What is the District Central Cooperative Bank consumer durables loan?

The consumer durables loan is a retail credit product offered by District Central Cooperative Banks (DCCBs) in Tamil Nadu and their branches, under the supervision of the Cooperation, Food and Consumer Protection Department, Government of Tamil Nadu and the Registrar of Cooperative Societies. It finances the purchase of household articles, the Tamil Nadu government scheme directory names television sets, refrigerators and two-wheelers, for individuals within the bank's operational area.

The Tamil Nadu government's scheme listing describes the product as covering 75 per cent of the product cost at an interest rate of 14 per cent. That is the scheme-level description. In practice each DCCB fixes its own current rate and ceiling under its board's approved policy, and published rates today are often lower: the Coimbatore District Central Cooperative Bank lists its consumer durable loan at 11 per cent on a monthly reducing basis in its product page and 12 per cent on its consolidated rate card. The honest position for a borrower is that 14 per cent is the ceiling recorded at scheme level, and the rate you are actually charged must be confirmed at the branch.

Where DCCBs sit in the system. Tamil Nadu's cooperative credit structure has three tiers. The Tamil Nadu State Apex Cooperative Bank is the state federation. Below it sit the District Central Cooperative Banks, one for each district or group of districts, which channel resources for both agricultural and non-agricultural purposes. Below them are the Primary Agricultural Cooperative Credit Societies (PACCS) at village level. A consumer durables loan is a non-agricultural, non-farm-sector advance made at the DCCB tier.

Why the product exists. Cooperative banks were built for crop loans, and their deposit base is largely local. Small-ticket consumer lending to salaried members lets a DCCB deploy deposits at a reasonable yield with salary-linked recovery, while giving members access to credit that is often cheaper and less paperwork-heavy than a shop's own hire-purchase finance.

Who is eligible, and who cannot apply?

Eligibility is set by each bank's board, so the exact wording differs across the state. The pattern published by the Coimbatore DCCB Bank is representative.

You are eligible if:

  • You are a permanent employee of the State Government, the Central Government, a quasi-government body, a public sector undertaking, or a government-approved or aided educational institution.
  • You work within the bank's operational area; in Coimbatore DCCB's case, the Coimbatore and Tiruppur districts. Every DCCB lends only within its own district's jurisdiction.
  • You are above 18 years of age.
  • You can produce a letter from your Pay Drawing Officer and arrange two personal guarantors, normally employees of the same organisation.
  • You have the repayment capacity for a loan sized at up to four times gross salary, within the bank's rupee ceiling.

You cannot apply, or are not eligible, if:

  • You live or work outside the operational area of the DCCB you approach. You must go to the DCCB for your own district.
  • You are not in permanent salaried employment of the categories the bank names, and the bank has no separate scheme for self-employed applicants. Some DCCBs do lend to members of affiliated societies; ask specifically.
  • You cannot furnish guarantors or a Pay Drawing Officer's letter.
  • You are looking for a subsidy or grant. This is a loan. The entire principal plus interest is repayable, and default is recovered under the Tamil Nadu Cooperative Societies Act.
  • You want to finance an article outside the approved list. The scheme is for a television, refrigerator or two-wheeler and similar household durables, not for working capital, education or medical expenses, each of which has its own product.

How to apply for a consumer durables loan

  1. Identify your District Central Cooperative Bank. Every district has one, with branches across the district. Approach the branch nearest your home or place of employment.
  2. Get a quotation from the vendor for the television, refrigerator or two-wheeler you intend to buy. The loan is calculated as a percentage of the bill value, so nothing can be processed without a proforma invoice.
  3. Collect and complete the loan application form at the branch. Declare any existing borrowings honestly; a suppressed liability is grounds for rejection at the appraisal stage.
  4. Obtain a letter from your Pay Drawing Officer confirming your employment, your gross salary and, where required, undertaking to recover the monthly instalment from your salary.
  5. Arrange two personal guarantors from your own organisation and bring them to the branch to sign the guarantee documents.
  6. Submit the file with your identity and address proof, employer identity card, recent salary slip, the vendor quotation and photographs.
  7. Accept the sanction and complete documentation. The bank issues the sanction, executes the loan documents, and normally disburses directly to the vendor rather than in cash, then arranges insurance of the article.
  8. Repay in monthly instalments, typically over up to 36 months.

What documents are required?

Document Mandatory Notes
Loan application form Yes Free at the branch
Vendor quotation Yes Loan is a percentage of bill value
Identity and address proof Yes Aadhaar, voter ID, employer ID card
Recent salary slip Yes Loan sized as a multiple of gross salary
Pay Drawing Officer's letter Yes For salaried borrowers
Two personal guarantors Yes Usually from the same organisation
Insurance of the article No Commonly required by the bank

What the loan actually costs

Take the Coimbatore DCCB Bank's published terms as a worked example. The maximum loan is Rs 40,000, calculated as the lowest of four times gross salary or 75 per cent of the bill value. Repayment runs over 36 months, and interest is charged at 11 per cent on a monthly reducing basis on that product page.

On a Rs 40,000 loan over 36 months at a monthly reducing rate in that range, the monthly instalment falls in the region of Rs 1,300, with total interest of roughly Rs 7,000 over the full term. Two points matter more than the precise figure. First, reducing-balance interest is materially cheaper than a flat rate quoted at the same number, so ask explicitly which basis the bank uses. Second, because the loan is capped at 75 per cent of the bill value, you must fund the remaining 25 per cent margin from your own resources — the bank will not finance it.

How to check the status of your application

There is no statewide online tracker for DCCB retail loans. Cooperative banks work branch-to-branch:

  1. Ask the branch manager for the application number and the stage the file has reached, appraisal, sanction or documentation.
  2. If the sanction is above the branch's delegated power, ask when it goes to the head office of the DCCB for approval.
  3. Where a branch delays without reason, write to the Deputy Registrar or Joint Registrar of Cooperative Societies for your district, who supervises the cooperative institutions in that jurisdiction.

Why applications get rejected

  • Outside the operational area of the bank approached.
  • Not in the eligible employment category, most often self-employed applicants approaching a salary-linked product.
  • No guarantors willing to sign, or guarantors already committed on other loans.
  • Existing over-commitment, where the salary cannot bear another instalment after existing deductions.
  • No vendor quotation, so the loan amount cannot be computed.
  • Article outside the scheme, for example a request to fund a purchase that is not a household durable.

Where to raise a grievance

  • Branch manager, then the General Manager of the District Central Cooperative Bank at its head office.
  • Deputy Registrar / Joint Registrar of Cooperative Societies for your district, under the Cooperation, Food and Consumer Protection Department.
  • Registrar of Cooperative Societies, Tamil Nadu: rcs.tn.gov.in, for matters the district office does not settle.
  • Reserve Bank of India Ombudsman, for a licensed cooperative bank, once the bank's own grievance route has been exhausted.

Loan applications at a cooperative bank are free. No agent is required, and no payment beyond the notified processing charge should be made to anyone to obtain a sanction.

The Tamil Nadu scheme directory records 14 per cent for this scheme, but individual District Central Cooperative Banks publish their own current rates and several are lower — the Coimbatore DCCB Bank lists 11 per cent on a monthly reducing basis for its consumer durable loan and 12 per cent on its published rate card.
