What is a birth certificate in Tamil Nadu?

A birth certificate in Tamil Nadu is the certified extract of the birth register maintained under the Registration of Births and Deaths Act 1969. Tamil Nadu administers the Act through the Directorate of Public Health and Preventive Medicine, whose Director is the Chief Registrar of Births and Deaths for the state. A structure that differs from states where the Revenue Department or a statistics directorate holds the function.

Registration happens at the level closest to the birth. The Directorate of Public Health and Preventive Medicine names three cadres of local registrar appointed by the State Government:

  • Sanitary Inspectors in municipalities and town panchayats,
  • Village Administrative Officers in village panchayats, and
  • Health Inspectors at Primary Health Centres.

Tamil Nadu delivers certificates through its own Civil Registration System (CRS-TN), which lets a family search a registered birth and download a digitally signed PDF instead of visiting a counter. Births inside Chennai city limits are registered and served by the Greater Chennai Corporation, which keeps its own register as the local body for the city.

Since 1 October 2023, the Registration of Births and Deaths (Amendment) Act 2023 has applied in Tamil Nadu, making the birth certificate the single document for proving date and place of birth for admissions, Aadhaar, driving licences, passports, marriage registration and government appointments, and enabling reporting through the national Civil Registration System portal at dc.crsorgi.gov.in with electronic delivery to the informant.

Who can and who cannot apply?

You can apply for a Tamil Nadu birth certificate if the birth took place inside Tamil Nadu and you are a person the Act treats as an informant or interested party:

  • The father or the mother of the child.
  • The head of the household or the nearest relative, which is exactly the wording the Directorate of Public Health uses for a birth at home.
  • The medical officer in charge, or any person authorised by him, for a birth in a hospital, maternity home, PHC or nursing home. The Directorate places the reporting duty on this officer for institutional births.
  • The jail superintendent for a birth in prison, and the officer in charge for a birth in a hostel or public institution.
  • The village headman or officer in charge for an abandoned newborn.
  • Any adult born in Tamil Nadu who needs a certified copy of their own entry, at Rs 200 per copy.

You cannot apply in Tamil Nadu for a birth that took place outside the state. The register is territorial: a Tamil family whose child was born in Bengaluru, Kerala or Mumbai must obtain the certificate from the local body there, and no Tamil Nadu registrar can convert or re-issue that entry. Conversely, a child born to visiting parents in a Coimbatore or Madurai hospital is registered in Tamil Nadu.

You are also not eligible for a fresh registration where the birth is already entered. The correct request there is an additional certified copy or a correction, not a new registration. And no Tamil Nadu registrar can register a birth more than one year old without an order of the Executive Magistrate.

Tamil Nadu applies no income limit, no caste condition and no community criterion to a birth certificate. It is a vital registration, not a welfare benefit, and every child born in the state is entitled to it.

What documents are required?

The Directorate of Public Health and Preventive Medicine states that applicants must provide parent declarations and address proof: Aadhaar, voter ID, utility bills and similar documents. In practice a complete Tamil Nadu file contains:

  • Report of Birth in Form 1, signed by the informant.
  • Hospital discharge summary or delivery record with the date, time, sex of the child and the mother's name.
  • Declaration by the parents of the particulars to be entered.
  • Address proof of the parents: Aadhaar, voter ID or a utility bill.
  • RCH ID, useful because the CRS-TN download screen accepts it as a search key.
  • Affidavit of date, time and place of birth, for a home delivery and for delayed registration.
  • Written permission of the prescribed authority, for a birth reported between 30 days and one year.
  • Executive Magistrate's order, for a birth more than one year old.

How to get a birth certificate in Tamil Nadu online

  1. Confirm the birth was reported within 21 days. The Directorate of Public Health prescribes 21 days from the date of occurrence as the normal reporting period. Ask the hospital for the registration number, or the Village Administrative Officer or Sanitary Inspector for the register entry.
  2. Open the Tamil Nadu Civil Registration System and choose the certificate download option, then select "Birth Certificate".
  3. Search the entry. Enter either the RCH ID, or the combination of gender, district, place of birth and date of birth.
  4. Verify by OTP. Enter your mobile number, request the OTP, key it in and click view, the screen lists the births registered on that date at that place.
  5. Download or print the digitally signed PDF. The first certificate is free under Section 12; each additional copy is charged Rs 200.
  6. For a birth inside Chennai city limits, use the Greater Chennai Corporation's own birth records system instead, since the corporation is the registrar for the city.

How to apply offline with the local registrar

  1. Identify the correct registrar by the place of birth, the Sanitary Inspector for a municipality or town panchayat, the Village Administrative Officer for a village panchayat, or the Health Inspector at the Primary Health Centre.
  2. Submit the Report of Birth in Form 1 with the hospital discharge record, the parents' declaration and address proof.
  3. Pay the late fee if applicable — Rs 100 between 21 and 30 days, Rs 200 between 30 days and one year with written permission, Rs 500 beyond one year with an Executive Magistrate's order. Nothing is payable if you report inside 21 days.
  4. Collect the first certificate free, and pay Rs 200 for each further copy. A Tamil Nadu e-Sevai centre can file the same application where a family cannot reach the registrar's office.

How do you add the child's name later?

Many Tamil Nadu families register the birth within 21 days before naming the child. The Directorate of Public Health allows parents to register the child's name within one year free of charge, and applies a Rs 200 late fee after one year. Apply to the registrar who made the entry, with the register number and the parents' identity proof; the name is written against the existing entry and the certificate reissued. A name written on the certificate anywhere other than the register is worthless: schools, the passport office and the RTO all verify against the register.

What if the birth was never registered?

Tamil Nadu applies Section 13 of the Registration of Births and Deaths Act 1969 in three graded steps, with the fees the Directorate of Public Health publishes:

  • 21 to 30 days. The registrar registers the birth on payment of Rs 100.
  • 30 days to 1 year: registration needs written permission of the prescribed authority and a fee of Rs 200.
  • More than 1 year: registration is possible only on an order of the Executive Magistrate, with a fee of Rs 500.

Most adults in Tamil Nadu applying for a passport or a government post fall in the third group. Start by asking the registrar for confirmation that no entry exists, then move the Executive Magistrate with school admission records, the hospital record if it survives, and the parents' affidavit. This stage takes the longest and is the one agents target.

How do you check the status of an application?

Search the same CRS-TN screen with the RCH ID or with gender, district, place of birth and date of birth, once the registrar approves the entry, the digitally signed certificate becomes downloadable. For a file lying with the registrar, ask the Sanitary Inspector, Village Administrative Officer or Health Inspector directly, and escalate to the District Health Officer and then to the Directorate of Public Health and Preventive Medicine, which is the Chief Registrar's office for Tamil Nadu.

Why are birth certificate applications rejected in Tamil Nadu?

  • The birth was never reported in Form 1, so there is no entry to certify.
  • The application went to the wrong registrar, jurisdiction follows the place of birth, not the family's home village.
  • The date of birth, sex or the mother's name does not match the hospital record.
  • A home delivery was filed with no affidavit and no confirmation from the Village Health Nurse or the Village Administrative Officer.
  • The birth is over one year old and no Executive Magistrate's order is attached.
  • The prescribed late fee of Rs 100, Rs 200 or Rs 500 was not paid.
  • The search on CRS-TN used the wrong district or place of birth, so the entry simply does not appear.

What does it cost, and what about agents?

Tamil Nadu's published rates are plain: the first certificate is free under Section 12, Rs 200 per additional copy, and late fees of Rs 100, Rs 200 and Rs 500 depending on how late the report is. Adding the child's name is free within one year and Rs 200 after. Nothing else is payable to any clerk, inspector, Village Administrative Officer or middleman.

Agents outside maternity hospitals in Chennai, Coimbatore, Madurai and Trichy sell a "fast birth certificate" for a few thousand rupees. They file the same Form 1 and download the same PDF that CRS-TN gives you free. Pay only the published fee, insist on a receipt, and take any demand for money to the District Health Officer or the Directorate of Public Health and Preventive Medicine.

What do you need the birth certificate for in Tamil Nadu?

A Tamil Nadu birth certificate is the base document for school and college admission, Aadhaar enrolment for a child, a passport, a learner's licence at the RTO, PAN, the electoral roll entry at 18, community and nativity certificates, marriage registration, scholarship and welfare applications, and any government appointment where date of birth must be proved. Because each of those offices retains a copy, families usually download several digitally signed copies from CRS-TN rather than paying Rs 200 for a paper copy each time.

Address proof of the parents
Aadhaar, voter ID or a utility bill, as listed by the Directorate of Public Health and Preventive Medicine, to fix the registrar's jurisdiction.

Written permission of the prescribed authorityoptional
Needed where the birth is reported between 30 days and one year, and accompanied by the Rs 200 late fee prescribed by Tamil Nadu.

Frequently asked questions

Who issues a birth certificate in Tamil Nadu?

The local registrar of births and deaths appointed by the State Government issues the certificate — a Sanitary Inspector in municipalities, a Village Administrative Officer in panchayats and a Health Inspector at Primary Health Centres — with the Director of Public Health and Preventive Medicine as Chief Registrar of Births and Deaths for Tamil Nadu. Births inside Chennai city limits are registered by the Greater Chennai Corporation.

How much does a Tamil Nadu birth certificate cost?

The first certificate is free, issued under Section 12 of the Registration of Births and Deaths Act 1969, and each additional copy costs Rs 200 according to the Directorate of Public Health and Preventive Medicine. Digitally signed certificates can also be downloaded from the state's Civil Registration System without a counter visit.

What are the late fees for birth registration in Tamil Nadu?

Tamil Nadu charges Rs 100 for a birth reported between 21 and 30 days, Rs 200 for a birth reported between 30 days and one year with written permission, and Rs 500 for a birth reported after one year with an order of the Executive Magistrate. Reporting within the normal 21-day period carries no fee at all.

Within how many days must a birth be registered in Tamil Nadu?

Tamil Nadu prescribes the normal period of 21 days from the date of occurrence for reporting a birth, as the Directorate of Public Health and Preventive Medicine states. For a birth at home the head of the household or the nearest relative reports it; for an institutional birth the medical officer in charge or a person authorised by him does.

How do I add my child's name to a Tamil Nadu birth certificate?

Parents may register the child's name within one year of the birth free of charge, and after one year a late fee of Rs 200 applies, according to the Directorate of Public Health and Preventive Medicine. The name is entered against the existing register entry, and the certificate is reissued with the name printed on it.

What if the birth is more than 1 year old in Tamil Nadu?

A birth more than one year old can be registered only with an order of the Executive Magistrate, and Tamil Nadu charges a Rs 500 fee for that delayed registration. Collect the non-availability record from the registrar first, then approach the Revenue Divisional Officer or Taluk-level Executive Magistrate with school records, hospital records and the parents' affidavit.

Can I download a Tamil Nadu birth certificate online?

Yes — the Tamil Nadu Civil Registration System lets you search a registered birth using the RCH ID, or by gender, district, place of birth and date of birth, verify a mobile OTP and download the digitally signed PDF. Records inside Chennai city limits are served by the Greater Chennai Corporation's own system instead.

Does a Tamil Nadu birth certificate expire?

A birth certificate in Tamil Nadu never expires, because it certifies a permanent entry in the register of births. An office asking for a "recent" copy is asking for a fresh certified extract of the same entry, charged at Rs 200 per additional copy.
