrepreneurs loan

  1. Obtain the caste certificate first. Nothing in this scheme moves without it. Apply to the Revenue Department if you do not already hold a current certificate.
  2. Decide the activity and get quotations. For a Rs 2 lakh proposal, two or three supplier quotations for the machinery or equipment carry more weight than a long narrative report.
  3. Register on the Udyam portal as a micro enterprise in the correct line of activity, and keep the certificate.
  4. Arrange the premises — a rented shop or shed with a rent agreement, an owned space with the ownership document, or an allotment in a PIPDIC industrial estate.
  5. Register as a customer on pipdic.in and open the Loan Applications section. Because the ceiling is Rs 2 lakh, use the loan application for amounts up to Rs 25 lakh.
  6. Complete the application and upload the documents; caste certificate, activity proposal, Udyam certificate, residence proof, premises proof, quotations, KYC and bank details.
  7. Submit and note the reference. Applicants who prefer to file physically can submit at the PIPDIC registered office, 60 Romain Rolland Street, Puducherry 605 001.
  8. Attend the appraisal and inspection, and answer questions on where the product or service will be sold and how the instalment will be met.
  9. Accept the sanction, complete documentation and draw the loan against the machinery purchase, keeping the purchase invoices for the file.

Applicants outside Puducherry city can use PIPDIC's regional offices: Karaikal on 04368-292317, Thattanchavady on 0413-2271206, an office on 0413-2678105, Mahe on 0490-2332560 and 2332720, and Yanam on 08863-2321243.

How do I check my application status?

  1. Log in to your customer account on pipdic.in, from which the application was filed.
  2. Call the PIPDIC registered office on 0413-2335116 or email info@pipdic.com with your application reference.
  3. Use the enquiry form on pipdic.in for pre-sanction questions and the separate grievance form for complaints.
  4. Follow up at the branch office covering your region once the file reaches inspection.

Why applications get rejected, and how to fix them

  • No valid caste certificate. The single most common reason, and entirely avoidable. Obtain a current certificate from the Revenue Department before applying.
  • Requirement exceeding Rs 2 lakh. The ceiling is absolute. Either reduce the project or move to PIPDIC's composite loan scheme for cottage and village industries at up to Rs 10 lakh.
  • No premises identified. An application with no address for the enterprise cannot be inspected or appraised. Secure at least a rent agreement first.
  • No quotations for the equipment. A figure without a supporting quotation looks like a guess. Attach supplier quotations.
  • Activity that is purely trading. The scheme is for micro enterprises. Manufacturing and eligible service activities appraise better than buying and reselling.
  • Udyam registration in an unrelated activity. Correct the registration to match what you propose to do.
  • Existing default. Clear any default to a bank or institution before applying; it is a bar across PIPDIC's schemes.
  • No demonstrated repayment source. Show the expected monthly sales and margin. Even a small loan is appraised on repayment capacity.

What are the key dates?

PIPDIC accepts loan applications on a rolling basis and publishes no last date for this scheme. PIPDIC and the Government of Puducherry both run a financial year from 1 April to 31 March, when rates and scheme parameters are ordinarily reviewed.

For an individual borrower, the dates that matter are the sanction date, the documentation date, the disbursement date against the machinery purchase, and the repayment schedule fixed in the sanction letter. Where the entrepreneur also intends to claim the 25 per cent Capital Investment Subsidy from the Department of Industrial Development, the date of commencement of commercial production becomes important as well, since that subsidy attaches to a functioning unit and is released after inspection.

How do I raise a grievance?

  1. Use the grievance form on pipdic.in, maintained separately from the general enquiry form.
  2. Contact the PIPDIC registered office, 60 Romain Rolland Street, Puducherry 605 001, on 0413-2335116, fax 0413-2336842, or email info@pipdic.com.
  3. Escalate to the Director of Industries and Commerce, Industrial Estate, Thattanchavady, Puducherry 605 009, on +91-413-2248476, +91-413-2248168 or +91-413-2248320.
  4. The departmental head is the Secretary to Government (Industries and Commerce), Chief Secretariat, Puducherry 605 001, on +91-413-2336115.
  5. For the related subsidy and District Industries Centre schemes, the DIC can be reached on +91-413-2248391 and at dic.pon@nic.in.

PIPDIC charges its published processing and service charges only. No agent is authorised to collect money on a promise of arranging a sanction, and no fee is payable to any intermediary for a caste certificate or a Udyam registration, both of which are free government services.
