Scheme for Economic Empowerment of Denotified Tribes (SEED): Why Applications Get Rejected and How to Fix It

SEED coaching applications are rejected most often for four reasons: an income certificate not issued by the prescribed authority, family income above the Rs 2.50 lakh ceiling, a third attempt at the coaching benefit, and incomplete uploads. The Scheme for Economic Empowerment of Denotified Tribes (SEED), run by the Ministry of Social Justice and Empowerment through the DWBDNC, also rejects applicants whose qualifying marks fall below the merit cut-off. Each cause has a specific fix before you reapply at coaching.dosje.gov.in.

Rejection 1: Income certificate not from the prescribed authority

SEED does not accept a plain self-declaration of income. Per the SEED guidelines, a self-employed parent needs an income certificate from a Revenue Officer not below the rank of Tehsildar, and an employed parent needs one from the employer, with a consolidated Revenue Officer certificate for any additional income. A certificate from a lower authority, or none at all, is rejected regardless of the actual figure.

Fix: Obtain a current certificate from a Tehsildar-rank Revenue Officer (or employer, as applicable) before the window closes. Reapply in the next phase if you missed this in the current one.

Rejection 2: Family income above Rs 2.50 lakh a year

SEED caps total family income from all sources at Rs 2.50 lakh a year. Applications declaring or later found to have income above this are rejected. This is a hard eligibility bar, not a slab.

Fix: There is no fix if your genuine family income exceeds Rs 2.50 lakh, SEED coaching is not available. Do not understate income; the ministry publishes a beneficiary list shared with states specifically to catch misdeclaration.

Rejection 3: Already availing a similar scheme, or a third attempt

Two linked bars catch many applicants. First, SEED excludes anyone already drawing a similar Central or State scholarship or coaching benefit, and requires a non-duplication affidavit to that effect. Second, a student may take the SEED coaching benefit only twice in total, a third application is rejected, whatever the number of attempts the exam itself allows.

Fix: Exit or decline the overlapping scheme before applying, and file the non-duplication affidavit truthfully. If you have already used the SEED benefit twice, you cannot apply again.

Rejection 4: Incomplete application

SEED accepts only online applications and states that incomplete ones are summarily rejected. Missing affidavits (non-duplication and joining), a missing qualifying-exam marksheet, or an unreadable community or income certificate all count as incomplete.

Fix: Before submitting, confirm all uploads are present and legible: DNT/NT/SNT community certificate, income certificate, marksheet, Aadhaar-linked bank details, and both affidavits. Save the acknowledgement. Incomplete applicants may reapply in a later phase.

Rejection 5: Low qualifying marks

SEED selects strictly on merit. The IT system builds separate merit lists for Class 12-level and graduate-level exams in decreasing order of qualifying marks, filling only the available slots: 625 students per phase, 1,250 a year. A complete, eligible application can still miss out if its marks fall below the cut-off.

Fix: There is no correction. This is competitive selection, not a defect. Where an exam has Prelims and Mains stages, priority goes to candidates who have cleared Prelims at least once, so clearing that stage improves your rank.

After selection: losing the benefit

Even selected students can forfeit the money. If the first instalment is not paid to a coaching institute within six months, it must be returned and the second instalment is forfeited. Join within the six-month window and upload proof of joining plus proof the institute was paid.

How to fix and resubmit

1. Read the reason recorded against your application on coaching.dosje.gov.in.
2. Cure the named defect: proper income certificate, complete uploads, or valid affidavits.
3. Reapply in the next phase; the portal opens for one month in July and one month in January.
