What is SVAMITVA Yojana?

SVAMITVA Yojana is a Central Sector scheme of the Ministry of Panchayati Raj that maps the inhabited part of villages and gives rural residents a legal ownership document for their homes. SVAMITVA stands for Survey of Villages Abadi and Mapping with Improvised Technology in Village Areas, and the scheme's own tagline is Meri Sampatti, Mera Haq: "my property, my right".

According to the Ministry of Panchayati Raj, SVAMITVA was piloted on National Panchayati Raj Day, 24 April 2020, and rolled out across the country from 24 April 2021. The pilot phase covered around one lakh villages in Uttar Pradesh, Haryana, Maharashtra, Madhya Pradesh, Uttarakhand and Karnataka, along with a few border villages of Punjab and Rajasthan. The first set of Property Cards was handed out on 11 October 2020 to about one lakh owners in 763 villages.

SVAMITVA fills a long-standing gap. Farmland has always been surveyed and recorded, but the abadi. The inhabited residential area of a village, was often never mapped, so millions of rural families lived in houses they owned in practice but held no legal paper for. SVAMITVA uses drones and the Continuously Operating Reference Stations (CORS) network to map that abadi area to an accuracy the Ministry reports as within about 5 centimetres, and the State then issues each owner a Property Card, also called a Record of Rights.

By early 2026 the scheme had grown far beyond its pilot. Figures placed before the Lok Sabha in February 2026 put the total at roughly 3.06 crore Property Cards prepared across about 1.86 lakh villages, with drone surveys completed in over 3.30 lakh villages and 31 States and Union Territories taking part.

Who is eligible for SVAMITVA Yojana?

SVAMITVA works at the level of a village, not an individual applicant. Whether you get a Property Card depends on whether your village has been taken up for survey and whether you hold or occupy residential land in the abadi area.

You are covered if:

  • You own or occupy residential property in the abadi (inhabited) area of a village.
  • Your village has been selected for the drone survey under the scheme.
  • You are a rural resident in one of the 31 States and Union Territories that have joined SVAMITVA.

You cannot apply / are not covered if:

  • You want to apply individually; there is no personal application form. The scheme is triggered when your village is taken up for survey.
  • Your property is agricultural farmland outside the abadi area, which is handled under the regular land-records system, not SVAMITVA.
  • Your village lies in a State or UT that has not joined the scheme, or has not yet been selected for the drone survey.
  • Your claim is disputed and unresolved — where ownership is contested, the card is held back until the objection is settled or the dispute is decided.

Because SVAMITVA is a survey-and-record scheme rather than a benefit you claim, the way to "participate" is to attend the Gram Sabha, cooperate with the survey team, and file any correction during the objection window.

How to apply for a SVAMITVA Property Card (village survey process)

SVAMITVA has no individual application form. You take part by cooperating with the survey when your village is taken up and by claiming corrections during the notice period. The stages, as set out by the Ministry of Panchayati Raj, are:

  1. The State government and the Survey of India select your village, and a Gram Sabha is held to explain the survey schedule, the method and the benefits.
  2. Villagers mark and delineate their properties with the survey team, individual houses, government and Gram Sabha land, roads and open plots are all identified before the flight.
  3. The abadi area is flown and imaged by drone, and the images are processed into a digital map with ground-truthing support from revenue staff.
  4. A draft map and record are prepared and displayed so that every owner can check their name, boundary and details.
  5. During the objection period, commonly 15 to 40 days, you file a claim or correction with the Gram Panchayat or revenue office if anything is wrong.
  6. After objections are settled, the State finalises and issues the Property Card to each recognised owner.
  7. Collect the printed Property Card through your Gram Panchayat and download the digital copy from the State land-records portal or the SVAMITVA portal.

Checking the draft map carefully during stages four and five is the single most important thing an owner can do, once the objection window closes, correcting a finalised record is far harder.

What benefit does SVAMITVA Yojana provide?

SVAMITVA does not pay any cash. Its benefit is a legal Property Card that formally records ownership of residential village land. According to the Ministry of Panchayati Raj, this Record of Rights:

  • Can be used as collateral to raise institutional credit, unlocking the value of property that earlier had no title. Actual lending still depends on each bank's policy.
  • Provides a clear ownership document that reduces disputes over village land and boundaries.
  • Supports fair property-tax assessment and better village-level planning by Gram Panchayats.
  • Creates an accurate GIS database of the abadi area that States can use for infrastructure and development planning.

For most rural owners, the practical gain is being able to treat their home and plot as a recognised, bankable asset for the first time.

How to check your SVAMITVA status and download the Property Card

  1. Visit the SVAMITVA portal at svamitva.nic.in or your State land-records portal.
  2. Search for your village and property record once the survey and objection stages are complete.
  3. Download the digital Property Card if your State has published it online, or collect the printed card from the Gram Panchayat.

The eGramSwaraj portal (egramswaraj.gov.in) is used mainly by Gram Panchayats and officials to manage the programme, not by individual owners.

  • The village has not yet been surveyed, or the State has not finalised the records after the survey.
  • An unresolved objection or ownership dispute over the plot.
  • A name or boundary error in the draft map that was not corrected during the objection window.

  • The property lies outside the abadi area the drone survey covers.
