What is the RGSA Internship Program?

Rashtriya Gram Swaraj Abhiyan (RGSA) - Internship Program is an internship scheme of the Ministry of Panchayati Raj (MoPR), run as part of the Centrally Sponsored Scheme of the Revamped RGSA. The programme engages students and young research scholars as interns in the policy and research units of MoPR, giving them hands-on exposure to rural local self-governance while contributing to the Ministry's research work.

According to the Ministry of Panchayati Raj guidelines dated 12 March 2024, the internship engages students pursuing undergraduate, graduate or postgraduate degrees and research scholars pursuing doctoral or post-doctoral degrees, for short-term assignments of 15 days to 6 months in the office set-up of MoPR. Interns work on quantitative and qualitative data analysis, policy and situational analysis, and desk reviews connected to the localisation of Sustainable Development Goals (LSDGs) and the three-tier Panchayati Raj system. Interns form part of the National Project Management Unit (NPMU), the body that runs monitoring, research, cross-state learning and campaign work under Revamped RGSA, and may be placed at a State Institute of Rural Development (SIRD) where MoPR requires it.

The RGSA Internship Program sits inside a defined scheme period, the Revamped RGSA framework runs from 2022-23 to 2025-26, and is aimed squarely at policy research rather than field service delivery. The Ministry's stated purpose is two-way: interns gain hands-on exposure to how the 3-tier Panchayati Raj system, rural development schemes and local governance actually work, while MoPR gains fresh academic input for its policy briefs and working papers.

Who is eligible for the RGSA internship?

You can apply if:

• You are a student enrolled in or pursuing an undergraduate, graduate or postgraduate degree in a recognised or reputed university or institution in India or abroad.
• You are a research scholar enrolled in or pursuing a doctoral (Ph.D.) or post-doctoral degree.
• You completed any such course within the last two years.
• Your background is in a preferred discipline; public policy, development studies, economics, governance and public administration, rural development, sociology, political science, social work, statistics, data analysis, or related social sciences, management and engineering streams.

You cannot apply if:

• You are not a current student or recent graduate within the two-year window and are not a research scholar as defined above.
• You are not enrolled in a recognised or reputed institution.

Because a candidate can apply only once during a financial year, applicants should choose their area of interest carefully before submitting.

How to apply for the RGSA Internship Program

1. Visit the Ministry of Panchayati Raj website at panchayat.gov.in and open the RGSA tab, sub-tab MoPR Internship.
2. Fill the online application — the programme runs throughout the year and applications are considered for the internship likely to commence the following month.
3. Clearly indicate your area of interest based on the notified list of research domains (Annexure A).
4. Submit the application online only. A candidate can apply once during a financial year, and the application stays valid for that entire financial year.
5. If shortlisted, produce a No Objection Certificate from your Principal, Head of Department or Supervisor at the time of joining.
6. On selection, receive the Offer of Internship from the concerned Divisional Head and join the assigned unit.

How much does the RGSA internship pay?

The RGSA Internship Program pays a flat stipend of Rs 7,000 per month to selected interns, given the short-term and contractual nature of the engagement. Interns are provided working space, internet facility and library access at the MoPR office set-up, but must bring their own laptop. Candidates who do not expect any stipend may join on a pro bono basis with the approval of the Divisional Head.

How are RGSA interns selected?

Rashtriya Gram Swaraj Abhiyan interns are selected on merit. Applications received online are forwarded to the concerned Divisional Head, who forms a selection committee to scrutinise and shortlist candidates. Each Programme Division can engage a maximum of five interns at a time, a number that can be relaxed only with the prior approval of the Secretary, Ministry of Panchayati Raj. The decision of the Divisional Head on a candidate's suitability is final and binding.

Important dates and duration

The internship is available throughout the year based on MoPR's requirements. According to the guidelines, the preferred periods are the middle of October to the first week of December, and the middle of June to the third week of August. Each internship runs for a minimum of 15 days and a maximum of six months.

Certificate and deliverables

An experience certificate is issued by the Divisional Head, or an official designated by them, after the intern successfully completes the internship period and submits the expected deliverables. Interns who do not complete the required period or do not submit their deliverables are not issued any experience certificate.

What research work do RGSA interns do?

Rashtriya Gram Swaraj Abhiyan interns are assigned to a research domain from the notified list in Annexure A of the guidelines. The list is suggestive, and other relevant topics can be added with the approval of the Secretary, Additional Secretary or Joint Secretary of the concerned Division. Typical domains include:

• Analysis of the quality of Gram Panchayat Development Plans (GPDPs) against the nine LSDG themes, and appraisal of Block and District Panchayat Development Plans.
• Analysis of minutes of Gram Sabhas, Mahila Sabhas and Bal-Balika Sabhas for inclusive and sustainable development.
• Disaster Risk Reduction plans, Village Poverty Reduction Plans of self-help groups, and the renewable-energy potential of panchayats.
• Own Source Revenue (OSR) generation by panchayats, devolution of powers and functions, and convergence of line-department schemes at the PRI level.
• Drafting policy notes on Clean and Green Panchayat, eco-tourism and social-enterprise incubation.
• Data analysis of thematic development plans using the eGramSwaraj portal, legal and policy research on PRIs, and IEC work such as the National Panchayat Awards.

Interns are expected to produce evidence-based inputs, data analysis, situational analysis, desk reviews and policy analysis, that feed into MoPR's policy briefs and working papers.

Facilities, travel and conduct rules

The Ministry provides interns with working space, internet, library access and the other facilities needed for their assignment, but each intern must bring their own laptop. If MoPR requires an intern to undertake a field visit or study tour, the travel expenses are borne by MoPR: TA/DA for train or bus journeys is reimbursed at the entitlement of officials at Level 5 in the pay matrix or below, following the applicable government TA/DA rules.

The concerned Divisional Head maintains the attendance record and supervises the work. At the end of the assignment, every intern must submit a brief report or research paper to the Divisional Head describing the learning experience, in addition to the assigned deliverables. The Divisional Head may also arrange individual or group presentations and seminars. Responsibility for an intern's conduct and for their access to internal data rests solely with the Divisional Head. The Secretary, MoPR retains the power to relax any of these conditions for a deserving candidate.
