What is the Scheme for Financial Assistance for Veteran Artists?

The Scheme for Financial Assistance for Veteran Artists is a welfare programme of the Ministry of Culture, Government of India. It provides a modest monthly pension of up to Rs 6,000 to aged artists who have contributed significantly to art and letters but are now living in financial hardship. The scheme is sometimes referred to as the "Artist Pension Scheme".

According to the Ministry of Culture, the purpose is to give dignity and a basic income to veteran artists in the later years of their lives, recognising that many performers, writers, painters, musicians and traditional scholars earn little during their working years and are left without security in old age. The scheme is not a reward for artistic achievement in the manner of an award, it is a means-tested distress support with a strict income ceiling.

Because eligibility depends on both a minimum age and a low income, this is a narrowly targeted scheme rather than a broad benefit. It complements the Ministry's other cultural schemes, such as grants to artists and cultural organisations, but is distinct from them.

Who is eligible for the Veteran Artists financial assistance?

You can apply if:

• You are an artist aged 60 years or above (the age bar does not apply to a spouse claiming the continued benefit).
• Your personal income, including your spouse's income, does not exceed Rs 6,000 per month. An annual income of Rs 72,000.
• You have made a significant contribution to art and letters in your field.
• You either already receive an artist pension of at least Rs 500 per month from your State Government / UT Administration, or your credentials are verified and recommended by the concerned Zonal Cultural Centre (ZCC) of the Ministry of Culture.

You cannot apply if:

• Your income (with your spouse's) is above Rs 6,000 a month, you are not eligible, because the scheme is designed only for artists in genuine financial need.
• You are below 60 and are not a spouse continuing a deceased beneficiary's assistance.
• Your contribution to the arts cannot be verified or recommended through the State/UT or Zonal Cultural Centre route.

The Ministry of Culture notes that traditional scholars who have made a significant contribution in their fields are eligible even in the absence of published works, provided their standing can be verified. This ensures that folk and oral-tradition practitioners are not excluded merely because their work was never formally published.

What documents are required?

How to apply for the Veteran Artists scheme

1. Confirm you meet the criteria, age 60 or above and combined income not exceeding Rs 72,000 a year.
2. Assemble your evidence of contribution to art and letters — details of performances, publications, awards or peer recognition in your field.
3. Obtain the qualifying recommendation, either proof of an existing state/UT artist pension of at least Rs 500 per month, or a recommendation of your artistic credentials from the concerned Zonal Cultural Centre.
4. Fill in the application for the Scheme for Financial Assistance for Veteran Artists as prescribed by the Ministry of Culture, attaching proof of age, income declaration and bank details.
5. Submit the application through the appropriate channel, the State/UT authorities or the Zonal Cultural Centre, which verify the case and forward it to the Ministry of Culture.
6. Await sanction by the Ministry of Culture; once approved, the monthly assistance is transferred to the beneficiary's bank account.

Because verification runs through the State/UT government or a Zonal Cultural Centre, an artist who is not already on a state pension roll should approach their regional Zonal Cultural Centre early to have their credentials assessed.

How much is the benefit and how does it continue?

The scheme pays up to Rs 6,000 per month. On the death of the beneficiary artist, the assistance can continue to the surviving spouse, and in that case the requirement that the applicant be at least 60 years old is waived. This continuation feature is important, it means the household support does not automatically stop with the artist's death.
